What is happening?

NOTICE OF PROPOSAL
ROAD TRAFFIC REGULATION ACT 1984
LANCASHIRE COUNTY COUNCIL
(LANCASTER PARK AND RIDE, LANCASTER, LANCASTER CITY)
(REVOCATION AND OFF STREET PARKING PLACE) ORDER 202*

NOTICE IS HEREBY GIVEN that Lancashire County Council propose to make the above Traffic Regulation Order under Sections 32 and 35 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984, as amended, the effect of which will be to:
1. Revoke the "Lancashire County Council (Lancaster Park and Ride, Lancaster, Lancaster City) (Off Street Parking Place) Order 2022" in full.
2. Designate the land situated at grid reference 349560:464093 being to the south of Caton Road (A683), Lancaster, and to the east of the northbound M6 junction 34 off slip, as being an off street parking place for the purposes of Section 32 of the Road Traffic Regulation Act 1984. This land hereby being known as the "Lancaster Park and Ride North" and as set out in the above Order as being the land edged blue.
3. Designate the land situated at grid reference 349575:463959 being to the south of the North Car Park, Lancaster Park and Ride, and to the east of the northbound M6 junction 34 off slip, as being an off street parking place for the purposes of Section 32 of the Road Traffic Regulation Act 1984. This land hereby being known as the "Lancaster Park and Ride South" and as set out in the above Order as being the land edged red.
4. Introduce a tariff of pay and display parking charges as set out in schedule 1 to this notice for the use of this off street parking place.
5. The Lancaster Park and Ride North will comprise a total of 390 parking spaces, 35 of which are designated disabled parking spaces, and 1 of which is a designated motorcycle parking space.
6. The Lancaster Park and Ride South will comprise of a total of 246 parking spaces, 23 of which are designated disabled parking spaces, 1 of which is for works vehicles only, 1 of which is a designated motorcycle parking space, 12 of which are designated electric vehicle charging spaces, and 6 of which are designated limited waiting electric vehicle charging spaces for 1 hour no return within 2 hours.
7. Introduce a prohibition of waiting in the following lengths of road:
a) Lancaster Park and Ride North, the inner running lane, both sides, for its entire length;
b) Lancaster Park and Ride South, the inner running lane, both sides, for its entire length.
8. Introduce a prohibition of loading in the following lengths of road:
a) Lancaster Park and Ride North, the inner running lane, both sides, for its entire length;
b) Lancaster Park and Ride South, the inner running lane, both sides, for its entire length.
9. Introduce a 7.5 tonnes weight restriction in the following:
a) Lancaster Park and Ride North;
b) Lancaster Park and Ride South.
10. Introduce a maximum height restriction of 2.1 metres in the following:
a) Lancaster Park and Ride North;
b) Lancaster Park and Ride South.
