(WAITING, LOADING, STOPPING AND PARKING PLACES) (MAP BASED) (FAIRFIELD GARDENS/FAIRFIELD CRESCENT) AMENDMENT No. ORDER 2025*

Southend-on-Sea City Council (hereinafter referred to as “the Council”) in exercise of its powers under Sections 1, 2, 4 and 122 under the Road Traffic Regulation Act 1984 (as amended) (“the 1984 Act”) and the Traffic Management Act 2004 (“the 2004 Act”) and of all other enabling powers, and after consultation with the Chief Officer of Police in accordance with Part III and Part IV of Schedule 9 of the 1984 Act, hereby give notice that it intends to make the following Amendment Orders:

  1. The Southend-on-Sea City Council (Waiting, Loading, Stopping and Parking Places) (Map-Based) (St Laurence Junction Protection Phase 3) Amendment No.* Order 2025

  2. The Southend-on-Sea City Council (Waiting, Loading, Stopping and Parking Places) (Map-Based) (Fairfield Road) Amendment No.* Order 2025

  3. The Southend-on-Sea City Council (Waiting, Loading, Stopping and Parking Places) (Map-Based) (Fairfield Gardens/Fairfield Crescent) Amendment No.* Order 2025

The effect of the Traffic Regulation Orders (TROs) would be to:

PT01098 – St Laurence Junction Protection Phase 3

To introduce junction protection restrictions – No Waiting at Any Time (double yellow lines) and No Loading or Unloading at Any Time (double yellow kerb blip markings) at the following locations at the approximate distances:

a) Shepard Close with Neil Armstrong Way – 10 metres on both sides of the junction.

b) Audleys Close with Alton Gardens – 5 metres in Audleys Close and 10 metres in Alton Gardens.

c) Vickers Road with Wells Avenue – 10 metres in Vickers Road and 5 metres in Wells Avenue.

d) Orchard side with Orchard Grove – 5 metres in Orchard Side and 8 metres in Orchard Grove.

e) Eastwoodbury Close with Eastwoodbury Crescent – 8 metres in Eastwoodbury Close and 5 metres in Eastwoodbury Crescent.

f) Bristol Road with Wells Avenue – 8 metres on both sides of the junction.

g) Keith Way with Hampton Gardens – 8 metres on both sides of the junction.

h) Eastwoodbury Crescent with Rochford Road – 5 metres on both sides of the junction.

i) Snakes Lane north – 10 metres on both sides of the junction.

j) Snakes Lane west – 5 metres on both sides of the junction.

k) Snakes Lane east – 5 metres on both sides of the junction.

l) Fairlawn Gardens and Fairlawn Gardens – 5 metres on both sides of the junction.

m)Wilmott Avenue with Vardon Road – 5 metres on both sides of the junction.

n)Neil Armstrong Way with Neil Armstrong Way side of No.99 – 8 metres on both sides of the junction.

o)Neil Armstrong Way with Neil Armstrong Way side of No.33 – 10 metres on both sides of the junction.

PT01145 – Fairfield Road

To introduce No Waiting at Any Time restrictions (double yellow lines) on the east side of Fairfield Road, extending from the property boundary between No.72 and No.74 to a point opposite No.91.

PT01134 – Fairfield Gardens/Fairfield Crescent bend

To introduce No Waiting at Any Time restrictions (double yellow lines) on both sides of Fairfield Gardens, from the property boundary of No.7 and No.9 to the property boundary of No.15 and No.17.

A copy of the Deposit Document including a copy of the Notice of Intent (NOI), proposed draft Amendment Orders, the Statement of Reasons and Equalities Act 2010 Due and designs showing the proposals can be inspected;

The public consultation period, will be live from 28th July 2025 until 18th August 2025.

Any persons desiring to make a comment on the proposals, only within the given dates, can do so by: making a comment on TraffWeb system under ‘Public Consultation’ using the following link, https://southend.traffweb.app/#/2/PublicConsultation, or by emailing traffweb@southend.gov.uk, or stating the grounds thereof in writing as indicated to the TRO Team to the address stated above. The following scheme references must be quoted:

PT01145 – Fairfield Road

PT01134 – Fairfield Gardens/Fairfield Crescent bend

The changes for On-street parking will amend the following Order;
