THE NORFOLK COUNTY COUNCIL
PROPOSED TRAFFIC ORDERS AND NOTICES 2025
The Norfolk County Council propose to make the following orders under the Road Traffic Regulation Act 1984 and give the following notices:
The Norfolk County Council (King’s Lynn, Various Roads)
(Prohibition of Waiting) Order 2025
The effect of this Order would be to introduce a prohibition of waiting at any time along the following lengths of road:

The Norfolk County Council (King’s Lynn, Various Roads) (20mph) Speed Limit Order 2025
The effect of this Order will be to introduce a 20mph Speed Limit restriction along the following lengths of road:

The proposed 20mph will be a change from the existing 30mph speed limit which was imposed by virtue of the above lengths of roads being Restricted Roads. The effect of this Order will de-restrict those roads and impose a 20mph speed limit.

Bus Stop Clearway Notice 2025
Notice is hereby given that Norfolk County Council propose to introduce bus stop clearways as defined in Schedule 7, Part 3 of the Traffic Signs Regulations and General Directions 2016, which will introduce a No Waiting at Any Time for any vehicles, except buses along the following lengths of road:
U20755 Queen Mary Road (West side) |
From a point of 125 metres south-west of its junction with the U20756 Hulton Road southwards for a distance of 19 metres. |
U20755 Queen Mary Road (East side) |
From a point of 18 metres south-east of its junction with the U20760 Bagge Road southwards for a distance of 19 metres. |
The bus stop clearways conform to new regulations and will ensure unhindered access for bus services.
These measures are in response to concerns to keep the area around the bus stop free from parked or waiting vehicles, ensuring buses can safely and efficiently pull in and out without obstruction. This helps maintain smooth traffic flow, enhances passenger safety by providing a clear boarding zone, and improves visibility for both bus drivers and other road users.
The Norfolk County Council (Kings Lynn, Parkway Road) Conversion of existing highway to Shared use Footway/Cycle Track Notice 2025
The Norfolk County Council is proposing to convert lengths of existing footway to a Shared use Footway/Cycle Track, under Sections 65(1), 66(1) and 66(4) of the Highways Act 1980 and all other enabling powers and in accordance with its duties under Section 122 of the Road Traffic Regulation Act 1984 at the following locations:
U20769 Parkway (South Side) |
From its southernmost junction with the U20774 Raleigh Road southwards and westwards to its junction with U20755 Queen Mary Road. |
U20755 Queen Mary Road (West Side) |
From a point of 18 metres south-west of the centreline of its junction with the U20760 Bagge Road southwards for a distance of 63 metres. |
The conversion of the above lengths will consist of removing and extending the existing footway and/or verge and constructing a combined cycletrack/footway up to 3.0 metres in width. Pedestrians and cyclists will have joint use and will not be segregated.
The reason for this proposal is to provide a safer route for cyclists.
The Norfolk County Council (King’s Lynn, Bishops Road) Shared use Footway/Cycle Track Amendment Notice 2025
The Norfolk County Council is proposing to alter the Shared use Footway/Cycle Track at the 2Y32 fronting nos 47 to 55 Bishops Road under Sections 65(2) and 66(4) of the Highways Act 1980 to accord with its duties under Section 122 of the Road Traffic Regulation Act 1984. The cycle path will be widened to 4 metres in width to provide a safer route for cyclists.
The Norfolk County Council (King’s Lynn, Queensway) Cycle Lane Notice 2025
The Norfolk County Council is proposing to install an advisory Cycle Lane under Section 65 (1) of the Highways Act 1980 in order to accord with its duties under Section 122 of the Road Traffic Regulation Act 1984 at the following location:

From its junction with the A1076 Gayton Road northwards for 329 metres. |
The advisory cycle lane section is to improve the visibility for motorists at the junctions and for the overall awareness of cyclists and pedestrians.
The Norfolk County Council (King’s Lynn, Queen Mary Road, Queensway) Road Humps Notice 2025
As required under Section 90C of the Highways Act 1980 and the Highways (Road Humps) Regulations 1999 notice is hereby given that the Norfolk County Council hereby propose to install round-top humps under Sections 90A(1) of the Highways Act 1980 at the following locations:

From a point 128 metres south of the centre line of its junction with the A148 Lynn Road. |
U20743 Queensway |
From a point 93 metres north of the centreline of its junction with the A1067 Gayton Road; From a point 165 metres north of the centreline of its junction with the A1067 Gayton Road; |
Distances are measured to the centre of the road humps.
At U20755 Queen Mary Road, two speed cushions, each 1.7 metres wide, 3.0 metres deep and 0.075 metres high, will act as effective traffic calming measures. They are designed to reduce vehicle speeds while enabling larger vehicles, such as emergency services and buses, to straddle the cushions with minimal disruption. For cyclists, the gaps between the cushions offer a safer and smoother route, avoiding vertical deflection and enhancing overall cycling comfort and safety.
At U20743 Queensway, sinusoidal road humps being 3.7 metres deep extending across the full carriageway width of 6.2 metres and being 0.075 metres high. They will feature a smooth, wave-like profile that reduces harsh impacts, offering a more comfortable experience for motorists at lower speeds. They are particularly cycle-friendly due to their gentle ramps and are well-suited to shared environments where vehicles and cyclists operate.

Any objections and representations relating to the proposed Orders or the Road Humps Notices must be made in writing and must specify the grounds on which they are made. Comments may also be made in relation to the Bus Stop clearway notice, Shared use Footway/Cycle Track notices or the Cycle Lane notice.
