NOTICE IS HEREBY GIVEN that the Council of the London Borough of Merton propose to make the above-mentioned Orders under the powers conferred by sections 6, 45, 46, 49 and 124 of, and Part IV of Schedule 9 to, the Road Traffic Regulation Act 1984 as amended.
The general effect of the ‘Free Parking Places’ Order would be to:
(a) designate a parking place on the carriageway, 6.6 metres in length, at each of the locations listed in Schedule 1 to this Notice, in which vehicles authorised by the Order may be left for any period without charge;
(b) designate a parking place partially on the footway, 6.6 metres in length, at the location listed in Schedule 2 to this Notice, in which vehicles authorised by the Order may be left for any period without charge;
(c) designate a parking place fully on the footway, 6.6 metres in length, at the location listed in Schedule 3 to this Notice, in which vehicles authorised by the Order may be left for any period without charge;
(d) provide that the parking places would operate at all times, unless otherwise stated;
(e) specify, in respect of the parking places, that vehicles displaying in the relevant position, a disabled persons badge (commonly referred to as “the Blue Badge”) issued by any local authority under the provisions of the Disabled Persons (Badges for Motor Vehicles) Regulations 2000 may be left therein;
(f) provide that certain vehicles may wait in the parking places in certain circumstances, e.g. to allow persons to board or alight (maximum 2 minutes), to load or unload (maximum 20 minutes), etc;
(g) revoke the disabled persons parking places at the locations specified in Schedule 4 to this Notice;
(h) revoke the London Borough of Merton (Free Parking Places) (Disabled Persons) (Amendment No. 193) Order 2014 and re-introduce its provisions to better match current markings and signage.
The general effect of the ‘Parking Places Amendment’ Orders would be to shorten in length existing permit only parking places to facilitate the introduction of disabled persons parking place in certain roads or increase in length existing permit only parking places following the removal of disabled parking places in certain roads.
A copy of the proposed Orders and other documents giving more detailed particulars of the Orders, including plans which show the exact lengths of road to which the Orders relate can be inspected Monday to Friday during normal office hours at Merton Link, Merton Civic Centre, London Road, Morden.
Any person desiring to comment on the proposed Orders should send a statement in writing of their representations or objections and the grounds thereof, to the Environment, Civic Pride and Climate Department at the Merton Civic Centre, London Road, Morden SM4 5DX, or alternatively e-mail trafficandhighways@merton.gov.uk quoting reference ES/DPPP72, no later than 15 August 2025.

AVENUE ROAD, SW16; the south-west side, from a point 0.5 metres north-west of the common boundary of Nos. 65 and 67 Avenue Road, north-westward for a distance of 6.6 metres.

ROAD TRAFFIC REGULATION ACT 1984 – SECTION 14(1)
LONDON BOROUGH OF MERTON
(LINKS ROAD, SEELY ROAD, STREATHAM ROAD AND VECTIS ROAD)
(TEMPORARY RESTRICTION OF TRAFFIC) ORDER 2025
The Council of the London Borough of Merton hereby give notice that to facilitate major gas mains works in Streatham Road, they have made an Order, the effect of which will be to temporarily restrict vehicular traffic in Links Road, Seely Road, Streatham Road and Vectis Road.
During the works, which will be carried out in phases, no person will cause or permit any vehicle to:–
(a) enter or proceed in:–
(i) Links Road, from its junction with Streatham Road north-westward for a distance of 5 metres; or
(ii) Seely Road, from its junction with Streatham Road north-westward for a distance of 5 metres; or
(iii) Vectis Road, from its junction with Streatham Road north-westward for a distance of 5 metres; or
(b) wait, including for the purpose of loading or unloading a vehicle, in:–
(i) the roads or lengths of road specified in sub-paragraph (a) above; or
(ii) Streatham Road, both sides, from a point 30 metres south-west of its junction with Link Road to a point 20 metres north-east of its junction with Seely Road.
The restrictions will only apply during such times and to such extent as will from time to time be indicated by traffic signs prescribed by the Traffic Signs Regulations and General Directions 2016.
Any designated parking place situated in the roads or lengths of road specified in paragraph 2 above will be suspended for the duration of the works.
5. Vehicular traffic affected by the road closures should proceed as follows:–
(a) during the closure of Link Road, via Jersey Road, Seely Road and Streatham Road or vice-versa, or via Streatham Road, Southcroft Road, Mitcham Road, London Road, Grenfell Road, Ashbourne Road and Streatham Road or vice-versa;
(b) during the closure of Seely Road, via Streatham Road and Vectis Road or vice-versa, or via Streatham Road, Southcroft Road, Mitcham Road, London Road, Grenfell Road, Ashbourne Road and Streatham Road or vice-versa;
(c) during the closure of Vectis Road, via Streatham Road, Seely Road and Vectis Gardens or vice-versa, or via Streatham Road, Ashbourne Road, Grenfell Road and London Road.
Nothing in the Order will apply to: –
(a) any vehicle being used in connection with the execution of the said works; or
(b) anything done with the permission or at the direction of a police constable in uniform or a police community support officer in uniform; or
(c) any vehicle being used for police, fire brigade or ambulance purposes, subject to site conditions; or
(d) any person requiring vehicular access to properties adjacent to the prohibited road or length of road specified in sub-paragraph 2(a) above insofar as access is reasonably practicable without interference.
Any vehicle waiting in contravention of any restriction imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.
The Order will come into operation on Monday 28th July 2025 and remain in force for a maximum period of 3 months.
The works closing Vectis Road are anticipated to be carried out from 28th July 2025 until 31st August 2025 and the works closing Links Road and Seely Road are anticipated to be carried out between Monday 1st September 2025 and 5th October 2025.

ROAD TRAFFIC REGULATION ACT 1984 – SECTION 14(1)
LONDON BOROUGH OF MERTON
(BURDETT AVENUE AND COPSE HILL, SW20)
(TEMPORARY RESTRICTION OF TRAFFIC) ORDER 2025
The London Borough of Merton Council hereby give notice that to facilitate gas main replacement works in Burdett Avenue and Copse Hill, SW20, they have made an Order, the effect of which will be to temporarily restrict vehicular traffic in the said roads.
During the works, no person will cause or permit any vehicle to:–
(a) enter or proceed in:–
(i) Burdett Avenue, for its entire length;
(ii) Copse Hill, from its junction with Coombe Lane to a point 15 metres north-east of its junction with Burdett Avenue;
(b) wait, including for the purpose of loading or unloading any vehicle, in the roads or lengths of road specified in sub-paragraphs (a)(i) and (ii) above.
Any designated parking place situated in the roads or lengths of road specified in sub-paragraph 2 above will be suspended for the duration of the works in those roads or lengths of road.
The restrictions and suspensions will apply only during such times and to such extent as will from time to time be indicated by traffic signs prescribed by the Traffic Signs Regulations and General Directions 2016.
Vehicular traffic affected by the road closures should proceed via Copse Hill, Coombe Lane, Cottenham Park Road and Burdett Avenue or vice-versa.
Any vehicle that is in contravention of any waiting restrictions imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.
Nothing in this Order will apply: –
(a) to any vehicle being used in connection with the execution of the said works; or
(b) to anything done with the permission or at the direction of a police officer in uniform or police community support officer in uniform; or
(c) to any vehicle being used for police, fire brigade or ambulance purposes, subject to site conditions; or
(d) so as to prevent vehicular access to premises in or adjacent to the roads or lengths of road specified in paragraph 2 above insofar as access is reasonably practicable without interference with the said works.
The Order will come into operation on Monday 4th August 2025 with the works anticipated to be carried out in phases and completed by 31st October 2025. However, the Order will remain in force for 3 months should further works be required.
