What is happening?

Essex County Council

(Epping Forest District) (Prohibition of Waiting, Loading and Stopping) and (On-Street Parking Places) (Civil Enforcement Area) (Amendment No.53) Order 202x

Notice is hereby given Chelmsford City Council acting on behalf of the North Essex Parking Partnership in exercise of the delegated powers of the traffic authority Essex County Council granted under an Agreement dated 1st July 2022 proposes to make the above Order under Sections 1(1), 2(1) to (3), 4(1), 4(2), 32, 35, 45, 46,49 and 53 and Parts III and IV of schedule 9 of the Road Traffic Regulation Act 1984.

The effect of the Order will be:

1. To introduce No Waiting at Any Time restrictions on Lindsey Street, Epping for approximately 27 m on its southwest kerb between its junctions with Margaret Road and Woodberry Down.

2. To amend The Essex County Council (Epping Forest District) (Prohibition of Waiting, Loading and Stopping) and (On-Street Parking Places) (Civil Enforcement Area) Consolidation Order 2019 to allow Tower School and Open Box Education access to allocated permits detailed in Column 3 of the table in the Schedule 5 to this Notice to be able to purchase permits for the zones listed in Column 1 of that table.

3. To amend The Essex County Council (Epping Forest District) (Prohibition of Waiting, Loading and Stopping) and (On-Street Parking Places) (Civil Enforcement Area) Consolidation Order 2019 Schedule 6 column 2 to include School staff permits within the Valid permits.

This Order will be incorporated into The Essex County Council (Epping Forest District) (Prohibition of Waiting, Loading and Stopping) and (On-Street Parking Places) (Civil Enforcement Area) Consolidation Order 2019 by replacing the number TL460 revision 0 replaced by revision 1.

NOTICE OF MAKING OF AN ORDER

HIGHWAYS ACT 1980

PUBLIC PATH DIVERSION ORDER 2025

FOOTPATHS 14 AND 15 MAGDALEN LAVER

Made on 26 June 2025 under section 119 of the Highways Act 1980, as shown on the order map will divert:

1. A part length of public Footpath 14 Magdalen Laver commencing from a vehicular access track at grid reference TL 51126 08248 running in a south easterly direction south of the private vehicular track for a distance of 43 metres to where it connects with Footpath 15 Magdalen Laver at a point at grid reference TL 51166 08236 then continuing in a south easterly direction for a final distance of 42 metres to a point at grid reference TL 51200 08211 where it continues unaffected, to an alternative route 2 metres in width commencing from the aforementioned start point running along the middle of a private vehicular access track in a easterly then south easterly direction for a distance of 80 metres to a point at grid reference TL 51201 08227 then continuing in a southerly direction along a natural surfaced path for a final distance of 15 metres to the aforementioned end point where it continues unaffected.

A part length of Footpath 15 Magdalen Laver commencing from the southern side of the private vehicular track at a point at grid reference TL 51166 08236 running in a north easterly direction across a tennis court and passing through a small woodland for a total distance of 100 metres to a point at grid reference TL 51257 08292 where it continues unaffected, to an alternative route 2 metres in width commencing from the aforementioned start point running in a easterly direction along the middle of a private vehicular access track for a distance of 45 metres to a point at grid reference TL 51212 08231. The path then continues in an easterly direction along the middle of the private vehicular access track for a further distance of 49 metres to a point at grid reference TL 51257 08231. The path then continues in a northerly direction along a natural surfaced path through the eastern edge of a small woodland for a final distance of 57 metres to the aforementioned end point where it continues unaffected.

If no such representations or objections are duly made, or if any so made are not withdrawn, the Secretary of State for the Environment may decide to hold a public inquiry or may refer the order to the Secretary of State with the Environment for confirmation or non-confirmation.

If no such representations or objections are duly made or if any so made are withdrawn, Essex County Council may confirm the order as an unopposed Order. A copy of the order as confirmed may be made available to the public under the Local Government (Access to Information) Act 1985.

(Harlow District) (Prohibition of Waiting, Loading and Stopping) and (On-Street Parking Places) (Civil Enforcement Area) (Amendment No.71) Order 2025

Notice is hereby given that the Essex County Council has made the above Order under sections 1(1), 2(1) to (3), 4(1), 4(2), 9, 10, 32(1), 35(1), 45, 46, 49, 53 and Parts III and IV of Schedule 9 of the Road Traffic Regulation Act 1984 (as amended).

Effect of the order:

To Revoke – Resident Permit Parking Area A Mon-Sat 8am–8pm and To Implement – Disabled Parking Bay

Road Name: 27 The Hornbeams

Descrption: From a point approximately 6 metres north west from the north west boundary of 17 and 21 The Hornbeams, north west for approximately 5 metres. With a width of approximately 2.5 metres.

This Order will be incorporated into ‘The Essex County Council (Harlow District) (Prohibition of Waiting, Loading and Stopping) and (On-Street Parking Places) (Civil Enforcement Area) Consolidation Order 2019’ by substituting map tile: TL440 105 Revision 4 to Revision 5.

Date of operation: The Order will come into operation on 01 August 2025

(Harlow District) (Prohibition of Waiting, Loading and Stopping) and (On-Street Parking Places) (Civil Enforcement Area) (Amendment No.76) Order 202x

Notice is hereby given Colchester City Council acting on behalf of the North Essex Parking Partnership in exercise of the delegated powers of the traffic authority Essex County Council granted under an Agreement dated 1st July 2022 proposes to make the above Order under Sections 1(1), 2(1) to (3), 4(1), 4(2), 32, 35, 45, 46, 49 and 53 and Parts III and IV of schedule 9 of the Road Traffic Regulation Act 1984

The effect of the Order:

1. To introduce No Waiting at Any Time restrictions on the East to West section of Horsefoot road, Harlow for approximately 35m on the South Kerb and 27 m on the North Kerb.

2. Revoke approximately 27 m of the No Waiting Mon-Fri 7am–7pm on the north kerb of Horsefoot Road, Harlow to accommodate the No Waiting at Any Time restriction.

3. To introduce No Waiting Mon-Fri 7am–7pm on the remaining unrestricted south kerb of Horsefoot Road, Harlow.

This Order will be incorporated into The Essex County Council (Harlow District) (Prohibition of Waiting, Loading and Stopping) and (On-Street Parking Places) (Civil Enforcement Area) Consolidation Order 2019 by replacing the number TL425 095 revision 0 with revision 1.

(Remote Footway between Sheering Lower Road and Ladywell Prospect, Sheering) (Temporary Prohibition of Use) Order 2025

Notice is hereby given that the Essex County Council has made the above Order under Section 14(1) of the Road Traffic Regulation Act 1984, as amended.

Effect of the order: To temporarily close to pedestrian traffic the footway between Sheering Lower Road and Ladywell Prospect, Sheering. From its junction with Sheering Lower Road, west for approximately 42 metres.

The closure is scheduled to commence on 28 July 2025 to 08 August 2025 or where appropriate signs are showing and weather permitting. The closure is required for the safety of the public and workforce while the installation of valves and hydrants on existing water main is undertaken.

Alternative route: will be via Sheering Lower Road, Sheering Mill Lane, Ladywell Prospect and vice versa.

The Order will come into effect on 28 July 2025 and may continue in force for 6 months or until the works have been completed, whichever is the earlier.

(Clifton Road, Loughton) (Temporary Prohibition of Traffic & Temporary Introduction of a Closure/Clearway) Order 2025

Notice is hereby given that the Essex County Council intends, not less than seven days from the date of this notice, to make the above Order under section 14(1) of the Road Traffic Regulation Act 1984.

Effect of the order:

1. To temporarily close that length of Clifton Road, Loughton in the District of Epping Forest, from its junction with Forest Road for a distance of approximately 130m in a north easterly direction.

2. To temporarily introduce a ‘No Waiting, No Loading and No Stopping’ in the above length of road for the duration of the closure only.

‘The Essex County Council (Epping Forest District) (Prohibition of Waiting, Loading and Stopping) and (On-Street Parking Places) (Civil Enforcement Area) Consolidation Order 2019’ will be temporarily amended to include the ‘No Waiting, No Loading, and No Stopping at Any Time’ restriction and suspend any existing parking and waiting restrictions in the above length of road only. All other restrictions and exemptions remain in force until the completion of the Order and amendments to that Order are brought into force.

The closure/clearaway is scheduled to commence on 25th August 2025 for 28 days, or where stated on a valid permit (EP201EH2388349 – Essex County Council). The scheduled dates may vary for these works with appropriate signs showing and/or displayed on site. The closure is required for the safety of the public and workforce while carriageway works are undertaken by Essex County Council.

No diversion route is available.

The Order will come into effect on 31st July 2025 and may continue in force for 18 months or until the works have been completed, whichever is the earlier.

(Epping Road, Epping Upland) (Temporary Prohibition of Traffic) Order 2025

Notice is hereby given that the Essex County Council intends, not less than seven days from the date of this notice, to make the above Order under section 14(1) of the Road Traffic Regulation Act 1984.

Effect of the order: To temporarily close that length of Epping Road, Epping Upland in the District of Epping Forest, from a point approximately 85m north west of its junction with Pump Lane for a distance of approximately 740m in a north west then north easterly direction. The closure is scheduled to commence on 26th August 2025 for 4 days, or where stated on a valid permit (EP201EH2384743 – Essex County Council).

The scheduled dates may vary for these works with appropriate signs showing and/or displayed on site. The closure is required for the safety of the public and workforce while footway defect works are undertaken by Essex County Council.

An alternative route is available via Epping Road, B133, A1169, A414, Hastingswood Road, B181, B1393, B182, B181, Epping Road and vice versa.

The Order will come into effect on 31st July 2025 and may continue in force for 18 months or until the works have been completed, whichever is the earlier.

(Little Laver Road, Moreton) (Temporary Prohibition of Traffic) Order 2025

Notice is hereby given that the Essex County Council intends, not less than seven days from the date of this notice, to make the above Order under section 14(1) of the Road Traffic Regulation Act 1984.

Effect of the order: To temporarily close that length of Little Laver Road, Moreton in the District of Epping Forest, from a point approximately 880m north east then north west of its junction with Fyfield Road for a distance of approximately 40m in a north westerly direction. The closure is scheduled to commence on 26th August 2025 for 3 days, or where stated on a valid permit (MX04410278415 – Affinity Water). The scheduled dates may vary for these works with appropriate signs showing and/or displayed on one.network. The closure is required for the safety of the public and workforce while ferrule renewal works are undertaken by Affinity Water.

An alternative route is available via Little Laver Road, Abbess Road, Bottle Road, Mill Lane, Harlow Road, Church Road, Maltings Hill, Fyfield Road and vice versa.

The Order will come into effect on 31st July 2025 and may continue in force for 18 months or until the works have been completed, whichever is the earlier.

(Spains Hall Road, Willingale) (Temporary Prohibition of Traffic) Order 2025

Notice is hereby given that the Essex County Council intends, not less than seven days from the date of this notice, to make the above Order under section 14(1) of the Road Traffic Regulation Act 1984.

Effect of the order: To temporarily close that length of Spains Hall Road, Willingale in the District of Epping Forest, from a point approximately 710m south east of its junction with Wood Lane for a distance of approximately 200m in a south easterly direction. The closure is scheduled to commence on 18th August 2025 for 3 days, or where stated on a valid permit (MX06160220JB – Affinity Water). The scheduled dates may vary for these works with appropriate signs showing and/or displayed on one.network. The closure is required for the safety of the public and workforce while new connection works are undertaken by Affinity Water.

An alternative route is available via Spains Hall Road, Pigstye Green Road, Bassetts Lane, A414, B184, B181, Epping Road and vice versa.

The Order will come into effect on 31st July 2025 and may continue in force for 18 months or until the works have been completed, whichever is the earlier.

(Station Road, Chigwell) (Temporary Prohibition of Traffic) Order 2025

Notice is hereby given that the Essex County Council intends, not less than seven days from the date of this notice, to make the above Order under section 14(1) of the Road Traffic Regulation Act 1984.

Effect of the order: To temporarily close that length of Station Road, Chigwell in the District of Epping Forest, from its junction with High Road for a distance of approximately 40m in a south easterly direction. The closure is scheduled to commence on 18th August 2025 for 5 days, or where stated on a valid permit (MU055-L726-U59-LDN-01 – Thames Water). The scheduled dates may vary for these works with appropriate signs showing and/or displayed on site.

The closure is required for the safety of the public and workforce while sewer cleaning works are undertaken by Thames Water.

An alternative route is available via A113, A123, Station Road and vice versa.

The Order will come into effect on 31st July 2025 and may continue in force for 18 months or until the works have been completed, whichever is the earlier.

(Various Roads, District of Epping Forest) (Temporary Prohibition of Traffic & Temporary Introduction of a Clearway) (No.10) Order 2025

Notice is hereby given that the Essex County Council intends, not less than seven days from the date of this notice to make the above Order under section 14(1) of the Road Traffic Regulation Act 1984.

Effect of the order:

1. To temporarily close those lengths of road in the District of Epping Forest as specified in the schedule.

2. An temporary 'No Waiting, No Loading and No Stopping' restriction will be introduced on both sides of the carriageway on the above lengths of road for the duration of the closures to facilitate the works. Signs will be installed indicating when the No Waiting restriction will be in force.

“The Essex County Council (Epping Forest District) (Prohibition of Waiting, Loading and Stopping) and (On Street Parking Places) (Civil Enforcement Area) Consolidation Order 2019” will be temporarily amended to include the temporary ‘No Waiting, No Loading and No Stopping at Any Time’ restriction and suspend any existing parking and waiting restrictions on the above lengths of roads only. All other restrictions and exemptions contained in the aforementioned Order and Amendments to that Order shall remain in force.

"The works being undertaken will take place within an 18-month period from 24th July 2025 exact dates will be specified on One.Network. The roads will be closed to facilitate each phase of works and then re-opened to the public. Access will be maintained for emergency services. Diversion routes will be signed at each location and residents will be informed of the dates of each phase via letter/leaflet drop and advanced warning signs on the road.

Notice is hereby given that the Essex County Council has made the above Order under section 14(1) of the Road Traffic Regulation Act 1984.

Effect of the order: To temporarily close that length of Mill Lane, Harlow in the District of Harlow, from a point approximately 25m west of its junction with Cobbins Way for a distance of approximately 45m in a south westerly direction. The closure is scheduled to commence on 11th August 2025 for 3 days, or where stated on a valid permit (MX04410274670 – Affinity Water). The scheduled dates may vary for these works with appropriate signs showing and/or displayed on one.network. The closure is required for the safety of the public and workforce while chamber replacement works are undertaken by Affinity Water.

An alternative route is available via Mill Lane, Cobbins Way, Sheering Road, Churchgate Street and vice versa.

The Order will come into effect on 17th July 2025 and may continue in force for 18 months or until the works have been completed, whichever is the earlier.

(Sedge Green, Nazeing) (Temporary Prohibition of Traffic) Order 2025

Notice is hereby given that the Essex County Council has made the above Order under section 14(1) of the Road Traffic Regulation Act 1984.

Effect of the order: To temporarily close that length of Sedge Green, Nazeing in the District of Epping Forest, from a point approximately 55m south east of its junction with Hamlet Hill for a distance of approximately 60m in a south easterly then south westerly then southerly direction. The closure is scheduled to commence on 10th August 2025 for 1 day, or where stated on a valid permit (MX06162310JB – Affinity Water). The scheduled dates may vary for these works with appropriate signs showing and/or displayed on one.network. The closure is required for the safety of the public and workforce while new water connection works are undertaken by Affinity Water.

An alternative route is available via Sedge Green, Hamlet Hill, Tyers Road, Epping Road, Epping Road Roundabout, Epping Road, Common Road, Nazeing Common, Middle Street, North Street and vice versa.

The Order came into effect on 17th July 2025 and may continue in force for 18 months or until the works have been completed, whichever is the earlier.

(Sedge Green, Nazeing) (Temporary Prohibition of Traffic) Order 202

Notice is hereby given that the Essex County Council has made the above Order under section 14(1) of the Road Traffic Regulation Act 1984.

Effect of the order: To temporarily close that length of Sedge Green, Nazeing in the District of Epping Forest, from a point approximately 290m north east from its junction with Maplecroft Lane for a distance of approximately 445m in a north westerly then northerly direction. The closure is scheduled to commence on 18th August 2025 for 1 night (8pm to 6am), or where stated on a valid permit (EP201EH2388896 – Essex County Council). The scheduled dates may vary for these works with appropriate signs showing and/or displayed on one.network. The closure is required for the safety of the public and workforce while carriageway patching works are undertaken by Essex County Council.

An alternative route is available via Sedge Green, Hamlet Hill, Tyers Road, Epping Road, Epping Road Roundabout, Epping Road, Common Road, Nazeing Common, Middle Street, North Street and vice versa.

The Order will come into effect on 17th July 2025 and may continue in force for 18 months or until the works have been completed, whichever is the earlier.
