What is happening?

THE BOROUGH OF BLACKPOOL

(VARIOUS ROADS) (CONSOLIDATION OF WAITING RESTRICTIONS,

ON STREET PARKING PLACES, RESIDENTS’ PARKING PLACES AND

TAXI STANDS) (AMENDMENT NO 5) ORDER 2024

(“AMENDMENT NO5 ORDER”)

NOTICE IS HEREBY GIVEN that Blackpool Borough Council proposes to make an Order under Sections 1, 2, 3, 4, 5, 32,46, 46A, 47, 49 , 53 and 124 of the Road Traffic Regulation Act 1984 and after consultation with the Chief Officer of Police in accordance with Part III of Schedule 9 of the Act of 1984 and under the Traffic Management Act 2004 and the Road Traffic (Permitted Parking Area and Special Parking Area) (Borough of Blackpool) Order 2003 (Statutory Instrument No 2677) and of all other enabling powers, the effect of which will be to introduce the following restrictions as specified below:-

RESTRICTIONS TO BE INTRODUCED

1.Red Route Clearway, No stopping at any time on sections of Arnold Avenue, Ascot Road, Bathurst Avenue, Birch Tree Gardens, Broadway, Common Edge Road, Dinmore Avenue, Dutton Road, First Avenue, Gateside Drive, Glenwood Street, Kingsley Road, Kipling Drive, Knutsford Road, Langdale Road, Lightwood Avenue, London Road, Manchester Road, Newton Drive, Norfolk Road, Preston Old Road, Ridley Street, St. Anne’s Road, Sandy Lane, School Road, Thornhill Close, Wordsworth Avenue

2.Red Route Clearway, No stopping Mon - Fri between 8:15 - 9:15 and 15:00 - 16:00 on sections of Kelmarsh Close, Knutsford Road, Lightwood Avenue, School Road, Wordsworth Avenue

3.Red Route Clearway – Free parking bays (24/7) in locations on Dinmore Avenue, First Avenue, Langdale Road, Lightwood Avenue, Newton Drive, Preston Old Road, Thornhill Close

4.No waiting at any time on sections of Church Street

5.Dual Use Bays 7am - 6pm on Mon - Fri limited waiting 15 mins no return with 30 mins and 9am - 6pm on Sat - Sun Pay and Display

90mins max no return within 3 hours on sections of Church Street

RESTRICTIONS TO BE REVOKED

1.No waiting at any time on sections of Arnold Avenue, Ascot Road, Bathurst Avenue, Birch Tree Gardens, Broadway, Common Edge Road, Dinmore Avenue, Dutton Road, First Avenue, Gateside Drive, Glenwood Street, Kingsley Road, Kipling Drive, Knutsford Road, Langdale Road, Lightwood Avenue, London Road, Manchester Road, Newton Drive, Norfolk Road, Preston Old Road, Ridley Street, St. Anne’s Road, Sandy Lane, School Road, Thornhill Close, Wordsworth Avenue

2.No loading/unloading at any time on sections of Wordsworth Avenue

3.No waiting between the days and the hours of Mon - Fri 8:15 - 9:15

& 15:00 - 16:00 on sections of School Road

4.No Waiting between the days and the hours of Mon - Fri 8 - 9am 3 - 4pm on sections of Kelmarsh Close, Knutsford Road

5.No waiting between the days and the hours of Mon - Sat 8am - 6pm on sections of Newton Drive, Severn Road

6.No waiting between the days and the hours of Mon - Fri 9am - 5pm on sections of First Avenue

7.No loading between the days and the hours of Mon - Fri 8 - 9:15am 3 - 4pm on sections of Newton Drive

8.   No loading between the days and the hours of Mon - Fri 8 - 9am 3 - 4pm on sections of Kelmarsh Close and Knutsford Road

9.   No loading between the hours of 10:30am - 6pm on sections of Church Street

10.  No loading between the days and the hours of Mon - Fri 8:15 - 9:15am & 3 - 4pm of School Road

11.  No Stopping between the days and the hours of Mon - Fri 8am - 5pm on School entrance markings at Boston Avenue, Common Edge Road, Severn Road, Thornhill Close, Wordsworth Avenue

12.  No stopping between the days and the hours of Mon - Fri 7am - 6pm on School entrance markings at Crawford Avenue

Any objections and representations relating to the proposed Order must be made quoting the title of this Order before 9:00 am on 20 August 2025 by one of the following methods:

1.  in writing stating the grounds for any objection and should be sent to either Head of Transportation Highways, Blackpool Council, PO Box 4, Blackpool, FY1 1NA; or

2.  by scanning the QR code below using your phone camera or a QR code application, and then following the onscreen instructions and clicking Submit Feedback in the Active Consultations tab
