What is happening?

HERTSMERE BOROUGH COUNCIL

(BULLHEAD ROAD, HILLSIDE AVENUE, KENILWORTH CLOSE AND KENILWORTH DRIVE) (RESTRICTION OF WAITING AND RESIDENTS PARKING PLACES) ORDER 2025

NOTICE IS HEREBY GIVEN that the Hertsmere Borough Council (pursuant to arrangement made with Hertfordshire County Council) has made the above Orders under the Road Traffic Regulation Act 1984. The Orders will come into effect on Monday 18th August 2025. The general effect of the Order would be to introduce waiting restrictions and residents parking places in Bullhead Road, Hillside Avenue, Kenilworth Close and Kenilworth Drive.

The proposals are necessary to increase the available provision of residents parking places, reduce instances of inappropriate and inconsiderate parking, improve visibility at road junctions and property entrances, improve access to adjacent properties, and improve road safety.

Documents giving more detailed particulars of the Order may be viewed from 24th of July 2025 during the office hours at Main Reception, Civic Offices, Elstree Way, Borehamwood WD6 1WA or online at www.hertsmere.gov.uk/parking. Enquiries relating to the Order should be referred to the Traffic Engineer at parking.policy@hertsmere.gov.uk.

Parking Zone:

Streets or eligible addresses within streets for the purpose of residents’ permit eligibility

BH:

Bullhead Road: Numbers 2 2 – 168 Even, 1 – 163 odd, 1a, 1b, 1c, 70a, 72a, 74a, 76a, 78a, 80a, 115a

Hillside Avenue: Numbers 30 – 78 even, 116 – 124 even, 29 – 79 odd, 87 – 151 odd.

Kenilworth Close: Numbers 1, 2, 3, 4, 4a, 5, 7, 11, 13, 15, 17, 1 to 8 Kenilworth House.

Gemini Park: Numbers 106 - 169

Schedule 3: Allocation of Permits and Charges

Permit Type Charge/Conditions
Residents Parking Permits A maximum of two permits per household or property, 1st permit: £35, 2nd permit: £70
Visitor’s Parking Permits £15 per 20 vouchers
Annual Visitor’s Parking Permits £70
Duplicate Permit (Admin Fee) £15

Any persons wishing to question the validity of the Orders or any of their provisions on the grounds that it is not within the powers conferred by the Act, or that any requirements of the Act or of any instrument made under it have not been complied with, may within six weeks from the date of this Notice, apply to the High Court for that purpose.
