What is happening?

LONDON BOROUGH OF WALTHAM FOREST (LBWF)

ROAD TRAFFIC REGULATION ACT 1984 – SECTION 14(1)

THE WALTHAM FOREST HIGHAMS PARK SCHOOL CONSTRUCTION VEHICLE ACCESS) (HANDSWORTH AVENUE E4) (TEMPORARY MEASURES) (NO. 2) ORDER 2025

The Council of the LBWF HEREBY GIVES NOTICE that it intends on making an Order to facilitate safe access, egres of construction vehicles in association with development works at Highams Park School E4, in a safe and efficient manner.

The general effect of the Order would be, only at such times and to such extent as regulatory signs are displayed or, where applicable, covered to prohibit vehicles from waiting or loading for any purpose in Handsworth Avenue (HWA) E4.

The Order would come into operation on 14th August 2025 and will remain in operation until the need for safe access and egress for construction vehicles ceases when the development site at Highams Park School is concluded.

Once the new Order is made THE WALTHAM FOREST (LBWF HIGHAMS PARK SCHOOL CONSTRUCTION VEHICLE ACCESS) (HANDSWORTH AVENUE E4) (TEMPORARY MEASURES) (NO. 1) ORDER 2025 is hereby revoked.

NOTE: The exact extent and duration of the waiting and loading restrictions in HWA will be implemented in line with the details agreed within the approved Construction & Logistics Plan.

THE WALTHAM FOREST (FOOTWAY CLOSURE), (E17 REGION) (TEMPORARY PROHIBITION) (NO. 2) ORDER 2025

The Council of the LBWF HEREBY GIVES NOTICE that it intends on making an Order to allow for public realm improvement works to be carried out in a safe and efficient manner.

The general effect of the Order would be, only at such times and to such extent as regulatory signs are displayed, to:

  1. restrict pedestrians and cyclists from using the footpath between Brunner Road (Rd) E17 and Courtenay Place E17;

  2. prohibit vehicles from waiting or loading in Brunner Rd (east-west arm (ewa), south side (ss)) – opposite (opp) No. 85;

  3. prohibit vehicles from loading in Brunner Rd (ewa – ss) – opp Nos. 1 - 6 60 Fairlie Road.

The Order would come into operation on 10th August 2025 and would be valid for a maximum period of 6 months or until the works are completed, whichever is the sooner.

Vehicles WILL NOT be banned in the signed Order would be removed.

Any uncontrolled or designated controlled parking spaces situated on the roads or parts of roads affected by any of the measures set out in the notices above will be suspended.

The prohibitions mentioned above would not apply in relation to any vehicle being used by or pedestrian involved:

(a) in connection with the said works; or

(b) for ambulance, fire brigade or police purposes in an emergency.

Signage will be placed in advance of any works which would give more specific details on the exact dates and times of the prohibitions, effects of any temporary traffic management and diversion routes as necessary.
