Notice is hereby given that the Essex County Council proposes to make the above Order under sections 1(1), 2(1) to (3), 32(1), 45, 46, 49, 51, 53 and 63A, and Parts III and IV of Schedule 9 of the Road Traffic Regulation Act 1984 (as amended).
Effect of the order:
1. To Revoke: “No Waiting at Any Time” Restrictions.

This Order will be cited as “The Essex County Council (Colchester Borough) (Prohibition of Waiting, Loading and Stopping) and (On-Street Parking Places) (Civil Enforcement Area) (Amendment No.66) Order 2025” and is scheduled to be made under Sections 1 to 4, 32 to 35 and 45 to 63 of the Road Traffic Regulation Act 1984 (as amended), Essex County Council proposes to install and upgrade Pedestrian Crossings on Boxted Road, Safrona Avenue, and Whitmore Drive, in the City of Colchester as follows:
6. To Implement: a Signalised Pedestrian Crossing

FOOTPATHS 3 AND 4 WEELEY
The above order, made 10 July 2025, will divert part lengths of public Footpaths 3 and 4 in the parish of Weeley.
Footpath 3 Weeley: Order application 19/00524/OUT approved 14/08/2019 and 22/00979/DETAIL approved 04/10/2023 in respect of 280 dwellings, a 2 Form of Entry Primary School, a local centre, public open space, vehicular access off B1441 and off Gutteridge Hall Lane and associated works.
A part length of Footpath 3 Weeley commencing from point A at grid reference 615092,2219 at a field boundary running in a west, south westerly direction alongside a field boundary for a distance of 53 metres to point C at grid reference 615033,22218 continuing in a south, south easterly direction across the field for a distance of 73 metres to point B at grid reference 615062,22211 where it continues unaffected, to an alternative route 2 in width commencing at the aforementioned point A running in south, then south westerly parallel to the proposed access road for a distance of 88 metres to the aforementioned point B where it continues unaffected.
Footpath 4 Weeley:
A part length of Footpath 4 Weeley shown by a bold black continuous line on the Order Map starting from point D at grid reference 615028,21917 within a field running in a generally south easterly direction for a distance of 70 metres to point E at grid reference 615061,21913 where it continues in a generally north easterly direction alongside a narrow wooded area for a distance of 30 metres to point F at grid reference 615121,21928 where it continues unaffected, to an alternative route of 2 metres in width commencing at the aforementioned point D and continuing in an easterly direction alongside an existing ditch and then across the development access to the aforementioned point F where it continues unaffected.

(Barbrook Lane, Tipree) (Temporary Prohibition of Traffic) Order 2025
Notice is hereby given that Essex County Council intends, not less than seven days from the date of this notice, to make the above Order under section 14(1) of the Road Traffic Regulation Act 1984.
Effect of the order: To temporarily close that length of Barbrook Lane, Tiptree in the City of Colchester, from a point approximately 98m west of the junction with Grove Road west for a distance of approximately 420m in a westerly direction. The closure is scheduled to commence on 19th August 2025 for 3 days, or where stated on a valid permit (AD03107191532 – Anglian Water). The scheduled dates may vary for these works with appropriate signs showing and/or displayed on one.network. The closure is required for the safety of the public and workforce while new connection works are undertaken by Anglian Water.
An alternative route is available via Maypole Road, Church Road, Grove Road and vice versa (with access only into Barbrook Lane).
The Order will come into effect on 31st July 2025 and may continue in force for 18 months or until the works have been completed, whichever is the earlier.
(Boxted Road, Great Horkesley) (Temporary Prohibition of Traffic) Order 2025
Notice is hereby given that Essex County Council intends, not less than seven days from the date of this notice, to make the above Order under section 14(1) of the Road Traffic Regulation Act 1984.
Effect of the order: To temporarily close that length of Boxted Road, Great Horkesley in the City of Colchester, from its junction with A134 The Causeway for a distance of approximately 100m in a south easterly direction. The closure is scheduled to commence on 18th August 2025 for 5 days, or where stated on a valid permit (AD0370662884171 – Anglian Water). The scheduled dates may vary for these works with appropriate signage showing and/or displayed on one.network. The closure is required for the safety of the public while carriageway maintenance works are undertaken by Anglian Water.
An alternative route is available via A134 (The Causeway), Ivy Lodge Road, Horkesley Road, Straight Road and vice versa.
The Order will come into effect on 31st July 2025 and may continue in force for 18 months or until the works have been completed, whichever is the earlier.
(Dedham Road, Langham) (Temporary Prohibition of Traffic) Order 2025
Notice is hereby given that Essex County Council intends, not less than seven days from the date of this notice, to make the above Order under section 14(1) of the Road Traffic Regulation Act 1984.
Effect of the order: To temporarily close that length of Dedham Road, Langham in the City of Colchester, from a point approximately 120m north east of its junction with Old Road for a distance of approximately 270m in a north easterly direction. The closure is scheduled to commence on 18th August 2025 for 1 day, or where stated on a valid permit (BC008PT006793KRSP – Openreach). The scheduled dates may vary for these works with appropriate signage showing and/or displayed on one.network. The closure is required for the safety of the public and workforce while new cable ducting works are undertaken by Openreach.
An alternative route is available via Straight Road, Ipswich Road, A12, A134, Boxted Road, Straight Road, Dedham Road and vice versa.
The Order will come into effect on 31st July 2025 and may continue in force for 18 months or until the works have been completed, whichever is the earlier.
(Greenstead Road, Colchester) (Temporary Prohibition of Traffic) Order 2025
Notice is hereby given that the Essex County Council intends, not less than seven days from the date of this notice, to make the above Order under section 14(1) of the Road Traffic Regulation Act 1984.
Effect of the order: To temporarily close that length of Greenstead Road, Colchester in the City of Colchester, from its junction with Harwich Road to its junction with Henry Court for a distance of approximately 105m. The closure is scheduled to commence on 20th August 2025 for 3 days, or where stated on a valid permit (AD03102138580 – Essex County Council). The scheduled dates may vary for these works with appropriate signs showing and/or displayed on one.network. The closure is required for the safety of the public and workforce while maintenance works are undertaken by Essex County Council.

(Greyhound Hill, Langham) (Temporary Prohibition of Traffic) Order 2025
Notice is hereby given that Essex County Council intends, not less than seven days from the date of this notice, to make the above Order under section 14(1) of the Road Traffic Regulation Act 1984.
Effect of the order: To temporarily close that length of Greyhound Hill, Langham in the City of Colchester, from its junction with Moor Road for a distance of approximately 150m in a north easterly direction. The closure is scheduled to commence on 19th August 2025 for 3 days, or where stated on a valid permit (AD0315919645 – Anglian Water). The scheduled dates may vary for these works with appropriate signing showing and/or displayed on one.network. The closure is required for the safety of the public and workforce while remedial works are undertaken by Anglian Water.

(Keelars Lane, Elmstead & Tye Lane, Elmstead Market) (Temporary Prohibition of Traffic) Order 2025
Notice is hereby given that the Essex County Council intends, not less than seven days from the date of this notice, to make the above Order under section 14(1) of the Road Traffic Regulation Act 1984.
Effect of the order:
To temporarily close that length of Keelars Lane, Elmstead in the City of Colchester, from its junction with Tye Lane for a distance of approximately 115m in a south easterly direction.
To temporarily close that length of Tye Lane, Elmstead Market in the District of Tendring from a point approximately 160m south of the junction with Brightlingsea Road for a distance of approximately 115m in a southerly then north easterly direction.
The closures are scheduled to commence on 20th August 2025 for 2 days, or where stated on a valid permit (BC008WP8876HYS/BC008WP8876HYS01 – Openreach). The scheduled dates may vary for these works with appropriate signs showing and/or displayed on one.network. (Kelvedon Road, Tiptree) (Temporary Prohibition of Traffic) Order 2025
Notice is hereby given that the Essex County Council intends, not less than seven days from the date of this notice, to make the above Order under section 14(1) of the Road Traffic Regulation Act 1984.
Effect of the order: To temporarily close that length of Kelvedon Road, Tiptree in the City of Colchester, from its junction with Oak Road to its junction with Townsend Road for a distance of approximately 420m. The closure is scheduled to commence on 11th August 2025 for 3 days, or where stated on a valid permit (SY7030665623 – G3 Gas Ltd). The scheduled dates may vary for these works with appropriate signs showing and/or displayed on one.network. The closure is required for the safety of the public and workforce while new gas supply works are undertaken by G3 Gas Ltd.

Notice is hereby given that the Essex County Council intends, not less than seven days from the date of this notice, to make the above Order under section 14(1) of the Road Traffic Regulation Act 1984.
Effect of the order: To temporarily close that length of Military Road, Colchester in the City of Colchester, from a point approximately 90m south east of its junction with Winnock Drive for a distance of approximately 35m in a south easterly direction. The closure is scheduled to commence on 18th August 2025 for 1 day, or where stated on a valid permit (AD03001762062 – Anglian Water). Notice is hereby given that the Essex County Council intends, not less than seven days from the date of this notice, to make the above Order under section 14(1) of the Road Traffic Regulation Act 1984.
Effect of the order: To temporarily close that length of Morant Road, Colchester in the City of Colchester, from its junction with Kimberley Road for a distance of approximately 75m in a north westerly direction. Effect of the order: To temporarily close that length of Nightingale Hill, Langham in the City of Colchester, from a point approximately 735m south west of its junction with Dedham Road for a distance of approximately 365m in a south easterly direction.
