INTRODUCTION OF ELECTRIC VEHICLE CHARGING BAYS AND ELECTRIC VEHICLE CHARGING POINTS

AT VARIOUS LOCATIONS WITHIN THE LONDON BOROUGH OF NEWHAM

  1. NOTICE IS HEREBY GIVEN that the Council of the London Borough of Newham (“the Council”) on 21 July 2025 made the Orders mentioned below under Sections 6, 45, 46, 49 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984, as amended.

  2. The general effect of the Newham (Free Parking Places) (Electric Vehicles) (No. 1, 2020) (Amendment No. 4) Order 2025 will be to designate new parking places for the charging of battery electric and plug-in hybrid vehicles at the locations specified in the schedules to this Notice. Two spaces will be provided at each location in Schedule 1 to this Notice and four spaces provided at each location in Schedule 2 and all parking places will be operational between 8am and 9pm every day and restricted for use by electrically propelled vehicles, the batteries of which are being actively recharged, for a maximum stay of 4 hours with no return to the same location within 2 hours. – NOTE: Although parking in the Electric Vehicle Charging Bays will be free of charge, there will be a charge levied for use of the electrical supply, by the provider.

  3. In relation to the introduction of the new electric vehicle charging bays referred to in paragraph 2 above (the locations of which are specified in the schedules to this Notice):

    (i) the effect of the Newham (Parking Places) (Any Controlled Parking Zone Permit) (No. 1, 2016) (Amendment No. 26) Order 2025 and the Newham (Beckton) (Parking Places) (No. 1, 2017) (Amendment No. 15) Order 2025 will be to remove 22 metres of combined 20 minute any zone permit holder and permit holder parking space in Kingfisher Street, E6, on its east side, opposite Nos. 1 and 3 Kingfisher Street and part of Nos. 145 to 159 Kingfisher Street;

    (ii) the effect of the Newham (Boleyn) (Shared Use Parking Places) (No. 1, 2017) (Amendment No. 6) Order 2025 will be to remove 13.5 metres of shared use permit holder/limited time free parking place in Creighton Avenue, on its north-east side, lying adjacent to No. 75 Central Park Road;

    (iii) the effect of the Newham (Canning Town North) (Parking Places) (No. 1, 2017) (Amendment No. 13) Order 2025 will be to remove 11 metres of shared use permit holder/2 hour cashless payment parking place in Grange Road, E13, on its south-west side, outside Nos. 1 to 5A Grange Road;

    (iv) the effect of the Newham (Custom House) (Parking Places) (No. 1, 2017) (Amendment No. 14) Order 2025 will be to remove 22 metres of shared use permit holder/4 hour cashless payment parking place in Butchers Road, E16, on its east side, outside Unit A Mint Business Park, 162 Butchers Road;

    (v) the effect of the Newham (East Ham) (Parking Places) (No. 1, 2010) (Amendment No. 36) Order 2025 will be (a) to remove 22 metres of shared use permit holder/2 hour cashless payment parking place in Byron Avenue, E12, on its south-east side, lying adjacent to No. 169 Ronleigh Road; (b) to remove 12.2 metres of permit holder parking place in Halley Road, E6, on its south-west side, lying adjacent to No. 124 Kempton Road; (c) remove 11 metres of shared use permit holder/2 hour cashless payment parking place in Tennyson Avenue, E12, on its south-east side, opposite Nos. 36 and 38 Tennyson Avenue; and (d) to remove 13.5 metres of permit holder parking place in Wall End Road, E6, on its south-west side, lying adjacent to No. 161 Greenhill Grove;

    (vi) the effect of the Newham (East Ham South East) (Parking Places) (No. 1, 2017) (Amendment No. 6) Order 2025 will be to remove 13 metres of permit holder parking place in Beckton Avenue, E6 on its south-west side, lying adjacent to No. 152 Chamberlain Road and part of No. 50 Beckett Avenue;

    (vii) the effect of the Newham (Forest Gate) (Shared Use Parking Places) (No. 1, 2014) (Amendment No. 5) Order 2025 will be to remove 11 metres of shared use permit holder/30 minute free parking place in Claremont Road, E7, on its north-west side, outside Nos. 1 to 10 Claremont Road;

    (viii) the effect of the Newham (Forest Gate North) (Parking Places) (No. 1, 2016) (Amendment No. 20) Order 2025 will be (a) to remove 22 metres of shared use permit holder/2 hour cashless payment parking place in Odessa Road, E7, on its north-west side, lying adjacent to No. 120A Forest Lane and outside part of Odessa Court, Odessa Road and (b) to remove 24 metres of shared use permit holder/2 hour cashless payment parking place in Cranmer Road, E7, on its south-west side, lying adjacent to No. 27 Godwin Road and part of No. 41a Cranmer Road;

    (ix) the effect of the Newham (Green Street North) (Shared Use Parking Places) (No. 1, 2013) (Amendment No. 10) Order 2025 and the Newham (Green Street North) (Free Parking Places) (No. 1, 2017) (Amendment No. 6) Order 2025 will be to revoke a 30 minute free parking place in St. George’s Road, E7, on its north side, outside St. Angela’s Ursuline School, St. George’s Road, to reintroduce it as a shared use permit holder/30 minute limited time free parking place and to remove 11 metres in length;

    (x) the effect of the Newham (Little Ilford) (Parking Places) (Special Parking Area) (No. 1, 2002) (Amendment No. 25) Order 2025 will be to remove 22 metres of permit holder parking place in Daines Close, E12, on its north-west side, outside Nos. 2 to 32 Daines Close;

    (xi) the effect of the Newham (Little Ilford) (Shared Use Parking Places) (No. 1, 2016) (Amendment No. 4) Order 2025 will be to remove 11 metres of shared use permit holder/2 hour free parking place in Dersingham Avenue, E12, on its west side, lying adjacent to No. 86 Rectory Road;

    (xii) the effect of the Newham (Little Ilford) (Shared Use Parking Places) (No. 1, 2017) (Amendment No. 5) Order 2025 will be to remove 10.5 metres of shared use permit holder/2 hour free parking place in Trevelyan Avenue, E12, on its north-west side, lying adjacent to No. 127 Sixth Avenue;

    (xiii) the effect of the Newham (Manor Park) (Shared Use Parking Places) (No. 1, 2014) (Amendment No. 10) Order 2025 will be to remove 12 metres of shared use permit holder/1 hour free parking place in Second Avenue, E12, on its north-east side, lying adjacent to No. 107 Church Road;

    (xiv) the effect of the Newham (Market Street) (Shared Use Parking Places) (No. 1, 2012) (Amendment No. 12) Order 2025 will be to remove 22 metres of permit holder/30 minute free parking place in Thackeray Road, E6, on its south-west side, lying adjacent to No. 78 Dickens Road;

    (xv) the effect of the Newham (Market Street) (Parking Places) (No. 1, 2012) (Amendment No. 26) Order 2025 will be (a) to remove two 22 metre shared use permit holder parking places, on its east side, in the vicinity of Nos. 45 to 55 White Horse Road and (b) to remove 10.5 metres of permit holder parking place in Ladysmith Avenue, E6.

    (xvi) the effect of the Newham (Plaistow North) (Parking Places) (No. 2, 2017) (Amendment No. 13) Order 2025 will be to remove 21 metres of permit holder/2 hour cashless payment parking place in Howards Road, E13 on its north side, lying adjacent to Lea Court, No. 1 Block Anchor Close;

    (xvii) the effect of the Newham (Plaistow South) (Parking Places) (No. 1, 2017) (Amendment No. 20) Order 2025 will be (a) to remove 23 metres of permit holder parking place in Plaistow Road, E13, on its south-east side, lying adjacent to Kennedy Place, Greenace Street and outside part of Nos. 2 to 8 Perth Road; (b) to remove 22 metres of shared use permit holder/2 hour cashless payment parking place in New City Road, E13 on its north-east side, opposite to Nos. 32 to 38 New City Road; (c) to remove 10.8 metres of permit holder parking place in St. Quintin Road, E13, on its north-west side, lying adjacent to No. 25 Cave Road; (d) to remove 11 metres of shared use permit holder/30 minute cashless payment parking place in Glasgow Road, E13, on its south-east side, lying adjacent to No. 41 North Street; and (e) to remove 22 metres of shared use permit holder/30 minute cashless payment parking place in Southern Road, E13, on its north-west side, outside the Southern Road Primary School;

    (xviii) the effect of the Newham (Prince Regent) (Parking Places) (No. 1, 2014) (Amendment No. 16) Order 2025 will be (a) to remove 22 metres of permit holder parking place in Eghan Road, E13 on its east side, opposite the eastern boundary of No. 85 Chadwin Road; and (b) to remove 11 metres of permit holder parking place in Chadwin Road, E13 on its south side, lying adjacent to No. 201 Cumberland Road;

    (xix) the effect of the Newham (Prince Regent) (Shared Use Parking Places) (No. 1, 2011) (Amendment No. 6) Order 2025 will be to remove 11 metres of shared use permit holder/4 hour free parking place in St. Andrew’s Road, E13 on its north side, opposite Nos. 1 and 2 St. Andrew’s Road;

    (xx) the effect of the Newham (Royal Docks East) (Parking Places) (No. 1, 2018) (Amendment No. 8) Order 2025 will be (a) to remove 22 metres of permit holder parking place in Winifred Street, E16, on its south-east side, outside No. 2 Winifred Street; and (b) to remove 24 metres of permit holder parking place in Rymill Street, E16, on its south side, outside Nos. 1 to 74 Queensland House, Rymill Street;

    (xxi) the effect of the Newham (Stratford North East) (Shared Use Parking Places) (No. 1, 2013) (Amendment No. 13) Order 2025 will be to remove 22 metres of shared use permit holder/30 minute free parking place in Margery Park Road, E7, on its east side, lying adjacent to No. 173 Ham Park Road and outside part of No. 75 Margery Park Road;

    (xxii) the effect of the Newham (Stratford North West) (Parking Places) (No. 1, 2010) (Amendment No. 32) Order 2025 will be to remove 22 metres of permit holder parking place in Chandos Road, E15, on its south side, lying adjacent to Nos. 84 to 112 Major Road;

    (xxiii) the effect of the Newham (Stratford South East) (Parking Places) (No. 1, 2010) (Amendment No. 24) Order 2025 will be to remove 11 metres of permit holder parking place in Harcourt Road, E15 on its east side, lying adjacent to No. 132 Corporation Street;

    (xxiv) the effect of the Newham (Upton Park) (Parking Places) (Special Parking Area) (No. 1, 2004) (Amendment No. 44) Order 2025 will be (a) to remove 21 metres of permit holder parking place in St. Stephen’s Road, E6 on its south-east side, outside Nos. 1 to 15 St. Stephen’s Road; (b) to remove 22 metres of shared use permit holder/2 hour cashless payment parking place in Raymond Road, E13, on its north-east side, at the rear of Nos. 374 to 378 Green Street; and (c) to remove 22 metres of shared use permit holder/2 hour cashless payment parking place in Plashet Grove, E6, on its south-west side, outside Nos. 56 to 70 Plashet Grove;

    (xxv) the effect of the Newham (Upton Park) (Shared Use Parking Places) (No. 1, 2015) (Amendment No. 5) Order 2025 will be to remove 22 metres of shared use permit holder/30 minute free parking place in Cecil Road, E13, on its east side, opposite Nos. 4 to 10 Cecil Road;

    (xxvi) the effect of the Newham (Wakefield) (Parking Places) (No. 1, 2014) (Amendment No. 10) Order 2025 will be to remove 22 metres of combined permit holder and shared use permit holder/30 minute cashless payment place in Malvern Road, E6, on its north-west side, lying adjacent to the south-eastern boundary of No. 18 Courtland Road; and

    (xxvii) the effect of the Newham (Wakefield) (Shared Use Parking Places) (No. 1, 2017) (Amendment No. 8) Order 2025 will be (a) to remove 11 metres of shared use permit holder/30 minute free parking place in Hartley Avenue, E6, on its south-west side, lying adjacent to No. 67 Wakefield Street; and (b) to remove 22 metres of combined permit holder and shared use permit holder/30 minute free parking place in Malvern Road, E6, on its north-west side, lying adjacent to the south-eastern boundary of No. 18 Courtland Road.

    1. For all the Electric Vehicle Charging locations described in the Schedules to this Notice, the electric vehicle charging parking places will replace or convert existing lengths of parking places, as set out in paragraph 3 above.

    2. The proposals advertised on 24 July 2024 https://www.newham.gov.uk/publicnotices Ref: 4671614:

    (i) Canning Town North Controlled Parking Zone CPZ N: Grange Road, E13; East Ham CPZ T: Tennyson Avenue, E12;

    East Ham South East CPZ L: New City Road, E13; Forest Gate CPZ H: Claremont Road, E7; Green Street North CPZ I:

    in St. George’s Road, E7; and Plaistow South CPZ R: in St. Quintin Road, E13, the Electric Vehicle Charging Bays have

    been reduced from four spaces to two spaces; and

    (ii) The following additional locations have been added: East Ham CPZ T: Howards Road, E13, New City Road, E13;

    Upton Park CPZ R: St. Stephen’s Road, E6, Raymond Road, E13 and Plashet Grove, E6; Green Street North CPZ I:

    Katherine Road, E12 and Upton Park South CPZ B: Vicarage Lane, E15 have now been withdrawn.

    5. Copies of the Orders, which will come into force on 28 July 2025 and documents giving more detailed particulars of the Orders are available for inspection by appointment during normal office hours at Newham Dockside, 1000 Dockside Road, E16 2QU, by telephoning 020 3373 6415 or by emailing traffic.orders@newham.gov.uk for a period of six weeks from the date on which the Orders were made.

    6. If any person wishes to question the validity of any of the Orders or of any of their provisions on the grounds that it or they are not within the powers conferred by the Act, or that any requirement of the Act or of any instrument made under the Act has not been complied with, that person may, within six weeks from the date on which the Order is made, apply for the purpose to the High Court.
