Cannon Street, Experimental Car Club Parking Bays

SUFFOLK COUNTY COUNCIL (BOROUGH OF ST EDMUNDSBURY) (STOPPING, WAITING AND LOADING PROHIBITIONS AND RESTRICTIONS AND ON-STREET PARKING PLACES) (MAP-BASED) ORDER 2019 (BOROUGH OF ST EDMUNDSBURY) (CANNON STREET) (U1551) (CAR CLUB PARKING BAYS) (REVOCATION) (EXPERIMENTAL VARIATION NO.2) ORDER 2025

On 16/07/2025 Suffolk County Council made the above order under Sections 9, 10, 32, 35, 45, 47, 49 and 53 and Part IV of Schedule 9 of the Road Traffic Regulation Act 1984 (hereinafter referred to as “the Act of 1984”), as amended, which would substitute revision 4 of Map Tile D262 in place of revision 3 of the same Map Tile in the above named 2019 Order. The Order will introduce as an experiment designated two Car Club Parking Bays on:

• Cannon Street (U1551), Bury St Edmunds within the Pea Porridge parking area, located in the fifth row when approaching from the northern junction of Church Row and Cannon Street.

• The Pea Porridge parking area fifth-row parking places, which were for residential permit holders only Monday–Saturday 10am–4pm, have now been replaced by the provisions of this Order to be designated Car Club Parking Bays.

This order revokes order titled Suffolk County Council (Borough Of St Edmundsbury) (Stopping, Waiting And Loading Prohibitions And Restrictions And On-Street Parking Places) (Map-Based) Order 2019 (Borough Of St Edmundsbury) (Cannon Street) (U1551) (Car Club Parking Bays) (Experimental Variation) Order 2023 dated 21/05/2023 to incorporate provisions allowing the enforcement of the Car Club Parking Bays through the use of permits.

Exemptions to the provisions set out in the order apply to emergency vehicles and medical practitioners; for the purpose of facilitating the movement of traffic and promoting its safety; building operation, demolition or excavation works; the maintenance, improvement or reconstruction of the parking place; the laying, erection, alteration, repair or cleaning of any sewer or of any main pipe or apparatus for the supply of gas, water or electricity, or of any telegraphic line, traffic sign or traffic machine; for convenience of occupiers of premises adjacent to the parking place when furniture is being removed from such premises; or where the street is likely to be thronged or obstructed.

The Order will come into effect on 30/07/2025 and will operate as an experiment for a maximum period of 18 months. The County Council will monitor the experiment and will consider in due course whether the provisions should be made permanent. During the 6-month period commencing immediately after orders come into effect, anyone may object to any provision of the order being made permanent or make any other representations.

Objections and other representations must be in writing to Suffolk County Council Legal Services and must be received by email at rheal.philip@suffolk.gov.uk by the end of 30/01/2026 and must state the grounds on which they are made. The Order must be cited in such communications and may be inspected in detail and may be inspected by any interested party. Any representations received in respect of the aforementioned revoked order will be considered as part of this experiment.

A copy of the orders and maps showing the lengths of road affected, together with the Council’s reasons for the experiment, may be seen on request at the address below, 9am – 5pm on Monday to Friday and also at Bury St Edmunds Library, Sergeants Walk, St Andrews Street North, Bury St Edmunds, IP33 1TZ: Monday, Wednesday and Thursday 8.30am – 5.30pm; Tuesday and Friday 8.30am – 7.30pm; Saturday 8.30am – 5pm; Sunday 10am – 4pm (excluding Bank holidays and public holidays).

If anyone wishes to question the validity of the order or of any provision contained in it, on the grounds that it is not within the powers conferred by the Road Traffic Regulation Act 1984 as amended, or on grounds that any requirements of that Act or any instrument made under it have not been complied with in relation to the order, they may within six weeks of the date on which the order was made apply to the High Court for this Purpose.
