The London Borough Of Barking And Dagenham - (Church Elm Lane, Dagenham) (Temporary Prohibition Of Vehicular Traffic) Order 2025
Notice Of Intent
1. NOTICE IS HEREBY GIVEN that in order to facilitate the dismantling of a site tower crane by City Lifting Ltd, the London Borough of Barking and Dagenham intends to make a Temporary Order under Section 14(1) of the Road Traffic Regulation Act 1984.
2. The order is expected to come in to effect on Saturday 9th August 2025. The works expected for:
The dismantling of a site tower crane by City Lifting Ltd to take 2 days to complete. Completion date estimated as Sunday 10th August 2025 with the work expected to be undertaken between the hours of 7.00am to 8.00pm.
However, the Order will remain in force for 18 months to be re-introduced should further works be required.
3. When the works are taking place and the appropriate traffic signs are being displayed the Order will temporarily:
- Prohibit all vehicular traffic on Church Elm Lane, north side, from a point 8 metres west of its junction with Hollidge Way for a distance of 78 metres in a westerly direction.
- Prohibit all vehicular traffic on Church Elm Lane, south side, from a point 8 metres west of its junction with Hollidge Way for a distance of 70 metres in a westerly direction.
- Prohibit vehicular traffic on Vicarage Road, east side, from its junction with Church Elm Lane for a distance of 14.5 metres in a southerly direction.
- Prohibit all vehicular traffic (Except for access) on Church Elm Lane, north side, from its junction with Heathway to a point 54 metres east of its junction with Harrison Road.
- Prohibit all vehicular traffic (Except for access) on Church Elm Lane, south side, from its junction with Heathway to a point 62 metres east of its junction with Harrison Road.
- Prohibit all vehicular traffic (Except for access) on Church Lane, both sides, from its junction with Ballards Road to its junction with Siviter Way.
- Prohibit all vehicular traffic (Except for access) on Siviter Way, both sides, from its junction with Church Lane to its junction with Church Elm Lane.
- Prohibit all vehicular traffic (Except for access) on Church Elm Lane, both sides, from its junction with Siviter Way to a point 8 metres west of its junction with Hollidge Way.
- Prohibit all pedestrians on Church Elm Lane, north side footpath from a point 6.5 metres west of its junction with Hollidge Way for a distance of 70 metres in a westerly direction.
- Suspend the Payment Parking (TC2) Mon-Sat 8:30am-5:30pm Max stay 4hrs No return within 2hrs/Permit Holders Only Zone HW2 Mon-Sat 8.30am-5.30pm bays on Church Elm Lane, north side, between Harrison Road and Hollidge Way.
- Suspend the Bus Stop on Church Elm Lane, south side, outside Bartlets House.
- Suspend the Bus Stop on Church Elm Lane, north side, outside Nos 139-167 Church Elm Lane.
4. When the closure is in place the following locations will temporarily be controlled by:
- 2-way temporary traffic lights on Church Elm Lane at a point 32.5 metres west of its junction with Vicarage Road and on Vicarage Road at a point 25 metres south of its junction with Church Elm Lane.
5. Alternative routes for pedestrians will be maintained and signed:
- Via Church Elm Lane south side footpath.
6. Alternative routes for Vehicular traffic will be maintained and signed:
- Via Church Elm Lane, Harrison Road, Blackborne Road, Charlotte Road and Vice versa.
- Via Church Elm Lane, Church Lane, Ballards Road, Rainham Road South, Reede Road, Heathway and Vice versa.
- Via Church Elm Lane, Church Lane, Ballards Road, New Road (A1306), Heathway and Vice versa.
