Elm Grove & Grove Road South - Parking Places, Waiting Restrictions
What is happening?
THE PORTSMOUTH CITY COUNCIL (ELM GROVE & GROVE ROAD SOUTH) (PARKING PLACES, WAITING RESTRICTIONS) ORDER 2024
1. Notice is hereby given that Portsmouth City Council has made to make the above Order under the Road Traffic Regulation Act 1984. The Order will come into effect on 17 July 2025.
2. The effect of the Order will be to:
a. introduce a parking place for motorcycles on Elm Grove, north side, outside No 71 (7 metres long, in place of "no waiting at any time" restrictions); and
b. introduce a parking place for pedal cycles on Elm Grove, north side, outside no 73 (3 metres long, in place of "no waiting at any time" restrictions).
3. Copies of the made Order, plan and Statement of Reasons are available to view on Portsmouth City Council’s website: Search "Traffic Regulation Orders 2024" at
Alternatively, they can be viewed at the Civic Offices, Guildhall Square, PO1 2AL, Monday to Friday between 9am - 4pm. Printed copies can be obtained by calling 023 9268 8501.
4. Any person wishing to question the validity of the Order or any of its provisions, on the grounds that it is not within the powers of the relevant enabling Act, or that a requirement of any such enabling Act or of any relevant regulations made thereunder has not been complied with, may, within 6 weeks from the date of the Order, make application for this purpose to the High Court.
