THE DERBYSHIRE COUNTY COUNCIL (VARIOUS ROADS, CASTLETON, HIGH PEAK)
(PROHIBITIONS AND RESTRICTIONS OF WAITING, STOPPING AND PARKING) TRAFFIC REGULATION ORDER 2025
Notice is hereby given that Derbyshire County Council proposes to make the above named Order under the Road Traffic Regulation Act 1984. The effect of the Order
will be, in respects of roads in the Parish of Castleton, High Peak, is as follows:
TO PROHIBIT WAITING AT ANY TIME BY VEHICLES (EXCEPT THOSE
DELIVERING OR COLLECTING GOODS OR LOADING AND UNLOADING)
ON THE FOLLOWING LENGTHS OF ROAD:
Back Street, Castleton
East side
From its junction with Cross Street in a southerly direction, to its junction with
Market Place.
West side
From its junction with Cross Street in a southerly direction, for a distance of 13
metres.
From a point 38 metres south of its junction with Cross Street in a southerly
direction, for a distance of 3.5 metres.
Buxton Road, Castleton
South side
From a point 203 metres east of its junction with Arthurs Way in an easterly
direction, for a distance of 12 metres.
How Lane, Castleton
South-east side
From a point 138 metres north-east of its junction with Weaving Avenue in a
northerly and north-easterly direction, to a point opposite a point 10 metres
north-east of the entrance/exit to the YHA Castleton, Losehill Hall site.
North-west side
From a point 151 metres north-east of its junction with Mill Lane in a north-
easterly direction, to a point 10 metres north-east of the entrance/exit to the
YHA Castleton, Losehill Hall site.
Market Street, Castleton
North-east side
From its junction with Back Street in a south-easterly direction, to its junction
with Pindale Road (an approximate distance of 43 metres).
Mill Bridge, Castleton
West side
From a point opposite a point 12 metres north of its junction with Mill Lane in a
northerly direction, for a distance of 73 metres.
Pindale Road, Castleton
North side
From its junction with Market Place in an easterly direction, for a distance of
73 metres.
Pindale Road, Castleton
South side
From the eastern flank wall of Winhill Terrace in a north-westerly direction, for
a distance of 46 metres.
Weaving Avenue, Castleton
North-east side
From a point 11 metres south-east of its junction with How Lane in a south-
easterly direction, for a distance of 8.5 metres.
South-west side
From a point 11 metres south-east of its junction with How Lane in a south-
easterly direction, for a distance of 8.5 metres.
Exemptions will be made for vehicles used in connection with any
building operation or demolition; removal of any obstruction to traffic;
carrying out of statutory powers or as part of a funeral or wedding
cortege. The usual exemptions for disabled persons’ vehicles displaying
a valid disabled person’s badge will also apply.

From a point 370 metres north-east of its junction with Unnamed Road to
Sparrowpit in a northerly, westerly then southerly direction, to a point 490 metres
north of its junction with Unnamed Road to Sparrowpit (an approximate distance of
230 metres).
West side
From its junction with Unnamed Road to Sparrowpit in a northerly direction, for a
distance of 39 metres.
From a point approximately 370 metres north of its junction with Unnamed Road to
Sparrowpit in a northerly direction, for a distance of 25 metres.

East side
From a point 120 metres south-west of its junction with Winnats Pass in a north-
easterly direction, for a distance of 280 metres.
From a point 210 metres north of its junction with Winnats Pass in a north-easterly
direction, for a distance of 174 metres.
West side
From a point 120 metres south-west of its junction with Winnats Pass in a north-
easterly direction, for a distance of 188 metres.
From a point 84 metres north of its junction with Winnats Pass in a north-easterly
direction, for a distance of 171 metres.
From a point 303 metres north of its junction with Winnats Pass in a north-easterly
direction, for a distance of 84 metres.
Unnamed Road to Rushup Edge Farm, Castleton
North side
From its junction with the Unnamed Road to Sparrowpit in a westerly direction, for
a distance of 1,082 metres.
South side
From a point 95 metres west of its junction with the Unnamed Road to Sparrowpit
in a westerly direction, for a distance of 69 metres.
From a point 188 metres west of its junction with the Unnamed Road to Sparrowpit
in a westerly direction, for a distance of 97 metres.
From a point 355 metres west of its junction with the Unnamed Road to Sparrowpit
in a westerly direction, for a distance of 727 metres.
TO INTRODUCE THE RELEVANT ORDER DEFINITIONS FOR RED ROUTES
“Red Route” and “Red Route Clearway” means a Road specified in the Schedule
to this Order comprising the whole width of Highway (for the avoidance of doubt,
including the Footway and Verge) except where only one side of a Road is
specified in the Schedule to this Order, wherein it shall comprise the Highway from
its edge to the centre of the Carriageway.
TO INTRODUCE THE RELEVANT ORDER ARTICLES FOR RED ROUTES
Subject to the provisions of this Order, no person shall cause any Motor Vehicle to
stop on a Road or length of Road specified in Column 1 of Schedule X during the
Prescribed Hours specified in Column 2 in relation to that Road.
Nothing in Article X shall apply to a person who has caused a Motor Vehicle to
stop with the permission or at the direction of a police constable in uniform.
Nothing in Article X shall apply to a person causing a Motor Vehicle to stop if that
person is:-
(a) required by law to stop or not to proceed;
(b) obliged to stop so as to avoid an accident;
(c) prevented from proceeding by circumstances beyond the person’s
control;
(d) getting or giving help in consequence of an accident or an emergency,
or otherwise taking action for public safety;
(e) opening or closing a gate or other barrier at the entrance to premises
to which the Motor Vehicle is being driven or from which it has
emerged, if it is not reasonably practicable to cause the Motor Vehicle
to stop elsewhere for the purpose.
Nothing in Article X shall apply to enable the Vehicle if it cannot conveniently be
used for such purpose on any other Road:-
(a) to be used in connection with any of the following operations, namely:-
(i) the removal of any obstruction to traffic;
(ii) building, industrial or demolition operations;
(iii) the maintenance, improvement or reconstruction of the said
lengths of road so referred to;
(iv) the laying, erection, alteration or repair in, or on land adjacent to
the said lengths of road of any sewer or of any main, pipe or
apparatus for the supply of gas, water or electricity or of any
Electronic Communications Line;
(b) to enable the Vehicle, if it cannot conveniently be used for such
purpose in any other Road, to be used in the service of a Local
Authority in pursuance of statutory powers or duties;
(c) to enable the Vehicle to be used for police, ambulance or fire brigade
purposes;
(d) to enable the Vehicle if it bears the livery of a Universal Service
Provider (as defined in Section 4 of The Postal Services Act 2000)
being used for the purposes of delivering or collecting mail.
The controls specified in Article X do not apply:-
(a) to anything done with the permission or at the direction of a Civil
Enforcement Officer;
(b) a Disabled Person’s Vehicle displaying a valid Disabled Person’s
Badge in the Relevant Position stopping only to board and alight a
passenger;
(c) a Hackney Carriage stopped only to board or alight a passenger.
For the avoidance of doubt, where these Articles provide a Parking Place on a Red
Route, the Red Route restrictions shall not apply during the hours in which the
Parking Place operates so that the restrictions in Article X shall not apply to any
Motor Vehicle which:-
(a) uses a Parking Place specified in the Schedules (if included) to this

TO PROHIBIT STOPPING AT ANY TIME BY VEHICLES RED ROUTE
Unnamed Road from Buxton Road to Mam Tor, Castleton
North side
From a point 374 metres west of its junction with Arthurs Way in a westerly
direction, for a distance of 99 metres.
North-east side
From its junction with Arthurs Way (Winnats Pass) in a westerly direction, for a
distance of 204 metres.
From a point 505 metres west of Arthurs Way in a westerly and north-westerly
direction, for a distance of 233 metres.
East side
From a point 899 metres west and north of its junction with Arthurs Way in a
northerly direction, for a distance of 17 metres.
From a point 1,084 metres north of its junction with Arthurs Way in a northerly
direction, to the northern extremity of the turning head.
South side
From its junction with Arthurs Way in a westerly direction, for a distance of 20
metres.
From a point 188 metres west of its junction with Arthurs Way in a westerly
direction, for a distance of 205 metres.
From a point 443 metres west of its junction with Arthurs Way in a westerly
direction, for a distance of 74 metres.
West side
From a point 722 metres west and north of its junction with Arthurs Way on a
northerly direction, for a distance of 340 metres.
West and North side
From a point 1,350 metres west and north of its junction with Arthurs Way in a
northerly and then an easterly direction, up to and including the turning head.
Order during the times specified; and
(b) complies with the relevant provisions relating to the use of the Parking
Place within this Order.
For the further avoidance of doubt, no Taxi shall be permitted to stop at a Bus Stop
or a Bus Stand situated on a Red Route except where the relevant Road Marking
for that Bus Stop or Bus Stand is coloured yellow.
TO INTRODUCE GENERAL PARKING PLACES, AT ANY TIME
Unnamed Road from Buxton Road to Mam Tor, Castleton
East side
From a point 916 metres west of its junction with Arthurs Way in a northerly
direction, for a distance of 108 metres.
From a point 738 metres west of its junction with Arthurs Way in a westerly
direction, for a distance of 161 metres.
South-west side
From a point 517 metres west of its junction with Arthurs Way in a westerly and
north-westerly direction, for a distance of 205 metres.
From a point 1,062 metres west of its junction with Arthurs Way in a north-westerly
direction, for a distance of 288 metres.
The opportunity is going to be taken to consolidate, in this Order (if made) all the current existing restrictions on the roads listed above, that are in force and are
unaffected by these proposals. This is an administrative exercise only, it does not change the restriction nor the length of road covered, it simply gives the Council the
ability to write the restriction descriptions, so that start and end points of the total restriction is described. Any permanent Traffic Regulation Orders made prior to this
Order, insofar as they relate to the lengths of road listed above, will be revoked.
