Hampshire County Council - Multiple parking restriction amendments
What is happening?
NOTICE IS HEREBY GIVEN that Hampshire County Council made the above-mentioned Order on Tuesday 15th July 2025, in exercise of its powers and duties under Sections 1, 2, 3, 4 and 122(1) and 122(2) of the Road Traffic Regulation Act 1984 (“the Act”), Part IV of Schedule 9 of the Act and of all other enabling powers, after consultation with the Chief Officer of Police in accordance with Part III of Schedule 9 of the Act, and having discharged its duty under section 122 of the Act.
General nature and effects of the Order: Will be to amend ‘The Hampshire (Various Roads Winchester) (Parking Places and Restriction of Waiting) (Controlled Zone) (Consolidation Order) 2010’ so as to accommodate a new cycle lane: residents permit parking spaces will be suspended on the western side of Clifton Terrace and will be relocated to its eastern side just south of Upper High Street accordingly: (i) remove the following stretch of permit holder’s (8am – 6pm) spaces: (a) Clifton Terrace on its north-west side between a point 15.4 metres north-east of its junction with Romsey Road and a point 9.9 metres south-west of its junction with Clifton Hill (ii) remove the following stretches No Waiting 8.00am – 6.00pm Monday to Saturday restrictions: (a) Clifton Terrace on its south-east side between point 19.0 metres south-west of its junction with St Pauls Hill and a point 135.0 metres north-east of its junction with Romsey Road (b) Clifton Terrace on its north-west side between a point 9.9 metre south-west of its junction with Clifton Hill and its junction with St Pauls Hill (iii) insert the following stretches of No waiting at any time restrictions: (a) Clifton Terrace on its north-west side between a point 14.4 metres north-east of its junction with B3040 Romsey Road and a point 4.4. metes south-west of its junction with Clifton Hill, an approximate distance of 40 metres (b) Clifton Terrace on its north-west side between its junction with Clifton Hill and a point 4.4 metres south-west thereof (iv) insert the following stretch of permit holders (8am – 6pm) spaces: (a) Clifton Terrace on its south-east side between a point 34.2 metres south-west of its junction with Upper High Street and a point 40 metres south-west of that point This Traffic Regulation Order will make the provisions of ‘The Hampshire (Clifton Terrace, Winchester) (Experimental Suspension / Addition of Parking Places and Waiting Restrictions) Order 2024’ permanent.
DATE OF OPERATION: The order will come into force on Saturday 26th July 2025.

APPLICATION TO THE HIGH COURT: Any person desiring to question the validity of the Order or of any of its provisions on the grounds that it is not within the relevant powers of the Act, or that any of the relevant requirements of the Act or of any relevant instrument made thereunder has not been complied with in relation to the Order may, by Tuesday 26th August 2025 make application for the purpose to the High Court.
