Elm Grove & Grove Road South - Parking Places, Waiting Restrictions And Amendments

What is happening?

THE PORTSMOUTH CITY COUNCIL (ELM GROVE & GROVE ROAD SOUTH) (PARKING PLACES, WAITING RESTRICTIONS AND AMENDMENTS) (No. 4) ORDER 2024

Notice is hereby given that the Portsmouth City Council made the above Order under the Road Traffic Regulation Act 1984. The effects of the Order would be as follows:
1. Motorcycle Parking Only
To introduce a 7-metre length of "Motorcycle Parking Only" bay on the north side of Elm Grove, east of the property boundary of Nos. 69 and 71 Elm Grove.
2. Pedal Cycle Parking
To introduce a 3-metre length of "Pedal Cycle Parking" bay on the north side of Elm Grove, fronting the properties numbered 71 to 73 Elm Grove.
3. No Waiting at Any Time
To extend the existing "No Waiting at Any Time" (double yellow lines) restriction on the north side of Elm Grove, from a point east of its junction with Grove Road North, eastwards to a point in line with the property boundary of Nos. 111 and 113 Elm Grove.
4. Limited Waiting Restriction – Reduction
To reduce the length of the existing "Waiting Limited to 1 Hour, No Return Within 1 Hour, Monday to Saturday 8am–6pm" restriction on the north side of Elm Grove. The revised restriction will apply from the property boundary of Nos. 111 and 113 Elm Grove, eastwards to its junction with St Peter’s Grove.
The reasons for the above changes are to allow the mandatory width for on-street cycle lanes, to be protected by Orca Wands.

Any person wishing to question the validity of the Order or any of its provisions, on the grounds that it is not within the powers of the relevant enabling Act, or that a requirement of any such enabling Act or of any relevant regulations made thereunder has not been complied with, may, within 6 weeks from the date of the Order, make application for this purpose to the High Court.
This Order comes into operation on 17 July 2025
