Kent County Council, acting in exercise of its powers under the Road Traffic Regulation Act 1984, makes or intends to make the following Orders.
FOLKESTONE & HYTHE AREA
A20 Ashford Road, Sellindge (40MPH SPEED LIMIT) TEMPORARY ORDER 2025
To allow drainage works to be carried out, Kent County Council has made an Order to temporarily prohibit through traffic on part of A20 Ashford Road, Sellindge, on or after 21st July 2025 for up to 5 days or until the works have been completed.
The road will have a mandatory 40MPH speed limit imposed from the junction of Otterpool Lane for approximately 300m in an Easterly direction, to the extent indicated by signs and barriers on site.
Ashley Avenue & Shaftesbury Avenue, Folkestone, CT19 4PR (PROHIBITION OF DRIVING) TEMPORARY ORDER 2025
To allow gas works to be carried out, Kent County Council has made an Order to temporarily prohibit through traffic in 2 phases on part of Ashley Avenue & Shaftesbury Avenue, Folkestone, on or after 23rd July 2025 until the works have been completed.
Phase 1 - Works will be carried out from 23rd July 2025, with estimated completion by 9th August 2025, to the extent indicated by signs and barriers on site.
Ashley Avenue will be closed from outside number 91 to the junction of Postling Road.
The alternative route for any through traffic is via Tile Kiln Lane, Surrenden Road, B2046 Cheriton Road, B2046 Cheriton High Street, Ashley Avenue and vice versa.
Shaftesbury Avenue will be closed at the junction with Ashley Avenue.
The alternative route for any through traffic is via Shaftesbury Avenue, Somerset Road, B2046 Cheriton High Street, Ashley Avenue and vice versa.
Phase 2 - Works will be carried out from 4th August 2025, with estimated completion by 24th August 2025, to the extent indicated by signs and barriers on site.
Ashley Avenue will be closed at the junction of B2046 Cheriton High Street.
The alternative route for any through traffic is via B2046 Cheriton High Street, Somerset Road, Shaftesbury Road, Ashley Avenue and vice versa.
Pedestrian access will be maintained during the works.
Blackhouse Hill, Hythe, CT21 5UY (PROHIBITION OF DRIVING) TEMPORARY ORDER 2025
To allow water works to be carried out, Kent County Council has made an Order to temporarily prohibit through traffic on part of Blackhouse Hill, Hythe, on or after 23rd July 2025 for up to 2 days or until the works have been completed.
The road will be closed at the junction of Bassett Gardens, between the hours of 09:00 and 15:00 only, to the extent indicated by signs and barriers on site.
The alternative route for any Eastbound through traffic is via Blackhouse Hill, Station Road, A259 Prospect Road, A259 Rampart Road, A259 Red Lion Square, A259 Dymchurch Road, A259 Scanlons Bridge, A261 London Road, A261 Hythe Road, A20 Ashford Road, B2068 Stanford Intersection, A20 Ashford Road, A20 Sandling Road, A20 Ashford Road and Bargrove.
The alternative route for any Westbound through traffic is via Bargrove, A20 Ashford Road, A20 Sandling Road, A20 Ashford Road, B2068 Stanford Intersection, A20 Ashford Road, A261 Hythe Road, A261 London Road, A259 Military Road, A259 Red Lion Square, A259 Rampart Road, A259 Prospect Road, Station Road and Blackhouse Hill.
Pedestrian access will be maintained during the works.
Broad Street, Monks Horton, TN25 6DX (PROHIBITION OF DRIVING) TEMPORARY ORDER 2025
To allow drainage works to be carried out, Kent County Council intends to make an Order to temporarily prohibit through traffic on part of Broad Street, Monks Horton, on or after 7th August 2025 for up to 1 day or until the works have been completed.
The road will be closed outside Broad Street Farmhouse, to the extent indicated by signs and barriers on site.
The alternative route for any through traffic is via Broad Street, Fiddling Lane, Scots Lane, Whiteways, Church Lane and vice versa.
Pedestrian access will be maintained during the works.
Canterbury Road, Lyminge (40MPH SPEED LIMIT) TEMPORARY ORDER 2025
To allow fibre works to be carried out, Kent County Council has made an Order to temporarily prohibit through traffic on part of Canterbury Road, Lyminge, on or after 24th July 2025 for up to 6 hours or until the works have been completed.
The road will have a mandatory 40MPH speed limit imposed between the junctions of Longage Hill and Western Court Lodge, between the hours of 09:30 and 15:30 only, to the extent indicated by signs and barriers on site.
Church Field, Stanford, TN25 6UA (PROHIBITION OF DRIVING) TEMPORARY ORDER 2025
To allow utility works to be carried out, Kent County Council intends to make an Order to temporarily prohibit through traffic on part of Church Field, Stanford, on or after 4th August 2025 for up to 5 days or until the works have been completed.
The road will be closed outside number 6, to the extent indicated by signs and barriers on site.
There is no alternative route. Every effort will be made to maintain access for residents whenever it is safe to do so.
Pedestrian access will be maintained during the works.
Church Hill, Hawkinge (PROHIBITION OF DRIVING) TEMPORARY ORDER 2025
To allow drainage works to be carried out, Kent County Council intends to make an Order to temporarily prohibit through traffic on part of Church Hill, Hawkinge, on or after 4th August 2025 for up to 3 days or until the works have been completed.
The road will be closed under and either side of the A20 bridge, to the extent indicated by signs and barriers on site.
The alternative route for any through traffic is via Alkham Valley Road, Standen Lane, Pudding Lane, Old Hawkinge, Flegis Court Lane, Church Hill and vice versa.
Pedestrian access will be maintained during the works.
Hayton Road, Sellindge (PROHIBITION OF DRIVING) TEMPORARY ORDER 2025
To allow fibre works to be carried out, Kent County Council has made an Order to temporarily prohibit through traffic on part of Hayton Road, Sellindge, on or after 25th July 2025 for up to 4 days or until the works have been completed.
The road will be closed from outside Hayton Manor to outside the entrance of The Homestead, between the hours of 08:00 and 17:00 only, to the extent indicated by signs and barriers on site.
The alternative route for any through traffic is via Hayton Road, Blind House Lane, B2068 Stone Street, Stone Street, Kennett Lane and vice versa.
Pedestrian access will be maintained during the works.
Honey Wood Lane, Newchurch (PROHIBITION OF DRIVING) TEMPORARY ORDER 2025
To allow fibre works to be carried out, Kent County Council has made an Order to temporarily prohibit through traffic on part of Honey Wood Lane, Newchurch, on or after 22nd July 2025 for up to 2 days or until the works have been completed.
The road will be closed outside Vincent Cottage to outside Honeywood Farm, between the hours of 08:00 and 17:00 only, to the extent indicated by signs and barriers on site.
The alternative route for any through traffic is via Honey Wood Lane, From Newchurch To Junction With Newchurch Road Bilsington And Hony Wood Lane, From Newchurch To Newchurch Town Boundary, Frogmore Lane and vice versa.
Pedestrian access will be maintained during the works.
Sandling Road, Postling (PROHIBITION OF DRIVING) TEMPORARY ORDER 2025
To allow tree cutting works to be carried out, Kent County Council has made an Order to temporarily prohibit through traffic on part of Sandling Road, Postling, on or after 21st July 2025 for up to 7 hours or until the works have been completed.
The road will be closed from the junction of Cuckoo Lane for approximately 45m in a Southerly direction, between the hours of 08:30 and 15:30 only, to the extent indicated by signs and barriers on site.
The alternative route for any through traffic is via Sandling Road, Canterbury Road, Beachborough, A20 Ashford Road and vice versa.
Pedestrian access will be maintained during the works.
Seaview Road, Greatstone, TN28 8RQ (PROHIBITION OF DRIVING) TEMPORARY ORDER 2025
To allow utility works to be carried out, Kent County Council intends to make an Order to temporarily prohibit through traffic on part of Seaview Road, Greatstone, on or after 5th August 2025 for up to 10 hours or until the works have been completed.
The road will be closed outside number 32, between the hours of 08:00 and 18:00 only, to the extent indicated by signs and barriers on site.
There is no alternative route. Every effort will be made to maintain access for residents whenever it is safe to do so.
Pedestrian access will be maintained during the works.
Southenay Lane, Sellindge, TN25 6AN (PROHIBITION OF DRIVING) TEMPORARY ORDER 2025
To allow fibre works to be carried out, Kent County Council has made an Order to temporarily prohibit through traffic on part of Southenay Lane, Sellindge, on or after 25th July 2025 for up to 4 days or until the works have been completed.
The road will be closed from outside Southenay House to outside Crest View, between the hours of 08:00 and 17:00 only, to the extent indicated by signs and barriers on site.
The alternative route for any through traffic is via Southenay Lane, Broad Street, Blind House Lane, Swan Lane, A20 Main Road, Stone Hill and vice versa.
Pedestrian access will be maintained during the works.
Split Lane, Stelling Minnis (PROHIBITION OF DRIVING) TEMPORARY ORDER 2025
To allow drainage works to be carried out, Kent County Council has made an Order to temporarily prohibit through traffic on part of Split Lane, Stelling Minnis, on or after 21st July 2025 for up to 2 days or until the works have been completed.
The road will be closed from the junction of Bossingham Lane for approximately 50m past Split Lane Farm, to the extent indicated by signs and barriers on site.
There is no alternative route. Every effort will be made to maintain access for residents whenever it is safe to do so.
Pedestrian access will be maintained during the works.
Stone Hill & Plain Road, Sellindge, TN25 6HS (PROHIBITION OF DRIVING) TEMPORARY ORDER 2025
To allow fibre works to be carried out, Kent County Council intends to make an Order to temporarily prohibit through traffic on part of Stone Hill & Plain Road, Sellindge, on or after 6th August 2025 for up to 14 days or until the works have been completed.
Stone Hill will be closed from the junction of Plain Road to outside the entrance to Kennels, to the extent indicated by signs and barriers on site.
Plain Road will be closed between the junctions of Lilyvale and Stone Hill, to the extent indicated by signs and barriers on site.
The alternative route for any through traffic is via Plain Road, Woolpack Hill, Church Road, A20 Hythe Road, A20 Main Road, Stone Hill and vice versa.
Pedestrian access will be maintained during the works.
The Close, Saltwood, CT21 4QY (PROHIBITION OF DRIVING) TEMPORARY ORDER 2025
To allow gas works to be carried out, Kent County Council intends to make an Order to temporarily prohibit through traffic on part of The Close, Saltwood, on or after 5th August 2025 for up to 9 days or until the works have been completed.
The road will be closed outside Ottinge, to the extent indicated by signs and barriers on site.
There is no alternative route. Every effort will be made to maintain access for residents whenever it is safe to do so.
Pedestrian access will be maintained during the works.

EXPERIMENTAL ORDER 2025
ROAD TRAFFIC REGULATION ACT 1984
THE KENT COUNTY COUNCIL (hereinafter referred to as “the Council”), acting as Local Traffic Authority and in exercise of its powers under Sections 9 and 10 of, and Part VI of Schedule 9 to, the Road Traffic Regulation Act 1984 (hereinafter referred to as “the Act”) as amended by the Traffic Management Act 2004 Part 6 and all other enabling powers, after consultation with the Chief Officer of Police in accordance with Part III of Schedule 9 to the Act, hereby make the following Order.
Commencement and Citation
This Order shall come into operation on the 26th day of July 2025 for a period not exceeding 18 months and may be cited as “THE KENT COUNTY COUNCIL (RADNOR CLIFF, SANDGATE, DISTRICT OF FOLKESTONE & HYTHE) (WAITING RESTRICTIONS AND STREET PARKING PLACES) EXPERIMENTAL ORDER 2025” (‘this Order’).
Interpretation
(1) In this Order:-

“Civil Enforcement Area” |
means an area where civil enforcement of parking restrictions can be undertaken as defined by s.74 of the Traffic Management Act 2004 |
“Civil Enforcement Officer” |
means a person employed by Folkestone & Hythe District Council in pursuance of powers granted by s.76 of the Traffic Management Act 2004 (Civil Enforcement Area) |
“Contravention” |
means a failure to comply with restrictions set out in this Order that may result in the issue of a Penalty Charge Notice |
“Emergency Services Vehicle” |
means a vehicle operated by the police, fire & rescue service or ambulance service |
“Parking Place” |
means any area of land or length of road specified in the Schedule to this Order provided by the Council under Section 32 of the Act for the use as a Parking Place |
“Penalty Charge” |
has the same meaning as set out in Part 1 section 2 of the Civil Enforcement of Parking Contraventions (England) General Regulations 2007. |
“Penalty Charge Notice” |
has the same meaning as set out in Regulation 8 of the Civil Enforcement of Parking Contraventions (England) General Regulations 2007. |
“Road” |
means the full width, including any footway or verge, of any length of highway or of any other road to which the public have access, and includes bridges over which a road passes |
“Vehicle” |
has the same meaning as that assigned to “motor vehicle” in s.136(1) of the Act |
Restrictions Imposed
(2) Save as provided in Article (3) of this Order no person shall, except upon the direction or with the permission of a police officer in uniform or of a Civil Enforcement Officer, cause or permit any Vehicle to wait at any time in any of the lengths of Road specified in the Schedule to this Order.
Exemptions from Waiting Restrictions
(3) Nothing in Article (2) of this Order shall prevent any person from causing or permitting a Vehicle to wait in any of the lengths of Road referred to in the Schedule for so long as may be necessary:-
(a) to enable the Vehicle, if it cannot conveniently be used for such a purpose in any other road, to be used in the service of any local authority or with the permission of any such authority in pursuance of statutory powers and duties;
(b) to enable an Emergency Services Vehicle to be used for police, ambulance or fire brigade purposes.
General Provisions
(4) In so far as any provision of this Order conflicts with a provision which is contained in an Order made or having effect as if made under the Act and existing at the time when this Order comes into operation, and which imposes a restriction or prohibition on waiting by Vehicles or grants an exemption from such restriction or prohibition, the provisions of this Order shall prevail.
(5) The restrictions imposed by this Order shall be in addition to and not in derogation of any restriction or requirement imposed by regulations made or having effect as if made under the Act, or by or under any other enactment.
Contraventions of this Order
(6) Where a person contravenes any of the provisions of this Order, and the Vehicle does not fall into any one of the exemptions contained within Article (3) of this Order, a Penalty Charge Notice may be issued by a Civil Enforcement Officer and a Penalty Charge may be payable.
Unless this Order is revoked or made permanent by a subsequent Order, this Order shall cease to have effect on 26 th January 2027.

ROAD TRAFFIC REGULATION ACT 1984
The Kent County Council, acting as the Local Traffic Authority and in exercise of its powers and under Sections 1, 2, 3, 4, 5, 19, 32, 35, 36, 44, 45, 46, 47, 49, 53, 124 Part IV of Schedule 9 to the Road Traffic Regulation Act 1984 (‘the Act‘) the Traffic Management Act 2004, and all other enabling powers, after consultation with the Chief Officer of Police in accordance with Part III of Schedule 9 to the Act, hereby make the following Order:-
This Order shall come into operation on 21st day of July 2025 and may be cited as “The Kent County Council (Various Roads, Folkestone and Hythe) (Waiting Restrictions and Street Parking Places) (Consolidation) Order (Amendment No.5) Order 2025” (‘this Order’)
The Order revises the parking and waiting restrictions in the following roads- Hardwick Road, Bodenham Road, Pelham Gardens, Plain Road, Dixwell Road (between Bouverie Rd West and Sandgate Road), Sandgate Road (between Grimston Avenue and Dixwell Rd), Bouverie Road West (between Grimston Avenue and Pelham Gardens).
Between 9:00am and 11:00am, Monday to Friday (excluding bank and public holidays), parking will be restricted to Permit Holders (B) only on Hardwick Road and Bodenham Road.
Between 8am and 8pm, Mondays - Sundays (including bank and public holidays), parking will be restricted to Permit Holders (H) only on Pelham Gardens and Plain Road.
Parking places with a time limit of 2 hours (no return within two hours) between 8am and 8pm Mondays - Sundays (including bank and public holidays) - except for Permit Holders (H) - will be provided in Dixwell Road (between Bouverie Road West and Sandgate Road), Sandgate Road (between Grimston Avenue and Dixwell Road), and Bouverie Road West (between Grimston Avenue and Pelham Gardens).
Waiting will be prohibited at all times in any part of the road mentioned in this Notice where parking is not allowed.
Permits will be available to a resident of the road mentioned in the second paragraph of this Notice, and to any business or organisation with vehicle(s) essential to its operation.
Any person wishing to question the validity of the Notice or of any of its provisions on the ground that it is not within the powers of the relevant enabling Act or that a requirement of any such enabling Act or of any relevant regulations made there under has not been complied with may, within 6 weeks from the date on which the Notice was published, make application for the purpose to the High Court.
