(AMENDMENT No. 240) ORDER 2025

(Reference 25/089)

  1. The Council of the London Borough of Richmond upon Thames on 2 July 2025 made the above Order under section 6 and 124 of, and Part IV of Schedule 9 to, the Road Traffic Regulation Act 1984, as amended.

  2. The general effect of the Waiting and Loading Restriction Amendment Order will be to introduce lengths of yellow lines as set out in the schedule to this Notice.

  3. Copies of further particulars relating to the Order, which comes into force on 7 July 2025: –

    (a) can be inspected, quoting Reference 25/089, at the Civic Centre (Central Reception, ground floor), 44 York Street, Twickenham between 9.15am and 5pm on Mondays to Fridays, except for Bank and other public holidays; and

    (b) may be viewed on the Council’s web-site at http://www.richmond.gov.uk/public_notices

  4. If any person wishes to question the validity of the Order or of any of their provisions on the grounds that they are not within the powers conferred by the Road Traffic Regulation Act 1984, or that any requirement of the said Act of 1984 or of any instrument made under the said Act of 1984 has not been complied with, that person may, within 6 weeks from the date on which the Order was made, apply for the purpose to the High Court.

VARIOUS STREETS IN THE BOROUGH

  1. The Council of the London Borough of Richmond upon Thames propose to make the above Order under sections 6, 45, 46, 49 and 124 of, and Part IV of Schedule 9 to, the Road Traffic Regulation Act 1984, as amended.

  2. The general effect of the Orders will be to introduce lengths of yellow lines as set out in the schedule to this Notice.

ROAD TRAFFIC REGULATION ACT 1984 – SECTION 14 (1)

Temporary Road Closure

Chapel Road, Twickenham.

  1. The Council of the London Borough of Richmond upon Thames HEREBY GIVES NOTICE that to facilitate electrical works, they have made a temporary Traffic Order, the effect of which will be to introduce a temporary prohibition of traffic in Chapel Road, Twickenham.

  2. Whilst the works take place no person shall cause or permit any vehicle to proceed, wait or stand in Chapel Road, from the junction with Montpelier Row to outside number 6 Chapel Road.

  3. Whilst Chapel Road Twickenham is closed, an alternative route for diverted traffic will be available via Chapel Road, Orleans Road, Richmond Road, Montpelier Row and vice versa.

  4. The order will come into effect on 04 August 2025. The works are anticipated to be in progress from 04 August 2025 to 15 August 2025. The order will remain in force for a period of 18 months, to allow for unexpected events and possible remedial works.

  5. The prohibitions apply only during such time and to such extent as indicated by prescribed traffic signs.

  6. Nothing in the Order applies to:

    (a) any vehicle being used in connection with the execution of the said works or any public service or utility vehicle;

    (b) anything done with the permission or at the direction of a police officer in uniform or a civil enforcement officer; or

    (c) any vehicle being used for Police, fire brigade or ambulance purposes.

  7. Any vehicle waiting in contravention of any restriction imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.

Temporary Parking Restrictions

Montpelier Row, Twickenham.

  1. The Council of the London Borough of Richmond upon Thames HEREBY GIVES NOTICE that to facilitate electrical connection works, they have made a temporary Traffic Order, the effect of which will be to introduce a temporary prohibition of traffic in Montpelier Row, Twickenham.

  2. Whilst the works take place no person shall cause or permit any vehicle to proceed, wait or stand in Montpelier Row, from outside Southend House to outside number 15 Montpelier Row.

  3. The order will come into effect on 04 August 2025. The works are anticipated to be in progress from 04 August 2025 to 15 August 2025. The order will remain in force for a period of 18 months, to allow for unexpected events and possible remedial works.

  4. The prohibitions apply only during such time and to such extent as indicated by prescribed traffic signs.

  5. Nothing in the Order applies to:

    (a) any vehicle being used in connection with the execution of the said works or any public service or utility vehicle;

    (b) anything done with the permission or at the direction of a police officer in uniform or a civil enforcement officer; or

    (c) any vehicle being used for Police, fire brigade or ambulance purposes.

The London of Richmond upon Thames (Prescribed Route)

(School Streets) (No. 1) Experimental Order 2024

NOTICE OF MODIFICATION

WYKHEAM ESTATE, WHITTON

(Reference 24/145)

  1. The Council of the London Borough of Richmond upon Thames on 2 July 2025 made modifications to the above Order under section 10 of the Road Traffic Regulation Act 1984, as amended. The modifications will come into force on 7 July 2025.

  2. The general effect of the modifications is to amend the hours of operation of the School Streets in Cobbett Road and Longford Road, Whitton, so that they operate during term time, on Mondays to Fridays inclusive between 8am and 9.15am and between 2.45pm and 3.45pm.

  3. Please address any representations to the modifications to the Head of Engineering, Traffic and Parking Policy, London Borough of Richmond upon Thames, Civic Centre, 44 York Street, Twickenham, TW1 3BZ or by email to TrafficOrders@richmond.gov.uk quoting the reference given above within six months of the date of this Notice.

Temporary Footpath Closure

PROW Old Farm Passage, Hampton.

  1. The Council of the London Borough of Richmond upon Thames HEREBY GIVES NOTICE that to facilitate scaffolding being erected and then dismantled for repair works they have made a temporary Traffic Order, the effect of which will be to introduce a footpath closure of PROW Old Farm Passage, Hampton.

  2. Whilst the works take place no person may proceed in Old Farm Passage, Hampton.

  3. The order will come into effect on 06 July 2025, The works are expected to be in progress from 06 July 2025 until 15 July 2025 the order will remain in force for a period of 6 months.

  4. An alternative route for persons affected by the closure will be available via High Street, Thames Street, church Street or High Street and Church Street.

  5. The prohibitions will apply only during such time and to such extent as indicated by prescribed traffic signs.

  6. Nothing in the Order will apply to:

    (a) any vehicle being used in connection with the execution of the said works or any public service or utility vehicle;

    (b) anything done with the permission or at the direction of a police officer in uniform or a civil enforcement officer; or

    (c) emergency service vehicles, subject to site conditions at the time of any emergency.

  7. Any vehicle waiting in contravention of any restriction imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.

Temporary Road Closure

Upper Sunbury Road, Hampton.

  1. The Council of the London Borough of Richmond upon Thames HEREBY GIVES NOTICE that to facilitate Thames water works, they have made a temporary Traffic Order, the effect of which will be to introduce a temporary prohibition of traffic in Upper Sunbury Road, Hampton

  2. Whilst the works take place no person shall cause or permit any vehicle to proceed, wait or stand in Upper Sunbury Road, from a point 60 metres west of Percy Road for a distance of 282 metres to a point rear of number 12 Lacey Drive

  3. Whilst Sunbury Road, Hampton is closed, an alternative route for diverted traffic will be available via High Street, Uxbridge Road, Twickenham Road, Country Way, Staines Road East, and vice versa.

  4. The order will come into effect on 07 July 2025. The works are anticipated to be in progress from 07 July 2025 to 20 October 2025. The order will remain in force for a period of 18 months, to allow for unexpected events and possible remedial works.

  5. The prohibitions apply only during such time and to such extent as indicated by prescribed traffic signs.

  6. Nothing in the Order applies to:

    (a) any vehicle being used in connection with the execution of the said works or any public service or utility vehicle;

    (b) anything done with the permission or at the direction of a police officer in uniform or a civil enforcement officer; or

    (c) any vehicle being used for Police, fire brigade or ambulance purposes.

  7. Any vehicle waiting in contravention of any restriction imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.
