The Waltham Forest (Bus Lanes) (2001/6) (Amendment No. ) Order 202

  1. NOTICE IS HEREBY GIVEN that the Council of the LBWF (‘the Council’) propose to make the above-mentioned Orders under sections 6, 45, 46, 49 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act (RTRA) 1984, as amended.

  2. The general effect of the proposed Orders would be to introduce new or extended lengths of: (a) ‘no waiting’ double yellow lines (double yellow lines (dyls)) at the locations specified in the Schedule to this Notice, converting existing lengths of ‘single yellow line’ waiting restrictions (syl) where needed;

  3. The general effect of the Orders in other roads would be, in:

    (a) Alpha Road (ALP) E4 –

    (i) both sides (bs) – remove single yellow line waiting restrictions (syl) outside (o/s) and opposite (opp) Nos. 109/113 Old Church Road (OCR) and provide double yellow line no waiting and no loading restrictions (dyls dbs) between the west facing walls of Nos. 109/113 OCR (1) on the north side for 27 metres(m) and 19m on the south, and

    (ii) south side (ss) – convert 8m of unregulated footway parking space to a formalised loading place operating everyday with a maximum stay of 40 minutes and no return within 1 hour opp No. 1E ALP

    (b) Bushwood E11 – east side (es) – convert 6.1m of permit parking space (pps) to dyls opp Hartley Road (Rd);

    (c) Cann Hall Rd – south east side (ses) – convert the whole permit parking place (ppp) o/s Nos. 19 and 21 to a disabled persons parking place 6.6m in length and 3.5m (d);

    (d) Claremont Rd E17 (CLR) – ss – convert the syl o/s Nos. 12 to 14 CLR to pps for HH permit holders (ph) only operating Mon-Fri 8 a.m. to 6.30 p.m.

(e) Clifford Rd E17 – ss – convert the car club parking bay adjacent unit 7 of the Walthamstow Business Centre to pps for FR ph only operating Mon–Fri 10 a.m. to 4 p.m.

(f) Chingford Rd E17 (CHF), west side (ws), to amend the Waltham Forest (Bus Lanes) (No 1) Traffic Order 2001 (as amended), so as to revise the length of the northbound with-flow bus lane situated on the west side of Chingford Rd, north of Knebworth Ave (KNB) so that it commences 30m north of KNB to its junction with Billet roundabout (the bus lane will continue to operate ‘at any time’ and will be for buses, taxis only)

(g) Courtenay Rd (CTY) E11 – bs, provide no loading restrictions operating Mon–Sat 8am to 6.30pm where a syl exists between its junction with Harrow Rd southward to the northern boundary of No. 2 CTY

(h) Elm Grove IG8 (EG) – north side (ns) convert a section of syl east of No. 25 EG to pps for CL ph only operating Mon–Sat 8.30am to 6.30pm (leaving 3.8m of syl);

(i) Forest Rd E11 (FO) – ses – convert 8.5m of pps and the syl between Nos. 261 and 263 FO to dyls;

(j) Hall Lane E4 (HAL) – ns, convert syl to dyls dkbs between the common boundary (cb) of Nos. 18/20 HAL and a point 1.25m east of the boundary between Nos. 8 and 12 HAL

(k) Hampton Rd E11 (HP) – ses – convert 4.6m of pps opp No. 2 HP to a syl (extension of existing syl) operating Mon–Fri 8am to 6.30pm

(l) Milton Rd E17 (MLT) – ss, convert a section of pps to Resident only ph parking place between its junction with Browns Rd and a point outside the cb of Nos. 34 and 36 operating Mon–Sat 8am to 6.30pm

(m) Normanton Park E4 (NP)

(i) east and west sides, introduce a syl operating 6am–6pm every day on the east and west side between the common boundary (cb) of Nos. 20/22 and Nos. 4/6 Coney Burrows

(ii) east side, convert the syl to operate Mon–Fri 8am–9am and 2.30pm to 3.30pm. from a point in line with the cb of Nos. 4/6 Coney Burrows to a point 18m south of the southern kerb line of the northernmost arm of Wyemead Crescent

(iii) west side, convert the syl

(a) immediately north of its junction with the northernmost arm of (WYM) to dyls.

(b) immediately south of its junction with the northernmost arm of WYM to a syl operating Mon–Fri 8am–9am and 2.30pm to 3.30pm.

(n) Shernhall Street E17, es

(i) remove the ppp immediately north of the garage of No. 1 Jacqueline Villas and replace with 3m of syl joining the existing

(ii) remove 3m of syl adjacent No. 195a and replace with a 3m extension of permit parking for WSS ph only Mon–Fri 10 a.m. to 4 p.m.

(o) Trumpington Rd E7 (TPN) – ses – convert the syl o/s Nos. 171 and 173 TPN to pps for CHE ph only operating Mon–Sat 8 a.m. to 6.30 p.m.

4. FURTHER NOTICE IS HEREBY GIVEN that the Council under the same RTRA sections mentioned in item 1 propose to make

amendments/corrections to traffic order schedules relating to parking and no waiting or loading arrangements already existing on the highway in:

(a) Claremont Rd E17 (CLR) – ns – an extension of a ppp opp Nos. 4 and 6 for HH ph only operating Mon–Fri 8 a.m. to 6.30 p.m.

(b) Canning Rd E17,

    ns, outside side of No. 91 Palmerston Road (PLM), conversion of a doctor parking place to syl Mon–Sat 8am to 6.30pm (correction to the traffic order map schedule)

(c) ss, provision of syls Mon–Sat 8am to 6.30pm either side of the PbP o/s flank wall of No. 89A PLM

(d) Chingford Rd E17 – bs, between Forest Rd and Omnibus Way — correction of the current waiting restriction times of operations to Mon–Sat 8am–6.30pm (except in the bay outside No. 17)

(e) Fletcher Lane E10 (FLT) ns, opp No. 5 FLT — provision of syl operating Mon–Fri 8am to 6.30pm between the PbP bay

(f) Palmerston Rd E17 (PLM) ws, addition of dyls o/s Nos. 39 to 41 PLM

(g) Somerset Rd E17 nes — provision of syl o/s garage at the side of No. 47 Queens Rd between the PbP Bay operating Mon–Fri 8am–12.30pm and 2.30pm to 6.30pm and Sat 8am to 6.30pm

All are corrections to the traffic order map schedules. No changes will be made on street with regards to all the Order amendments proposed in item 4.

1. A copy of each of the proposed Orders mentioned at the beginning of this notice, the Council’s statement of reasons for proposing to make those Orders and plans showing the locations and effect of the Orders can be inspected until the end of a period of 6 weeks from the date on which the Orders are made, the Council decides not to make the Orders, on request by either emailing traffic.scheme@walthamforest.gov.uk, or visiting (*by appointment) the Highways, Low Hall, Argall Avenue E10 7AS during normal office hours on Mondays to Fridays inclusive; or alternatively documents can be viewed online at:

2. Any person desiring to object to the proposals mentioned in this notice should send a statement in writing of their objection or comments and the grounds thereof to; Traffic Orders, Highways and Traffic Management, Low Hall, Argall Avenue, London, E10 7AS, or by emailing: traffic.scheme@walthamforest.gov.uk, quoting scheme reference T6b(25) – LBWF BATCH 22 (part 2) by the end of a period of 21 days from the date on which this Notice is published. All objections or comments must state the grounds on which they are made.

SCHEDULE – provision of ‘at any time’ waiting restrictions (and loading restrictions if stated) converting single yellow lines if applicable

(a) Beresford Rd E4 – es – displacing the syl, an extension of the existing dyls from its junction with Rangers Rd southwards to a point 10m south of the southern kerb line (kl) of Forest Ave;

(b) Forest Ave E4 (FA) – displacing syls between its junction with Beresford Road eastwards to provide dyls

i. ns, to the beginning of the grass verge approximately (approx.) 7.4m (or a point opp the west facing wall of No. 1 FA);

ii. ss, for a distance of (fado) 19.1m

(c) Frinton Drive IG8 (FTD) – bs, between its junction with FMR south-westwards fado 10m.

(d) Forest Manor Rd IG8 (FMR) – south-west side (sws), fado 10m northwest of the north-western kl of FTD and fado 10m south-east of its south-eastern kl of FTD

(e) Guildford Rd E17 (GLF) – es, between a point 1 metre south of the cb of Nos.14/16 GLF north for 5.5m.

(f) Lambourne Gardens E4 –

i. nes and sws, from its north-western extremity south-eastwards fado 5.5m; and

ii. the whole north-western extremity

(g) Mulberry Close E4 (MC) – extending the existing dyls from its junction with Old Church Rd

i. for an additional 27m on the sws up to No. 1 MC

ii. for an additional 30m on the nes up to No. 1 MC

(h) Pole Hill Rd E4 (PHR)ses, between a point 1m north-east of the southern boundary of No. 2a PHR and a point 1m south of the southern edge of the access road (in line with the garages facing the south wall of No. 2a PHR)

(i) Silver Birch Ave E4 – es, between a point in line with the southernmost rear building wall of No. 18 Rowan Ave northwards for 25m.

(j) Suffield Rd E4 – east to west arm from its easternmost extremity, westwards

i. on the ns, to its northernmost north to south arm junction (leaving 12m of uncontrolled kerb side parking space on that north to south arm adjacent No. 58); and

ii. on the ss, for 7m; and

iii. the whole easternmost extremity

(k) Waverley Ave E4 (WAV)

i. south side, for 15.1m between No. 103 WAV and No. 237 Hall Lane (from 1m east and 1m west of the dropped kerb, point to point of the rear access road between these properties)

    ii. north side, for 6.9m between No. 235a Hall Lane and 84 WAV (from 1m east and 1m west of the dropped kerb, point to point fronting the rear access road to the rear)

(l) Wyemead Crescent E4 (northernmost arm) bs, convert each syl at its junction with Normanton Park to dyls.
