Essex County Council
(Chelmsford City) (Prohibition of Waiting, Loading and Stopping) and (On-Street Parking Places) (Civil Enforcement Area) (Amendment No.68) Order 2025.
Notice is hereby given that Essex County Council has made the above Order under S1(1), 2(1) to (3), 3(2), 4(1), 4(2), 32(1), 35(1), 45, 46, 49, 53 and Parts III and IV of Schedule 9 of the Road Traffic Regulation Act 1984 (as amended).
The Effect of the Order:
To Revoke: A ‘Permit Holders Only Z4 Mon-Sat 09:00am – 10:00am’ Parking Bay and
To Implement: ‘No Waiting at Any Time’ Restrictions in the City of Chelmsford.
Road Description
Hall Street South Side: From a point approximately 26 metres from its junction with Mildmay Road, East for approximately 6.5 metres.
This Order will be incorporated into The Essex County Council (Chelmsford City) (Prohibition of Waiting, Loading and Stopping) and (On-Street Parking Places) (Civil Enforcement Area) Consolidation Order 2019 by substituting map tiles: TL705 062 – Revision 1 – Revision 2 Date of operation: The Order will come into operation on 10 July 2025.

Application to the high court: Anyone who wishes to question the validity of the Order of any provision contained in it on the grounds that it is not within the powers conferred by the Road Traffic Regulation Act 1984 (as amended) or on the grounds that any requirement of the Act, or any instrument made under it, has not been complied with in relation to the Order, may within six weeks from the date of the making of the Order apply to the High Court for this purpose.
Weekend Concerts Chelmsford Racecourse – Temporary Traffic Regulations orders. Notice is hereby given that the Essex County Council has made the above Order under section 14(1) of the Road Traffic Regulation Act 1984 (as amended).
(A131, London Road and Main Road Great and Little Leighs) (Weekend Concerts Special Event) (Temporary Clearway) Order 2025
Effect of the order: To temporarily introduce No Stopping at Any Time on the following length of road (and on verges) Road Direction Description A131 Great Leighs Bypass Both carriageways Between Moulsham Hall roundabout and London Road roundabout Main Road Both directions Between Moulsham Hall roundabout and Braintree Road roundabout. London Road Both directions Between Moulsham Hall roundabout and London Road roundabout. Moulsham Hall Lane Both directions Between Moulsham Hall roundabout and the junction with Blackly Lane.
(Footpath 4 and Cycle Track, Great and Little Leighs) (Weekend Concerts Special Event) (Temporary Prohibition of Use) Order 2025
Effect of the order: To temporarily introduce prohibition of use on the following lengths of footway and cycle track. Location Description Footpath 4 Great and Little Leighs From its junction with Footpath 2, Great and Little Leighs,across the A131 to its junction with London Road approximately 300 metres Cycle Track, Great and Little Leighs From its junction of Main Road southwest of Moulsham Hall Lane Roundabout across the A131 to its junction with Bridleway 13.
(Moulsham Hall Lane, A131 Laybys, Blackley Lane Great and Little Leighs) (Weekend Concerts Special Event) (Temporary Prohibition of Traffic) Order 2025
Effect of the order: To temporarily introduce prohibition of traffic on the following lengths of road. Location Description A131 Southbound Layby, Great and Little Leighs From a point approximately 482 metres north of its junction with Moulsham Hall Lane, north for approximately 270 metres. A131 Northbound Layby, Great and Little Leighs From a point approximately 270 metres north of its junction with Moulsham Hall Lane, north for approximately 270 metres. Moulsham Hall Road, Great and Little Leighs From its junction with A131 to its junction with Hornell Corner Blackley Lane, Between the junctions of London Road and Moulsham Hall Lane.
The Road Closures on Moulsham, Hall Lane and Blackley Lane will be managed by event Marshalls during the event and access will be for event traffic only.
(A131, Main Road, Moulsham Hall Lane & London Road, Great Leighs) (Weekend Concerts Special Event) (Temporary 30/50 Speed Limit) Order 2025
Effect of the order: To temporarily introduce a speed limit on the following lengths of roads in Great and Little Leighs Road Direction Description A131 Great Leighs Bypass Northbound From a point approximately 240 metres south of Moulsham Hall roundabout, to a point approximately 50 metres south of the A131 London Road roundabout. A131 Great Leighs Bypass Southbound From a point approximately 150 metres south of A131 London Road roundabout to a point approximately 140 metres south of the Moulsham Hall roundabout, Moulsham Hall Lane Both Directions From Moulsham Hall roundabout, north to its junction with Blackley Lane. London Road Both Directions From its junction with Moulsham Hall Roundabout north easterly for approximately 250 metres. Main Road Both Directions From its junction with London Road, south for approximately 85 metres To temporarily introduce a 50mph Speed Limit on the following lengths of road in Great and Little Leighs. Road Direction Description A131 Great Leighs Bypass Northbound From a point approximately 690 metres south of Moulsham Hall roundabout, north for approximately 450 metres. A131 Great Leighs Bypass Southbound From the A131 London Road roundabout south approximately 150 metres south.
The Essex County Council (A131, Great Leighs, Chelmsford & Braintree) (De-Restriction) Order 2007 is hereby temporary suspended insofar as it relates to the derestriction on the above lengths of A131 Great Leighs Bypass only. All other restrictions will remain in force. The Order will come into effect on 04 July 2025 and may continue in force for 18 months unless extended by the Secretary of State.
(A414 Three Mile Hill & A414 Greenbury Way, Chelmsford) (Race for Life Special Event) (Temporary 30MPH Speed Limit) Order 2025
Notice is hereby given that the Essex County Council intends, not less than seven days from the date of this notice, to make the above Order under section 14(1) of the Road Traffic Regulation Act 1984 (as amended).
Effect of the orders: 1. To temporarily introduce a 30-mph speed limit on the following lengths of road between 20:00 12 July 2025 to 20:00 13 July 2025. Road Direction Description A414 Greenbury Way Both directions From a point approximately 130 metres west of the junction with A414 Three Mile Hill Roundabout (known as the Widford Church Roundabout) which coincides with the existing 40mph speed limit, in a generally westerly direction for an approximate distance of 1860 metres to a point approximately 29 metres east of the junction with the Margaretting Road Roundabout A414 Three Mile Hill/ London Road Chelmsford Bound carriageway From a point approximately 26 metres northeast of the junction with the A12/A414 roundabout (known as Webbs Farm Roundabout) in a generally north-easterly direction for an approximate distance of 3069 metres to a point approximately 150 metres southwest of the junction with the A414 Greenbury Way Roundabout (known as the Widford Church Roundabout) which coincides with the existing 40mph speed limit The Order will come into effect on 12 July 2025 and may continue in force for 18 months unless extended by the Secretary of State.
(Cow Watering Lane, Writtle) (Discovery Triathlon) (Special Event) (Temporary Prohibition of Traffic) Order 2025
Notice is hereby given that Essex County Council in exercise of its powers under Section 16 (A-C) of the Road Traffic Regulation Act 1984 as amended, has made the above Order to facilitate the Discovery Triathlon.
Effect of the order: To temporarily close Cow Watering Lane, Writtle in the City of Chelmsford, from a point approximately 443 metres west of its junction with Lordship Road to a point approximately 730 metres northeast of its junction with Victoria Road.
The closure is scheduled to commence on 06 July 2025 for 1 day between the hours of 09:00am until 4pm or where appropriate signs are showing, and weather permitting and is required to facilitate the Discovery Triathlon.
The alternative route will be via Cow Watering Lane, Lordship Road, Ongar Road, Victoria Road, Cow Watering Lane and vice versa. Access for emergency vehicles and pedestrians will be maintained at all times during the closure.
The Order will come into effect on 06 July 2025 and may continue in force for 3 days unless extended by the Secretary of State.
(Footpath 69 & Cycle Track) (Kingshead Meadow, Chelmsford) (Temporary Prohibition of Use) Order 2025
Notice is hereby given that the Essex County Council has made the above Order under section 14(1) of the Road Traffic Regulation Act 1984, as amended.
Effect of the order: To temporarily close Footpath 69 and the Cycle Track (Kingshead Meadow), in the City of Chelmsford as below Location Description of closure Dates Footpath 69 From its junction with Navigation Road, south for approximately 700 metres to its junction with Footpath 55. 07/07/2025 to 25/07/2025 Cycle Track (Kingshead Meadow) Between Wharf Road and A138 Chelmer Road. 07/07/2025 to 01/08/2025
The closures are scheduled to commence as per dates above or where appropriate signs are showing and weather permitting. The closures are required for the safety of the public and workforce while resurfacing the footpath/cycle track including the lock bridge.
Alternative routes: 1. For Footpath 69 the route will be via Footpath 55, Kinghead Meadow Cycle Route, Ruskin Road, Byron Road, Navigation Road and vice versa. 2. For Cycle Track the route will be via A138 Chelmer Road, A1060 Parkway, Baddow Road, Bow Bridge Road, Kingshead Meadow cycle route.
The Order will come into effect on 07 July 2025 and may continue in force for 6 months or until the works have been completed, whichever is the earlier.
(Wheelers Hill Little Waltham) (Boat Club Special Event) (Temporary Prohibition of Traffic) Order 2025 (A131 Essex Regiment Way and Wheelers Hill, Little Waltham) (Boat Club Special Event) (Temporary 30 Speed Limit and Clearway) Order 2025
Notice is hereby given that the Essex County Council has made the above Order under section 14(1) of the Road Traffic Regulation Act 1984 (as amended).
Effect of the orders: 1. To temporarily introduce ‘No Stopping at Any Time’ on the following length of roads (and on verges) Road Direction Description A131 Essex Regiment Way Both carriageways From its junction with Back Lane north to its junction with Sheepcotes Roundabout. Wheelers Hill Both carriageways From its junction with A131 Essex Regiments Way Roundabout, east to its junction with Leighs Road. 2. To temporarily introduce a 30-mph speed limit on the following length of road. Road Direction Description A131 Essex Regiment Way Both carriageways From its junction with Back Lane north to its junction with Sheepcotes Roundabout. Wheelers Hill Both carriageways From its junction with A131 Essex Regiments Way Roundabout, east to its junction with Leighs Road. 3. To temporarily introduce prohibition of traffic on the following length of road, access only for buses. Location Description Diversion Wheelers Hill, Little Waltham From approximately 232 metres east of the A131 roundabout to its junction with Leighs Road. Leighs Road, Drakes Lane, Boreham Road, Main Road, A131 Braintree Road, A131 Essex Regiment Way, Wheelers Hill and vice versa.
The Order will come into effect on 05 July 2025 and may continue in force for 18 months unless extended by the Secretary of State.
(Albert Road, South Woodham Ferrers) (Temporary Prohibition of Traffic) Order 2025
Notice is hereby given that the Essex County Council intends, not less than seven days from the date of this notice, to make the above Order under section 14(1) of the Road Traffic Regulation Act 1984.
Effect of the order: To temporarily close that length of Albert Road, South Woodham Ferrers in the City of Chelmsford, from its junction with Coburg Place for a distance of approximately 60m in an easterly direction. The closure is scheduled to commence on 29th July 2025 for 7 days, or where stated on a valid permit (EC30028416623 – UK Power Networks). The scheduled dates may vary for these works with appropriate signs showing and/or displayed on one.network. The closure is required for the safety of the public and workforce while underground service works works are undertaken by UK Power Networks.
An alternative route is available via Albert Road, Hullbridge Road, Burnham Road, Ferrers Road and vice versa. The Order will come into effect on 10th July 2025 and may continue in force for 18 months or until the works have been completed, whichever is the earlier.
(Bell Street Great Baddow) (Temporary Prohibition of Traffic & Temporary Suspension of One Way) Order 2025
Notice is hereby given that the Essex County Council intends, not less than seven days from the date of this notice, to make the above Order under section 14(1) of the Road Traffic Regulation Act 1984.
Effect of the order: 1. To temporarily close that length of Bell Street, Great Baddow in the City of Chelmsford, from its junction with High Street for a distance of approximately 60m in a northerly direction. The closure is scheduled to commence on 28th July 2025 for 2 days, or where stated on a valid permit (AZ7011001429431 – Cadent). The scheduled dates may vary for these works with appropriate signs showing and/or displayed on one.network.
The closure is required for the safety of the public and workforce while new service connections works are undertaken by Cadent. 2. To temporarily suspend the one way in that length of Bell Street, Colchester in the City of Colchester as cited in “The Essex County Council (Prohibition of One Way) Order 1976 for the duration of the above closure only.
An alternative route is available via Pump Hill, High Street and vice versa. The Order will come into effect on 10th July 2025 and may continue in force for 18 months or until the works have been completed, whichever is the earlier.
(Brook End Road South, Chelmer Village) (Temporary Prohibition of Traffic) Order 2025
Notice is hereby given that the Essex County Council intends, not less than seven days from the date of this notice, to make the above Order under section 14(1) of the Road Traffic Regulation Act 1984.
Effect of the order: To temporarily close the length of Brook End Road South, Chelmer Village in the City of Chelmsford, from a point of approximately 280m south east then south west of its junction with Kingsford Drive for a distance of approximately 70m in a south easterly direction. The closure is scheduled to commence on 28th July 2025 for 5 days, or where stated on a valid permit (BC411SA002WF0M019M – Openreach). The scheduled dates may vary for these works with appropriate signs showing and/or displayed on one.network. The closure is required for the safety of the public and workforce while joint box and ducting works are undertaken by Openreach.
An alternative route is available via Brook End Road South, Kingsford Drive, Chelmer Valley Way, Sandford Mill Road, Storms Way, Brook End Road South and vice versa. The Order will come into effect on 10th July 2025 and may continue in force for 18 months or until the works have been completed, whichever is the earlier.
(Church Road, Ramsden Heath) (Temporary Prohibition of Traffic) Order 2025
Notice is hereby given that the Essex County Council intends, not less than seven days from the date of this notice, to make the above Order under section 14(1) of the Road Traffic Regulation Act 1984.
Effect of the order: To temporarily close that length of Church Road, Ramsden Heath in the City of Chelmsford, from its junction with Short Lane to its junction with De Beauvoir Chase a distance of approximately 530m. The closure is scheduled to commence on 28th July 2025 for 5 days, or where stated on a valid permit (EC30094730207 – UK Power Networks). The scheduled dates may vary for these works with appropriate signs showing and/or displayed on one.network. The closure is required for the safety of the public and workforce while new installation works works are undertaken by UK Power Networks.
An alternative route is available via London Road, Castledon Road, School Road, Downham Road and vice versa. The Order will come into effect on 10th July 2025 and may continue in force for 18 months or until the works have been completed, whichever is the earlier.
(Court Road, Broomfield) (Temporary Introduction of One Way) Order 2025 Notice is hereby given that the Essex County Council intends, not less than seven days from the date of this notice, to make the above Order under section 14(1) of the Road Traffic Regulation Act 1984.
Effect of the order: To temporarily introduce a one way restriction in that length of Court Road, Broomfield in the City of Chelmsford, from its junction with Hospital Approach for a distance of approximately 425m in a southerly, south easterly then easterly direction (traffic to travel in a southerly direction).
The restriction is scheduled to commence on 21st July 2025 for 40 days, or where stated on a valid permit (EP40059477912 – CGS Construction). The scheduled dates may vary for these works with appropriate signs showing and/or displayed on one.network. The restriction is required for the safety of the public and workforce while new bell mouth works are undertaken on Main Road by CGS Construction.
An alternative route is available via Hospital Approach, Main Road. The Order will come into effect on 10th July 2025 and may continue in force for 18 months or until the works have been completed, whichever is the earlier.
(A414 – Greenbury Way, Chelmsford, Greenbury Way/ Margaretting Road Roundabout/Highwood Road Roundabout/ Ongar Road West, Writtle, Ongar Road, Highwood) & (Bulimers Way, Writtle) (Temporary Introduction of a 40 MPH Speed Restriction) Order 2025
Notice is hereby given that the Essex County Council has made the above Order under section 14(1) of the Road Traffic Regulation Act 1984.
Effect of the order: 1. To temporarily introduce a 40mph speed limit in those lengths of A414 – Greenbury Way, Chelmsford, Greenbury Way/Margaretting Road Roundabout/Highwood Road Roundabout/ Ongar Road West, Writtle, Ongar Road, Highwood in the City of Chelmsford, from the junction with Bassetts Lane to the junctions with Writtle Bypass Roundabout a distance of approximately 8510m in both directions. 2. To temporarily introduce a 40mph speed limit in that length of Bulimers Way, Writtle in the City of Chelmsford, from its junctions with Highwood Road Roundabout to its junctions with Bypass Western Link a distance of approximately 310m in both directions.
The restrictions are scheduled to commence on 21st July 2025 for 40 days, or where stated on a valid permit (EP201EH2388288M, L, K, J, I, H & G – Essex County Council). The scheduled dates may vary for these works with appropriate signs showing and/or displayed on one.network. The restrictions are required for the safety of the public and workforce while new signage installation works are undertaken by Essex County Council.
The Order came into effect on 26th June 2025 and may continue in force for 18 months or until the works have been completed, whichever is the earlier.
