  • NOTICE IS HEREBY GIVEN that the Council of the London Borough of Newham proposes to make the above-mentioned Orders under Sections 6, 45, 46, 49 and 124 of the Road Traffic Regulation Act 1984, as amended.

  • The general effect of the Free Parking Places Order would be to install new inset footway 20 min maximum stay parking place with no return within 1 hour, operating on all days on the north-east side of Westfield Avenue, between a point 5.4 metres north-west of the north-western kerb-line of Turing Street and a point 8.6 metres south-east of that kerb-line.

  • The general effect of the Disabled Persons Community Parking Place Order would be to install new inset footway community disabled persons parking places at Westfield Avenue for the use of blue badge holders only, operating “at any time” on all days at the following locations:

    a) the north-east side, from a point 39 metres south-east of the south-eastern kerb-line of Layard Street south-eastward for a distance of 14 metres;

    b) the south-west side, from a point 34 metres north-west of the north-western kerb-line of Montfichet Road north-westward for a distance of 6.9 metres;

    c) the south side, from a point 5.8 metres west of the western kerb-line of an unnamed access road (opposite International Way) that extends southward to Stratford Cross property development site westward for a distance of 7 metres; and

    d) the south side, from a point 18 metres west of the western kerb-line of the above defined (as in para 3 (c)) unnamed access road westward for a distance of 14 metres.

  • The general effect of the Motor Cycle Parking Places Order would be to install a new inset footway Motor Cycle Parking Place, operating “at any time” on all days, on the north-east side of Westfield Avenue, from a point 19.8 metres north-west of the north-western kerb-line of Layard Street north-westward for a distance of 6.9 metres.

  • The general effect of the Prohibition of Stopping On Taxi Ranks Order would be to prohibit stopping by vehicles “at any time” on all days, except taxis, on a new Taxi Rank located within a footway layby on the north-east side of Westfield Avenue from a point 25.4 metres north-west of the south-eastern kerb-line of Four Dials north-westward for a distance of 15 metres.

  • The general effect of the Loading Bays Order would be to relocate existing loading bays and install new loading bays at Westfield Avenue operating “at any time” on all days for vehicles to load or unload only with a maximum stay of 1 hour and no return within 1 hour at the following locations:

    a) Relocate two existing loading bays, on the south-west side, between its junctions with Montfichet Road and Layard Street to the following locations:

    i) from a point 40.9 metres north-west of the north-western kerb-line of Montfichet Road north-westward for a distance of 13.9 metres; and

    ii) from a point 12.6 metres south-east of the south-eastern kerb-line of Layard Street south-eastward for a distance of 18 metres;

    b) to install new inset footway loading bays at the following locations:

    i) the north-east side, between a point 8.1 metres north-west of the north-western kerb-line of Layard Street and a point 1.9 metres south-east of that kerb-line;

    ii) the south-west side:

    A) from a point 4.4 metres south-east of the south-eastern kerb-line of Turing Street south-eastward for a distance of 14.4 metres; and

    B) from a point 35.8 metres north-west of the south-eastern kerb-line of Four Dials north-westward for a distance of 15.7 metres.

    1. The effect of the Prescribed Routes Order would be to:

      a) introduce left turn bans for vehicles:

      i) from Waterden Road into Olympic Park Avenue;

      ii) from the vehicle exit from No. 1 International Way into International Way;

      iii) from International Way into Roundhouse Lane;

      iv) from the access road to Westfield Service Yard into Westfield Avenue;

      b) introduce right turn bans for vehicles:

      i) from Western Avenue into Olympic Park Avenue;

      ii) from an unnamed access road (opposite International Way) that extends southward to Stratford Cross property development site on the south into Westfield Avenue;

      c) introduce “U” turn bans in:

      i) International Way, at an island gap near the vehicle entrance to No. 1 International Way:

      A) for any vehicle, excluding taxis, proceeding in the northbound carriageway;

      B) for any vehicle proceeding in the southbound carriageway;

      ii) Westfield Avenue, for any vehicle, in any direction; and

      d) convert the existing two-way working for vehicular traffic in Olympic Park Avenue (between its junctions with Anthems Way and Westfield Avenue) to one-way working from north to south only.

      d) convert the existing two-way working for vehicular traffic in Olympic Park Avenue (between its junctions with Anthems Way and Westfield Avenue) to one-way working from north to south only.

    2. The general effect of the Waiting and Loading Order would be to introduce waiting and loading restrictions at the following locations:

      a) loading restrictions operating ‘at any time’ (double kerb blips) in Westfield Avenue, both sides, excluding the lengths covered by the parking places and loading bays as detailed in paragraphs 2, 3, 4 and 6 above;

      b) waiting restrictions operating ‘at any time’ (double yellow lines) and loading restrictions operating ‘at any time’ (double kerb blips) in:

      i) Olympic Park Avenue, between its junctions with Anthems Way and Westfield Avenue, both sides; and

      ii) Roundhouse Lane, both sides, so much as is public highway.

    3. NOTICE IS ALSO HEREBY GIVEN that the Council, in accordance with Section 64 of the Highways Act 1980 intends to modify or remove the existing central reservation traffic separation strip traffic islands that are built within the dual carriageway at the following locations:

      a) Modification: International Way, between its junction with Roundhouse Lane and Westfield Avenue, the width of the existing central reservation traffic separation strip island to be modified along with the installation of a 5 metre length island gap within it, near its junction with the vehicle entrance to No. 1 International Way; and

      b) Removal: Westfield Avenue, between its junction with Montfichet Road and Olympic Park Avenue, the existing central reservation traffic separation strip traffic island of the two-lane dual carriageway to be removed and this section to form part of widening to the south-west side footway – see paragraph No. 10 e) ii).

    4. FURTHER NOTICE IS HEREBY GIVEN that the Council, in accordance with sections 65, 66 and 75 of the Highways Act 1980, intends to convert, modify or re-create certain lengths of the footway and carriageway to include the installation of segregated cycle tracks for use by cyclists only as follows:

      a) Anthems Way, the south side, from the eastern kerb-line of Olympic Park Avenue eastward for a distance of 14.3 metres, the existing pedestrian use only footway to be modified to become shared used by pedestrians and pedal cyclists use only;

      b) International Way;

      i) between its junctions with Roundhouse Lane and Westfield Avenue, footway and carriageway to be adjusted to suit the modifications to central reservation strip traffic island;

      ii) between Westfield Avenue and the vehicle entrance of No. 1 International Way, segregated cycle track for cyclists use only to be installed within the footway on either side;

      c) Olympic Park Avenue (single-lane dual carriageway section between its junctions with Anthems Way and Westfield Avenue)

      i) existing advisory flow cycle lanes within the north and southbound carriageways to be removed;

      ii) northbound carriageway lane to be closed to vehicular traffic and converted to segregated 2-way cycle track for pedal cyclists use only;

      iii) southbound carriageway to form one-way working single carriageway for vehicular traffic;

      iv) footway on the easternmost and westernmost sides to be widened;

      d) Waterden Road, existing four-lane carriageway to become single carriageway with single lane in either direction to facilitate footway widening; and

      e) Westfield Avenue:

      i) the existing north-west bound carriageway lanes to be closed and the remaining south-eastbound carriageway lanes to be converted as two-way working single carriageway with single lane in either direction for vehicular traffic (existing left and right turning filtered carriageway lanes from Westfield Avenue into International Way would remain);

      ii) the existing footway on the south-west side to be modified and widened to enclose the closure sections of the north-westbound carriageway lanes and the central reservation traffic separation strip traffic island to install (i) new segregated two-way cycle track for pedal cyclists use only. Note: the new lengths of segregated cycle track and the existing intermittent lengths of segregated two-way cycle track are to be aligned to form a single continuous track throughout;

      iii) the existing segregated cycle track on the north-eastern footway between International Way and Olympic Park Avenue to be removed and revert back to footway that is to be widened for “pedestrian use only”;

      The two-way cycle tracks which will have a width throughout of between 3.5 and 4 metres are proposed to aid cyclists to link with existing and new cycle links and networks along key routes, and to avoid fast moving traffic on the carriageways. Priority is maintained for pedestrians when entering or crossing segregated cycle tracks from the footways.

      1. FURTHER NOTICE IS HEREBY GIVEN that, in pursuance of the Highways Act 1980 (Section 90A–90F), the Council of the London Borough of Newham proposes:

        a) to construct Copenhagen Style Blended (raised) Crossings at the following locations:

        in an unnamed access road (opposite International Way) that extends southward to Stratford Cross property development site, Turing Road, Layard Street and both the ingress and egress carriageways of Glass Gardens at their junctions with Westfield Avenue (shared highway and footway space for moving vehicles and pedestrians);

        These would be elevated sections of footway, between 75 mm and 100 mm higher at their highest points than the surrounding carriageway, or at an equal level with the surrounding carriageway and extending across the full width of the carriageway with the ramp gradients of between 1:10 and 1:15 and with a length of up to 7.4 metres;

      b) to install raised tables (road humps) at Waterden Road, with its centreline at midway between its junctions with Marshgate Lane and Olympic Park Avenue;

      The raised tables (road humps) would be constructed in accordance with the Highways (Road Humps) Regulations 1999 and would be no more than 100 mm in height, they would be flush with the existing kerb-lines and the ramps on each side would have a gradient of 1:20.

      1. FURTHER NOTICE IS HEREBY GIVEN that, in pursuance of the Highways Act 1980 (Section 90G–90I), the Council proposes to remove or modify the existing traffic islands and to construct new kerb build-outs as follows:

        a) International Way:

        i) near north of its junction with Roundhouse Lane, the existing centre traffic separation island to be relocated north to enable installation of a new pedestrian crossing – see paragraph No. 13 (b)(ii)(A) below;

        ii) near north of its junction with Westfield Avenue, new kerb build-out to enclose the existing traffic splitter island at the north-western corner of its junction with Westfield Avenue and to continue north up to the vehicle entrance to No. 1 International Way;

      b) the access road to Westfield Western Service Yard: new kerb build-outs on the north side and at the south-eastern corner of its junction with Westfield Avenue;

      c) Olympic Park Avenue:

      i) near north of its junction with Westfield Avenue:

      A) removal of the existing centre pedestrian refuge traffic islands on either side of the pelican pedestrian crossing;

      B) installation of new kerb build-out at the north-western corner of its junction with Westfield Avenue;

      ii) near south of its junction with Anthems Way:

      A) modifications to the existing centre pedestrian refuge traffic island;

      B) new kerb build-out across the cycle track convert northbound carriageway for a length of 4.9 metres;

      d) Roundhouse Lane, near north-east of its junction with International Way:

      i) the north-west side, to install new 1.8 metre width kerb build-out from the north-eastern kerb-line of International Way north-eastward for a distance of 11.1 metres;

      ii) to remove the existing centre pedestrian refuge traffic island of the staggered pedestrian crossing; and

      e) Westfield Avenue, near north-west of its junction with Montfichet Road, to remove the existing centre pedestrian refuge traffic island of the staggered pedestrian crossing.

      1. FURTHER NOTICE IS HEREBY GIVEN under Section 23 of the Road Traffic Regulation Act 1984 that the Council proposes to modify the existing and install various new types of crossings as follows:

      a) Modifications to the existing crossings:

      i) Westfield Avenue (the two-lane dual to single carriageway conversion)

      A) near north-west of its junction with Montfichet Road, the existing staggered pelican pedestrian crossing to be converted and realigned with its centreline at a distance of 9.7 metres north-west of the north-western kerb-line of Montfichet Road;

      B) at its junctions with Chestnut Plaza / Endeavour Square, modifications but with no changes to the centreline alignment;

      C) at its junction with Four Dials, raised pelican pedestrian crossing with its centreline at a distance of 2.4 metres south-east of the south-eastern kerb-line of Four Dials;

      D) near south-east of its junction with Station Lane (Passage), raised pelican pedestrian crossing with its centreline at a distance of 12 metres south-east of the north-western kerb-line of Station Lane (Passage);

      E) immediately west of its junction with International Way, the existing pelican pedestrian crossing to be modified as a single crossing and to form part of a new cycle track / pedestrian pelican parallel crossing – see paragraph No. 13 (b)(v)(A) below;

      F) immediately east of its junction with Olympic Park Avenue, the existing staggered pelican pedestrian crossing to be modified with its centreline at a distance of 5.1 metres south-east of the southernmost kerb-line of the access road to Westfield Western Service Yard;

      ii) International Way, immediately north of its junction with Westfield Avenue, the existing pelican pedestrian crossing to be modified and realigned with its centre line at a distance of 7.3 metres north of the northernmost kerb-line of the access road to Westfield Service Yard (measured from the east side);

      iii) Roundhouse Lane, immediately north-east of its junction with International Way, the existing staggered pelican pedestrian crossing to be modified with its centreline at a distance of 4.2 metres north-east of the eastern kerb-line of International Way (measured from the north-west side);

      iv) Olympic Park Avenue (the new single carriageway conversion length between its junctions with Anthems Way and Westfield Avenue)

      A) immediately north of its junction with Westfield Avenue, the existing toucan crossing to be modified and realigned with its centreline at a distance of 5.2 metres north of the northern kerb-line of Westfield Avenue;

      B) immediately south of its junction with Anthems Way, the existing raised zebra pedestrian crossing to be modified and realigned and form part of the new cycle track/zebra pedestrian parallel crossing – see paragraph No. 14 (b)(ii)(A) below;

      b) New various types of crossings:

      i) Cycle track crossings at:

      A) Montfichet Road, near south-west of its junction with Westfield Avenue, with its centreline at a distance of 6.5 metres south-west of the south-western kerb-line of Westfield Avenue;

      B) Westfield Avenue, near east of its junction with International Way, with its centreline at a distance of 3.7 metres east of the eastern kerb-line of International Way;

      ii) Pelican pedestrian crossings at:

      A) International Way, near north of its junction with Roundhouse Lane, with its centreline at a distance of 4.3 metres north of the northern kerb-line of the vehicle exit from No. 1 International Way;

      B) The vehicle exit from No. 1 International Way, with its centreline at a distance of 3 metres west of the western kerb-line of International Way;

      C) Westfield Avenue, near south-east of International Way, with its centreline at a distance of 5.1 metres south-east of the southern kerb-line of the access road to Westfield Western Service Yard;

      D) Access road to Westfield Western Service Yard, with its centreline at a distance of 8.4 metres east of the eastern kerb-line of International Way;

      iii) Uncontrolled raised pedestrian crossing: Waterden Road, with its centreline midway between its junctions with Marshgate Lane and Olympic Park Avenue – see paragraph No. 11 (b) above;

      iv) Cycle track / pedestrian parallel crossings at:

      A) Westfield Avenue, west of its junction with International Way, with its centreline at a distance of 6.2 metres west of the western kerb-line of International Way – see paragraph No. 13 (a)(i)(E) above;

      B) Westfield Avenue, west of its junction with Olympic Park Avenue, with its centreline at a distance of 6.8 metres west of the western kerb-line of Redman Place;

      v) Cycle track / zebra pedestrian parallel crossing at Olympic Park Avenue, south of its junction with Anthems Way, with its centreline at a distance of 8.9 metres south of the southern kerb-line of Anthems Way;

      1. FURTHER NOTICE IS HEREBY GIVEN under Section 23 of the Road Traffic Regulation Act 1984 that the Council proposes to install new uncontrolled and zebra pedestrian crossings to facilitate pedestrians to cross the segregated two-way cycle tracks as follows:

      a) Uncontrolled pedestrian crossing at Waterden Road, the south side, with its centreline midway between its junctions with Marshgate Lane and Olympic Park Avenue;

      b) Zebra pedestrian crossings at the following locations:

      i) International Way:

      A) the east side, the centreline at a distance of 12.4 metres north of the northern kerb-line of the access road to Westfield Service Yard;

      B) the west side, the centreline at a distance of 12.4 metres north of the northern kerb-line of Westfield Avenue;

      ii) Olympic Park Avenue, the west side, raised crossings:

      A) near south of its junction with Anthems Way, with its centreline at a distance of 10.9 metres south of the southern kerb-line of Anthems Way forming part of a cycle track/zebra pedestrian parallel crossing – see paragraph No. 13 (a)(iv)(B) above;

      B) near north-east of its junction with Westfield Avenue, with its centreline at a distance of 7.5 metres north-east of the northern kerb-line of Westfield Avenue;

      iii) Westfield Avenue, the south and south-west side:

      A) with its centreline at a distance of 5.5 metres west of the western kerb-line of Redman Place;

      B) with its centreline at a distance of 12 metres east of the eastern kerb-line of Redman Place;

      C) with its centreline at a distance of 12.3 metres north-west of the north-western kerb-line of an unnamed access road (opposite International Way) that extends southward to Stratford Cross new property development site;

      D) with its centreline at a distance of 6.4 metres south-east of the south-eastern kerb-line of an unnamed access road (opposite International Way) that extends southward to Stratford Cross new property development site;

      E) with its centreline at a distance of 5.2 metres south-east of the centreline of a new pelican crossing immediately south-east of its junction with International Way – see paragraph No. 13 (a)(i)(F) above;

      F) with its centreline at a distance of 6.6 metres south-east of the north-western kerb-line of Station Lane (Passage);

      G) with its centreline at a distance of 3.3 metres north-west of the south-eastern kerb-line of Four Dials;

      H) a raised crossing, with its centreline at a distance of 13.4 metres north-west of the north-western kerb-line of Layard Street;

      I) a raised crossing, with its centreline at a distance of 42.8 metres north-west of the north-western kerb-line of Montfichet Road; and

      J) a raised crossing, with its centreline at a distance of 14.9 metres north-west of the north-western kerb-line of Montfichet Road.
