What is happening?

(VARIOUS ROADS – THE VALE OF WHITE HORSE DISTRICT

EXCLUDING THE PARISH OF NORTH HINKSEY) (MAP BASED) (PROHIBITION AND RESTRICTION OF WAITING AND PERMITTED PARKING) (VARIATION NO.*) ORDER 20

NOTICE is given that Oxfordshire County Council proposes to make the above order under the Road Traffic Regulation Act 1984 and all enabling powers. The effect of the Order is to help better manage the provision of residential parking in the ‘Cock Street’ area of Abingdon, by introducing new & amending existing parking restrictions as follows:

  1. Proposed parking places:

    a) New parking ‘Shared-use Permit holders or 2 hours No return within 1 hour’ (Monday to Saturday, 8am-6pm) areas will be introduced on lengths of Bostock Road, Conduit Road, Edward Street, Exbourne Road, Mayotts Road, Meadowside, Mullard Way, Cock Street, Saint Michaels Avenue, Tower Close, and

    Victoria Road – with exceptions for any additional separately signed & marked bays.

b) New ‘Shared-use Permit holders or 2 hours no return within 1 hour’ (Monday to Saturday, 8am-6pm) parking bays will be introduced as follows – in place of the existing ‘Time-limited 2 hour’ parking provision:

i) Cock Street – North side: three bays, in the lay-bys adjacent to Nos.169-171a, Nos.121-133, and Nos.99-109.

ii) Cock Street – South side: three bays, in the lay-bys adjacent to ‘OSC’ Mayott House, nos.152-162, and Nos.242-262.

c) New ‘Time-limited 4 hours waiting No return within 1 hour’ (Monday to Saturday, 8am-6pm) parking bays will be introduced as follows:

i) Conduit Road – East side: four bays – adjacent to Trinity House, Trinity Church & Trinity Church Hall, in place of the existing ‘Time-limited 2 hour’ parking provision.

ii) Edward Street – North side: two bays, adjacent to commercial premises & Nos.2-6, in place of currently unrestricted parking.

d) All existing ‘Disabled Persons Parking Places’ (DPPPs) will remain unaffected by these proposals.

  1. Proposed parking restrictions:

    a) New ‘No Waiting at Any Time’ restriction (Double yellow lines) will be introduced as follows:

    i) Bostock Road – Both sides: either side of its junctions with Saint Michaels Avenue & Exbourne Road.

    ii) Mayotts Road – Both sides: at its junction with Cock Street & at the end of the cul-de-sac, East side – adjacent to the entrance to Carswell Court.

    iii) Meadowside – West side: replacing the existing ‘Time-limited’ waiting restrictions (Single yellow lines) south of its junctions

    with Cock Street & Exbourne Road.

    iv) Mullard Way – West side: replacing the existing ‘Time-limited’ waiting restrictions (Single yellow lines) south of its junctions with Bostock Road, East & South side: for its entire length.

    v) Victoria Road – Both sides: either side of its junctions with Edward Street, Bostock Road, and Edward Street.

b) Existing ‘Time-limited’ waiting restrictions (Single yellow lines – currently 9am-5pm) will be changed to be in effect on ‘Monday to Saturday, 8am-6pm’ as follows:

i) Bostock Road – South side: between its junctions with Conduit Road & Mullard Way, and adjacent to Nos.36-52, North side: adjacent to Nos.33-59

ii) Saint Michaels Avenue – Both sides: for its entire length,

leaving the current section adjacent to Nos.1-4 unrestricted.

c) Existing ‘No Waiting Monday to Saturday, 8am-6pm’ (Single yellow lines) will be removed on Conduit Road – East side: between No.3 & the Trinity Church Hall.

d) Existing ‘Time-limited 2 hours parking (Monday to Saturday, 8am-6pm) will be removed on Conduit Road West side: five bays, between Nos.8-20.

  1. Eligible properties:

    Residents of specified properties within Bostock Road, Conduit Road, Edward Street, Exbourne Road, Mayotts Road, Meadowside, Mullard Way, Cock Street, Park Road, Saint Michaels Avenue, Spring Road, Tower Close, and Victoria Road will be able to apply for annual Residents and Visitors’ Parking Permits. A local identifier of ‘AO’ will be shown on permits and on road signage where restrictions apply.

  2. Residents permits:

    Available via the Council online portal or using forms downloaded, permits will be limited to one per resident with a maximum of two permits per property. A resident may obtain a temporary permit for a replacement vehicle while their permanent vehicle is off the road.

  3. Visitors permits:

    Will be available for residents at the specified addresses, usually a maximum of 50 days’ worth of permits will be issued per year and provided in blocks of 25. A temporary resident will be entitled to 25 visitors permits.

  4. Charges:

    a) For residents, per permit will be £132 per annum (to be confirmed following internal Officer review). Visitors permits for residents aged 70 or over will be free of charge. For other residents the first block of 25 visitors permits will be free and the second block will be £31.50.

b) Contractors may apply for a permit to use a resident’s parking place at a charge of £31.50 for any period not exceeding 1 week.

  1. Other Matters:

    a) A permit may be withdrawn if found to be granted based on false information, or a permit has not been used in accordance with the provisions of the Order, where it has been abused, or where the agreed terms have not been complied with. This may result in suspension of eligibility for further permits.

    b) Exemptions to the waiting restrictions and the restrictions on the use of parking places will include the usual statutory ones. For disabled badge holders (maximum of three hours where ‘No Waiting’ restrictions are in force), carers permit holders, emergency services, local authority and highway authority vehicles, loading and unloading, people boarding or alighting a vehicle, undertakers, gas, water, electricity, telecoms providers and vehicles being used in connection with road works and works to the utility services, and for funeral hearses.

c) The Oxfordshire County Council (Various Roads – Vale of White Horse District Excluding The Parish of North Hinksey) (Map Based) (Prohibition and Restriction of Waiting and Permitted Parking) Order 2021 will be further amended, updating Map Tiles: ‘FX60’, FX61’, FY60’, and FY61’ in the process.

(EAST CHALLOW AND WEST CHALLOW PARISHES) (SPEED

LIMITS) ORDER 2025

NOTICE is given that on 30 June 2025 Oxfordshire County Council made the above order under the Road Traffic Regulation Act 1984. The order, which comes into force on 7 July introduces a 20mph speed limit in East Challow, replacing the majority of the 30mph speed limit in the process, leading out to the following points:

  1. Canal Way – its junction with the A417 Main Street,

  2. Claypit Lane – its junction with the A417 Main Street,

  3. Letcombe Hill – its junction with the A417 Challow Road,

  4. Main Street (both junctions) – its junction with the A417 Main Street,

  5. St Nicholas Place – its junction with the A417 Main Street,

  6. Vicarage Hill – its junction with the B4507 Ickleton Road,

  7. Windmill Place – a point 50 metres west of its junction with Sarajac Avenue.

Also, a 20mph speed limit is introduced on that part of the A417 Main Street between a point 55 metres north of its junction with Letcombe Hill & a point 50 metres northwest of its junction with Claypit Lane. Parts of the current 30mph speed limit will remain at the northern & southern ends of the A417 Faringdon/Challow Road, and the 50mph speed limit on the A417 Faringdon Road also remains unaffected.

The Oxfordshire County Council (East and West Challow Parishes) (Speed Limits) Order 2023 is revoked/replaced as necessary. (DIDCOT AREA) (SPEED LIMITS) ORDER 2025

NOTICE is given that on 30 June 2025 Oxfordshire County Council made the above order under the Road Traffic Regulation Act 1984. The order, which comes into force on 7 July extends the 20mph speed limit in the ‘Ladygrove’ area of Didcot, to cover that part of the town largely located south of the rail line, thereby replacing the

majority of the 30mph speed limit in the town in the process. The Oxfordshire County Council (Didcot Area) (Speed Limits) Order 2024 is revoked/replaced.

The effect of the Order is to help better manage the provision of residential parking in the ‘Central North’ area of Abingdon by introducing new & amending existing parking restrictions as follows:

  1. Proposed parking places:

    a) New ‘Residents permit holders parking only’ areas (Monday to Saturday, 8am-6pm) will be introduced on lengths of Abbott Road, Aston Close, Bath Street (service road), Clifton Drive, Fitzhary’s Road, Kingston Close, Letcombe Avenue, Nuneham Square, Stanford Drive, Sutton Close, The Holt, The Motte, and Theiserger Road – allowing only permit holders to park on unrestricted parts of the highway during the times of operation, with exceptions for any additional separately signed & marked bays.

b) New ‘Residents permit holders parking only’ parking bays (Monday to Saturday, 8am-6pm) will be introduced on Withington Court – South side: between Nos.15 & 17 , West side: adjacent to Nos.28-32, in place of the existing ‘Permit holders only’ parking provision.

c) New ‘Shared-use Permit holders or 2 hours no return within 1 hour’ (Monday to Saturday, 8am-6pm) parking bays will be introduced as follows:

i) Clifton Drive – South side: adjacent to the ‘Castle Mound’ in place of currently unrestricted parking,

ii) Fitzhary’s Road – West side: adjacent to Nos.2-20, in place of existing ‘No Waiting Monday to Friday, 10am-11am’ (Single yellow lines), East side: between its junctions with Clifton Drive & Kingston Close, in place of currently unrestricted parking, South side: between its junctions with Sutton Close & Aston Close, in place of currently unrestricted parking.

iii) Nuneham Square – West side: adjacent to Nos.3 & 1a, in place of currently unrestricted parking.

iv) Stanford Drive – West side: adjacent to Nos.1-3, in place of currently unrestricted parking.

d) New ‘Shared-use Permit holders or Pay & Display’ (Monday to Saturday, 8am-6pm) parking bays will replace the existing P&D parking on Withington Court – west side: two bays, adjacent to ‘Willow Cottage’ & ‘Stert Cottage’, North side: adjacent to Nos.1 & 2.4

e) All existing ‘Disabled Persons Parking Places’ (DPPPs) will remain unaffected by these proposals.

  1. Proposed parking restrictions:

    a) New ‘No Waiting at Any Time’ restriction (Double yellow lines) will be introduced as follows:

    i) Abbott Road – South side: around its junctions with Thesiger Road & Oxford Road, North side: around its junction with Oxford Road,

    ii) Boxhill Walk – South side: adjacent to Nos.2-12, in place of the existing ‘No Waiting Monday to Friday, 8am-4pm’ (Single yellow lines),

    iii) Clifton Drive – East side: adjacent to the turning circle, extending the existing restriction northwards , and at the turning circle at the end of the cul-de-sac,

    iv) Oxford Road – West side: between its junction with Abbott Road & The Holt,

    v) Oxford Road service road – Both sides: between its junction with Abbott Road & The Holt,

    vi) Withington Court – Both sides: from its junction with The Motte to the end of the cul-de-sac, in place of the existing ‘No Waiting Monday to Saturday, 8am-6pm’ (Single yellow lines).

b) Existing ‘Time-limited’ waiting restrictions (Single yellow lines) will be changed to be in effect on ‘Monday to Saturday, 8am-6pm’ as follows:

i) Fitzhary’s Road – East side: adjacent to Nos.1-13 (currently Monday to Friday, 8am-4pm),

ii) The Motte – around the turning circle at the end of the cul-de-sac (currently Monday to Saturday, 9am-5pm).

c) Existing ‘Time-limited’ waiting restrictions (No Waiting Monday to Friday 8am to 4pm) will be removed as follows:

i) Aston Close – Both sides: for its entire length,

ii) Clifton Drive – West side: adjacent to Nos.2-8,

iii) Fitzhary’s Road – East side: adjacent to Nos.15-27, West side: between its junctions with Letcombe Avenue & Stanford Drive,

iv) Kingston Close – Both sides: for its entire length,

v) Letcombe Avenue – Northern carriageway North side & Southern carriageway South side: between its junctions with Fitzhary’s Road & Nuneham Square,

vi) Nuneham Square – External kerb line: adjacent to Nos.1a-18,

vii) Stanford Drive – North side: adjacent to Nos.4-12,

viii) Sutton Close – Both sides: for its entire length,

ix) The Holt – Both sides: from adjacent to No.1 & its junction with Dobson Court, to the end of the cul-de-sac,

x) The Motte – Both sides: from adjacent to Nos.12 & 39, to the end of the cul-de-sac.

 

3. Eligible properties:

Residents of specified properties within Abbott Road, Aston Close, Bath Street, (service road), Clifton Drive, Fitzhary’s Road, Kingston Close, Letcombe Avenue, Nuneham Square, Oxford Road, Stanford Drive, Sutton Close, The Holt, The Motte, Thesiger Road, Vineyard, and Withington Court will be able to apply for annual Residents and Visitors’ Parking Permits. A local identifier of ‘AN’ will be shown on permits and on road signage where restrictions apply.

4. Residents permits:

c) The Oxfordshire County Council (Various Roads – Vale of White Horse District Excluding The Parish of North Hinksey) (Map Based) (Prohibition and Restriction of Waiting and Permitted Parking) Order 2021 will be further amended, updating Map Tiles: ‘FV61’, ‘FV62’, ‘FV63’, ‘FW61’, ‘FW62’, ‘FW63’, and ‘FX62’

in the process.

d) There is also a minor administrative change to clarify wording in the order regarding eligibility for a limit of two permits for each property.

ROAD TRAFFIC REGULATION ACT 1984 – SECTION 14(1)

Notice of Temporary Traffic Order

Kidmore End & Sonning Common, Chalkhouse Green Road

Prohibition of Through Traffic

Date of Order: 30 June 2025

Coming into force: 7 July 2025

This Order is being introduced because of installation of fibre cabling work which is anticipated to take 2 weeks to complete.

The effect of the Order is to temporarily prohibit vehicles proceeding in the northern half of Chalkhouse Green Road. Appropriate traffic signs will be displayed to indicate when the measures are in force. Exemptions are included for emergency services and for the works and for access to premises which are only accessible from the closed section of road. Traffic will be diverted via turn onto Kidmore Lane – at the end of the road turn right onto Kennylands Road – continue for 1.6km then turn right onto B481 – continue on B481 as it bears round to the right – turn left onto Chalkhouse Green Lane and vice versa.

This Order will remain in force for a maximum period of 18 months or until the works have been completed whichever is the sooner.

Prohibition of Through Traffic

Date of Order: 30 June 2025

Coming into force: 7 July 2025

This Order is being introduced because of drainage improvement works which are anticipated to be completed by 11 July 2025. This is a 24 hour road closure.

The effect of the Order is to temporarily prohibit any vehicle proceeding in Digging Lane. Appropriate traffic signs will bedisplayed to indicate when the measures are in force.

Prohibition of Through Traffic

Date of Order: 30 June 2025

Coming into force: 7 July 2025

This Order is being introduced because of ducting works for fibre broadband which are anticipated to be completed on 15 July 2025.

The effect of the Order is to temporarily prohibit any vehicle proceeding in Coates Lane from the junction with The Green to past the water tower. Appropriate traffic signs will be displayed to indicate when the measures are in force. Exemptions are included for emergency services and for the works and for access to premises which are only accessible from the closed section of road. The alternative route for traffic will be signed locally.

This Order will remain in force for a maximum period of 18 months or until the works have been completed whichever is the sooner.

Waterperry with Thomley, Waterperry Road (Overbridge on M40)

Prohibition of Through Traffic

Date of Order: 30 June 2025

Coming into force: 14 July 2025

This Order is being introduced because of replacement of bridge expansion joints which are anticipated to take 8 days to complete.

The effect of the Order is to temporarily prohibit vehicles proceeding in the section of Waterperry Road as is carried by the M40 overbridge. Appropriate traffic signs will be displayed to indicate when the measures are in force. Exemptions are included for emergency services and for the works and for access to premises which are only accessible from the closed section of road. Traffic will be diverted via Waterperry Road – then turn right onto Old London Road – turn right onto London Road – continue straight onto Park Hill – continue onto the A40 – turn right onto Bayswater Road – turn right onto B4027 Wheatley Road – turn Left onto Mill Street – turn Right onto Menmarsh Road. The opposite route is the reverse.

This Order will remain in force for a maximum period of 18 months or until the works have been completed whichever is the sooner.

This Order is being introduced because of replacement of the bridge expansion joints which are anticipated to take 8 days to complete.

The effect of the Order is to temporarily prohibit vehicles proceeding in the section of Menmarsh Road as is carried by the M40 overbridge. Appropriate traffic signs will be displayed to indicate when the measures are in force. Exemptions are included for emergency services and for the works and for access to premises which are only accessible from the closed section of road. Traffic will be diverted via turn right on to Clifden Road and continue onto Waterperry Road – turn right onto Old London Road – turn right onto London Road – continue straight onto Park Hill – continue onto the A40 – turn right onto Bayswater Road – turn right onto B4027 Wheatley Road – turn Left onto Mill Street – turn Right onto Menmarsh Road. The opposite route is the reverse.

This Order will remain in force for a maximum period of 18 months or until the works have been completed whichever is the sooner.

Watlington (Christmas Common), Hollandridge Lane

Prohibition of Through Traffic

Date of Order: 7 July 2025

Coming into force: 14 July 2025

This Order is being introduced because of excavation for fibre cable installation works which is anticipated to take 10 days to complete.

The effect of the Order is to temporarily prohibit vehicles proceeding in the that section of Hollandridge Lane past Queen Wood Farm to the junction at Christmas Common. Appropriate traffic signs will be displayed to indicate when the measures are in force. Exemptions are included for emergency services and for the works and for access to premises which are only accessible from the closed section of road. Traffic will be diverted via Hollandridge Lane north to the junction approx 206m – take a left onto Nettlebed Henley/Greendfield – Christmas Common – follow for approx 2.86km – take a left onto B480/Patemore Lane and continue for approx 4.54km – take a left onto Hollandridge Lane and see the other side of the road closure after approx 3.74km and vice versa.

This Order will remain in force for a maximum period of 18 months or until the works have been completed whichever is the sooner.

Prohibition of Through Traffic

Date of Order: 30 June 2025

Coming into force: 22 July 2025

This Order is being introduced because of fibre cable excavations which is anticipated to take 7 days to complete.

The effect of the Order is to temporarily prohibit vehicles proceeding in that section of Ferry Road between Cross Ways and The Willows. Appropriate traffic signs will be displayed to indicate when the measures are in force. Exemptions are included for emergency services and for the works and for access to premises which are only accessible from the closed section of road. Traffic will be diverted via turn Left off Woodcote Road – follow Wallingford Road/B4009 – approximately 460 metres from junction – turn right on to south bank and follow the road round the right corner and or vice versa.

This Order will remain in force for a maximum period of 18 months or until the works have been completed whichever is the sooner.
