  1. NOTICE IS HEREBY GIVEN that the Council of the London Borough of Merton propose to make the above-mentioned Orders under sections 6, 45, 46, 49 and 124 of, and Part IV of Schedule 9 to, the Road Traffic Regulation Act 1984, as amended and all other enabling powers.

  2. The general effect of the ‘Electric Vehicle Charging Points’ Order would be to: -

    (a) designate parking places for electric vehicle charging at the locations listed in the Schedules to this notice;

    (b) provide that the parking places would operate at all times, unless otherwise stated;

    (c) specify that the parking places listed in Schedule 1 to this notice would be available for fully electric and plug-in hybrid electric vehicles only, for up to 12 hours, without charge, provided that any electric vehicle is connected via a charging lead to a lamp column upgraded to enable electric charging at all times while it is left in a parking place. Electric vehicles having left a parking place for electric vehicle charging would be able to return after 4 hours have elapsed;

    (d) specify that the parking places in the controlled parking zones referred to in Schedule 2 to this notice would be available for fully electric and plug-in hybrid electric vehicles only, for up to 12 hours, provided that during controlled parking zone operating hours the vehicle displays a valid permit for the relevant controlled parking zone.

  1. The general effect of the ‘Parking Places Amendment’ Orders would be to remove lengths of parking place in the lengths of roads listed in Schedule 2 to this notice and make amendments to accommodate the introduction of parking places designated for electric vehicle charging.

  2. A copy of the proposed Orders and other documents giving more detailed particulars of the Orders, including plans which indicate the lengths of road to which the Orders relate can be inspected Monday to Friday during normal office hours at Merton Link, Merton Civic Centre, London Road, Morden.   3. Any person desiring to comment on the proposed Orders should send a statement in writing of their representations or objections and the grounds thereof, to the Environment, Civic Pride and Climate Department at the Merton Civic Centre, London Road, Morden SM4 5DX, or alternatively by email to trafficandhighways@merton.gov.uk quoting reference ES/EV/2025/batch20, no later than 18 July 2025.

Proposed Electric Vehicle Charging Parking Places Not in a Controlled Parking Zone

  • COMBERMERE ROAD, SM4 6RD; the south-west side, from a point 14.5 metres north-east of its junction with Canterbury Road, north-eastward for a distance of 6 metres.

  • DORCHESTER ROAD, SM4 6QE; the east side, from a point 5.9 metres north of the northern kerb-line of the access road to No. 40 Dorchester Road, northward for a distance of 6 metres.

GREEN LANE, SM4 5NX; the south-west side, from a point 14.5 metres north-west of the southeastern property boundary of Alban Dobson House, north-westward for a distance of 6 metres.

RAVENSBURY AVENUE, SM4 6ET; the north-west side, from a point 3.5 metres north-east of the property boundary of No. 2 Ravensbury Avenue and No. 21 Arras Road, north-eastward for a distance of 5.5 metres.

Proposed Electric Vehicle Charging Parking Places in Controlled Parking Zone A1 – CPZ Permit Required

  • BRONSON ROAD, SW20; the north-east side, from a point 8.7 metres south-east of its junction with Kingston Road, south-eastward for a distance of 5.5 metres.

  • CHESTNUT ROAD, SW20; the south-west side, from a point 2 metres north-west of the property boundary of No. 18 Bushey Road and No. 83 Chestnut Road, south-eastward for a distance of 6 metres.

  • DUPONT ROAD, SW20; the south-west side, from a point 0.5 metre north-west of the south-eastern property boundary of No. 105 Dupont Road, south-eastward for a distance of 4.7 metres.

  • OXFORD AVENUE, SW20; the south-west side, from a point 13.1 metres north-west of its junction with Kingston Road, north-westward for a distance of 5.7 metres.

  • AVENUE ROAD, SW20 0QT; the north-west side, from a point 9.5 metres north-east of its junction with Coombe Lane, north-eastward for a distance of 5.5 metres.
