NOTICE IS HEREBY GIVEN that the Council of the London Borough of Merton propose to make the above-mentioned Orders under the powers conferred by sections 6, 45, 46, 49 and 124 of, and Part IV of Schedule 9 to, the Road Traffic Regulation Act 1984 as amended.
The general effect of the ‘Free Parking Places’ Order would be to:-
(a) designate a parking place on the carriageway, 6.6 metres in length, at each of the locations listed in the Schedule to this Notice, in which vehicles authorised by the Order may be left for any period without charge;
(b) provide that the parking places would operate at all times, unless otherwise stated;
(c) specify, in respect of the parking places, that vehicles displaying in the relevant position, a disabled persons badge (commonly referred to as “the Blue Badge”) issued by any local authority under the provisions of the Disabled Persons (Badges for Motor Vehicles) Regulations 2000 may be left therein;
(d) provide that certain vehicles may wait in the parking places in certain circumstances, e.g. to allow persons to board or alight (maximum 2 minutes), to load or unload (maximum 20 minutes), etc.
The general effect of the ‘Parking Places Amendment’ Orders would be to shorten in length existing permit only parking places to facilitate the introduction of disabled persons parking place in certain roads.
A copy of the proposed Orders and other documents giving more detailed particulars of the Orders, including plans which show the exact lengths of road to which the Orders relate can be inspected Monday to Friday during normal office hours at Merton Link, Merton Civic Centre, London Road, Morden.
Any person desiring to comment on the proposed Orders should send a statement in writing of their representations or objections and the grounds thereof, to the Environment, Civic Pride and Climate Department at the Merton Civic Centre, London Road, Morden SM4 5DX, or alternatively e-mail trafficandhighways@merton.gov.uk quoting reference ES/DPPPT1, no later than 18 July 2025.

ROAD TRAFFIC REGULATION ACT 1984 - SECTIONS 14(1)

(RIDGWAY PLACE, SW19)
(TEMPORARY RESTRICTION OF TRAFFIC)
(AMENDMENT NO. 1) ORDER 2025
The Council of the London Borough of Merton hereby give notice that to facilitate disabled persons parking during construction and development works at No. 22 Ridgway Place, they have made an Order, the effect of which will be to amend the London Borough of Merton (Ridgway Place, SW19) (Temporary Restriction of Traffic Order 2025 made on 29th May 2025) and allow authorised vehicles to park outside of No. 24 Ridgway Place.
The Order will come into operation on Friday 27th June 2025 and will remain in force until 8th November 2026.

ROAD TRAFFIC REGULATION ACT 1984 - SECTION 14(1)
LONDON BOROUGH OF MERTON
(CRUSOE ROAD, FRIDAY ROAD AND ISLAND ROAD, MITCHAM)
(TEMPORARY RESTRICTION OF TRAFFIC) ORDER 2025
The London Borough of Merton Council hereby give notice that to facilitate gas main replacement works in Crusoe Road, Friday Road and Island Road, they intend to make an Order, the effect of which would be to temporarily restrict vehicular traffic in the said roads.
During the works, no person would cause or permit any vehicle to:–
(a) enter or proceed in:–
(i) Crusoe Road, from its junction with London Road to a point 4 metres west of the common boundary of Nos. 52 and 54 Crusoe Road; or
(ii) Friday Road, for its entire length; or
(iii) Island Road, from its junction with Friday Road to the common boundary of Nos. 10 and 12 Island Road;
(b) wait, including for the purpose of loading or unloading any vehicle, in the roads or lengths of road specified in sub-paragraphs (a)(i), (ii) and (iii) above.
Any designated parking place situated in the roads or lengths of road specified in sub-paragraph 2(a)(i) to (iii) above would be suspended for the duration of the works in those roads or lengths of road.
The restrictions and suspensions would apply only during such times and to such extent as would from time to time be indicated by traffic signs prescribed by the Traffic Signs Regulations and General Directions 2016.
Vehicular traffic affected by the road closures should proceed using or more of the following roads:- Crusoe Road, Friday Road, Island Road, London Road, Taylor Road and Victoria Road.
Any vehicle that is in contravention of any waiting restrictions imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.
Nothing in this Order would apply: –
(a) to any vehicle being used in connection with the execution of the said works; or
(b) to anything done with the permission or at the direction of a police officer in uniform or police community support officer in uniform; or
(c) to any vehicle being used for police, fire brigade or ambulance purposes, subject to site conditions; or
(d) so as to prevent vehicular access to premises in or adjacent to the roads or lengths of road specified in sub-paragraph 2(a) above unless that access is reasonably practicable without interference with the execution of the said works.
8. The Order would come into operation on Monday 7th July 2025 and remain in force for 3 months. The works are currently anticipated to be carried out as follows:–
Crusoe Road – from Monday 7th July 2025 to Monday 4th August 2025
Friday Road – from Monday 21st July 2025 to Monday 11th August 2025
Island Road – from Monday 21st July 2025 to Monday 11th August 2025.

ROAD TRAFFIC REGULATION ACT 1984 - SECTION 14(1)
LONDON BOROUGH OF MERTON
(EASTFIELDS ROAD AND GROVE ROAD, CR4)
(TEMPORARY RESTRICTION OF TRAFFIC)
(NO. 3) ORDER 2025
The London Borough of Merton Council hereby give notice that to facilitate investigative site works at the Eastfields Road level crossing, they intend to make an Order, the effect of which would be to temporarily prohibit pedestrian and vehicular traffic in Eastfields Road and Grove Road.
Whilst the works take place no person would:–
(a) cause or permit any vehicle to enter, proceed or wait, including for the purpose of loading or unloading any vehicle, in:
(i) Eastfields Road, between its junction with Grove Road and a point 25 metres north-west of the level crossing in Eastfields Road; and
(ii) Grove Road, from its junction with Eastfields Road south-eastward for a distance of 13 metres; or
(b) enter or proceed on foot in the lengths of road specified in sub-paragraph 2(a) above.
The prohibition would only apply during such times and to such extent as would from time to time be indicated by traffic signs prescribed by the Traffic Signs Regulations and General Directions 2016.
Vehicular access to properties adjacent to the prohibited lengths of road would be maintained insofar as access is reasonably practicable without interference with the said works.
Pedestrian access to properties adjacent to the prohibited lengths of road would be maintained at all times.
Alternative routes for diverted traffic would be as follows:
(a) for vehicles from Grove Road, via Tamworth Lane, Cedars Avenue, Commonside East, Upper Green East, London Road, Raleigh Gardens, Holborn Way, London Road, Lock’s Lane and Eastfields Road;
(b) for vehicles from Eastfields Road, via Lock’s Lane, London Road, Upper Green West, Upper Green East, Commonside East, Cedars Avenue, Tamworth Lane and Grove Road;
(c) for pedestrians, via the adjacent footbridge.
Nothing in the Order would apply to: –
(a) any vehicle being used in connection with the execution of the said works; or
(b) anything done with the permission or at the direction of a police constable in uniform or a police community support officer in uniform; or
(c) any vehicle being used for police, fire brigade or ambulance purposes, subject to site conditions.
Nothing in sub-paragraph 2(b) above would apply to persons connected with the execution of the works.
The Order would apply from 10pm on Monday 21st July 2025 until 5am on Wednesday 23rd July 2025.

ROAD TRAFFIC REGULATION ACT 1984 - SECTION 14(1)
LONDON BOROUGH OF MERTON
(GRAND DRIVE AND HEATH DRIVE, SW20)
(TEMPORARY RESTRICTION OF TRAFFIC) ORDER 2025
The London Borough of Merton Council hereby give notice that to facilitate the installation of a new electricity supply in Grand Drive, SW20, they have made an Order, the effect of which will be to temporarily prohibit vehicular traffic in Grand Drive and Heath Drive.
Whilst the works take place no person will cause or permit any vehicle to wait, including for the purpose of loading or unloading any vehicle in:–
(a) Grand Drive, both sides, from its junction with Heath Drive, southward for a distance of 25 metres;
(b) Heath Drive, from its junction with Grand Drive eastward to a point 5 metres east of the common boundary of Nos. 6 and 8 Heath Drive.
The restrictions will only apply during such times and to such extent as will from time to time be indicated by traffic signs prescribed by the Traffic Signs Regulations and General Directions 2016.
Any designated parking place situated in the streets or lengths of street specified in paragraph 2(a) above will be suspended for the duration of the works.
Any vehicle waiting in contravention of any restriction imposed by the Order may be removed under the provisions of the Removal of the Disposal of Vehicles Regulations 1986.
Nothing in the Order will apply: –
(a) to any person carrying out the works or any vehicle being used in connection with the execution of the said works;
(b) to anything done with the permission or at the direction of a police constable in uniform or a police community support officer in uniform; or
(c) to any vehicle being used for police, fire brigade or ambulance purposes, subject to site conditions.
The Order will come into operation on Monday 7th July 2025 and it is anticipated that the works will be completed on Friday 11th July 2025. However, the Order will remain in force for 3 months should further works be required.
