What is happening?

The Essex County Council (Chelmsford City) (Prohibition of Waiting, loading and stopping) and (On-Street Parking Places) (Civil Enforcement Area) (Amendment No.67) Order 2025

NOTICE IS HEREBY GIVEN that Chelmsford City Council acting on behalf of the South Essex Parking Partnership in exercise of the delegated powers of the traffic authority Essex County Council granted under an Agreement dated 30 June 2022 has made the above Order under Sections 1(1), 2(1) to (3), 4(1), 4(2), 32, 35, 45, 46, 49 and 53 and Parts III and IV of schedule 9 of the Road Traffic Regulation Act 1984 and of all other enabling powers.

Effect of the Order: To implement parking restrictions in the below area in the City of Chelmsford as specified below.

1. To implement a ‘Restricted Parking Zone No Waiting & No Loading at Any Time except in signed bays’ in the following area of Beaulieu Park in the City of Chelmsford: Taxi rank and pick-up and drop off area, off Beaulieu Park Station Approach, and adjacent to Beaulieu Park Train Station, for its entire area as set out in the associated plans.

To introduce within the Restricted Parking Zone four ‘Limited Waiting Bays 10 Minutes No Return 1 hour’ with two bays approximately 36mts in length and two bays approximately 20 metres in length providing approximately 22 vehicle spaces as set out in the associated plans.

To introduce within the Restricted Parking Zone ‘No Stopping at Any Time except Taxis’ with the Taxi Rank approximately 60mts in length providing approximately 12 vehicle spaces as set out in the associated plans. Map tile – TL735 095 Rev 0.

2. This Order will be incorporated into The Essex County Council (Chelmsford City) (Prohibition of Waiting, Loading and Stopping) and (On-Street Parking Places) (Civil Enforcement Area) Consolidation Order 2019 by: Creating tile numbers: TL735 095 Revision 0

Date of operation: This Order will come into operation on 11th August 2025.

Application to the High Court: Anyone who wishes to question the validity of the Order, or any provision contained in it on the grounds that it is not within the powers conferred by the Road Traffic Regulation Act 1984, or on the grounds that any requirement of that Act, or any instrument made under it, has not been complied with in relation to the Order, may within six weeks from the making of the Order apply to the High Court for this purpose.
