ROAD TRAFFIC REGULATION ACT 1984

THE A12, A118 AND A127 GLA ROADS (COLCHESTER ROAD, EASTERN AVENUE EAST, GALLOWS CORNER FLYOVER, MAIN ROAD, SOUTHEND ARTERIAL ROAD AND STRAIGHT ROAD) (LONDON BOROUGH OF HAVERING) (TEMPORARY PROHIBITION OF TRAFFIC AND STOPPING AND TWO-WAY OPERATION) ORDER 2025

  1. Transport for London having consulted the London Borough of Havering hereby gives notice that it has made the above named Traffic Order under section 14(1) of the Road Traffic Regulation Act 1984 for the purpose specified in paragraph 2. The effect of the Order is summarised in paragraph 3.

  2. The purpose of the Order is to enable highway works to take place on A12 Colchester Road, A12 Eastern Avenue East, Gallows Corner Flyover, A118 Main Road and A127 Southend Arterial Road to facilitate the refurbishment of Gallows Corner Flyover.

  3. The effect of the Order will be to prohibit any vehicle from entering, exiting or proceeding:

    (1) eastwards on Eastern Avenue East between its junctions with Pettits Lane North and Gallows Corner Roundabout; Local access will be maintained on Eastern Avenue East between its junctions with Pettits Lane North and Masefield Crescent;

    (2) westwards on Eastern Avenue East between its junctions with Gallows Corner Roundabout and Heath Drive;

    (3) on Gallows Corner Flyover between its junctions with Eastern Avenue East and Southend Arterial Road;

    (4) on Gallows Corner Roundabout between its junctions with the northbound carriageway of Main Road and the northbound carriageway of Straight Road;

    (5) in a north-westerly direction on Southend Arterial Road between its junction with Ardleigh Green Road and a point 50 metres north-westwards;

    (6) in a south-easterly direction on Southend Arterial Road between its junctions with Gallows Corner Roundabout and Gallows Corner Roundabout Flyover;

    (7) in a north-westerly direction on Southend Arterial Road between its junctions with Gallows Corner Roundabout Flyover and Gallows Corner Roundabout;

    (8) in a north-westerly direction on Bryant Avenue between its junctions with Colchester Road and the ingress/egress to Gallows Corner Retail Park;

    (9) on Gallows Corner Roundabout between its junctions with the south-westbound carriageway of Colchester Road and the south-westbound carriageway of Main Road;

    (10) in a north-easterly direction on Main Road between its junctions with Upper Brentwood Road and Gallows Corner Roundabout with the exception of buses, authorised vehicles and taxis. Local access will be maintained on Main Road between its junctions with the roundabout (at the junctions of St Edwards Way, Main Road, and Mercury Gardens) and Upper Brentwood Road;

    (11) on Straight Road between its junctions with Gallows Corner Roundabout and Shenstone Gardens with the exception of buses, authorised vehicles and taxis. Local access will be maintained between on Straight Road between its junctions with Masefield Crescent and Shenstone Gardens;

    (12) in a south-westerly direction on Colchester Road between its junctions with Gallows Corner Roundabout and Bryant Avenue. Local access will be maintained on Colchester Road between its junctions with Goohays Drive/Gubbins Lane and Bryant Avenue with the exception of buses, authorised vehicles and taxis;

This Order also:

(13) prohibits any person from entering, exiting or proceeding on the northern footway of Eastern Avenue East between its junction with Masefield Crescent to the western footway on Straight Road at the eastern boundary building line of No.49 - 57 Shenstone Gardens;

(14) prohibits any person from entering, exiting or proceeding on the footway on the central reservation of Southend Arterial Road and adjacent to Gallows Corner Retail Park;

(15) prohibits any person from entering, exiting or proceeding on the northern footway of Eastern Avenue East from its junction with Heath Drive to the north-western footway of Main Road opposite the south-eastern building line of Annexe White Lodge, Romford;

(16) prohibits any person from entering, exiting or proceeding on the south-western footway of Southend Arterial Road from the north-western building line of Heath Drive to the north-western footway of Main Road opposite the north-western building line of White Lodge, Romford;

(17) suspends the one-way operation on the southbound carriageway of Gallows Corner Roundabout between the ingress/ egress to Gallows Corner Retail Park and its junction with the eastbound carriageway of Colchester Road to allow two-way traffic;

(18) prohibits stopping at any time on any part of the carriageway or the footway on the streets specified in this Notice;

(19) temporarily installs bus only routes permitting buses, authorised vehicles and taxis to travel between Main Road at its junction with Upper Brentwood Road and Straight Road at its junction with Shenstone Gardens and also on Colchester Road between its junctions with Bryant Avenue and Gallows Corner Roundabout, at any time.

Authorised vehicles are exempt vehicles, including service vehicles, as designated exempt by TfL and are those with vehicle registration mark registered.

The Order will be effective at certain times between 9:00 AM on 23rd June 2025 and 5:00 AM on 31st March 2026 or when the works have been completed whichever is the sooner. The prohibition will apply only during such times and to such extent as shall from time to time be indicated by traffic signs.

  1. The prohibitions will not apply in respect of:

    (1) any vehicle being used for the purposes of those works or for fire brigade, ambulance or police purposes;

    (2) anything done with the permission or at the direction of a police constable in uniform or a person authorised by Transport for London.

  2. At such times as the prohibition is in force an alternative route will be indicated by traffic signs via: (North diversion) Pettits Lane North, Havering Road, Lower Bedfords Road, Noak Hill Road, Chequers Road, Weald Road, Wigley Bush Lane, either A1023 Brook Street and M25 junction 28 to normal route of travel or Nags Head Lane, Shepherds Hill and Squirrels Heath Road to normal route of travel;(South diversion) A1251 Mercury Gardens, A1251 Thurloe Gardens, A1251 Oldchurch Road, roundabout at junctions of Oldchurch Road, Bridge Place, Waterloo Road and A125 Rom Valley Way, Rom Valley Way, A125 Rome Corner, A124 Northumberland Road, A124 High Street, A124 Upminster Road, Station Road and Hall Lane to normal route of travel; (Local diversion) Straight Road, Faringdon Avenue and Gooshays Drive to normal route of travel; All diversions apply in reverse;(for the footway closures) pedestrians should use the footways/crossings Heath Road(western footway), Main Road (northern footway) Main Road (southern footway), Upper Brentwood Road (north-eastern footway), Ferguson Avenue, Belgrave Avenue (western footway),Southend Arterial Road (southern footway), crossing in Lucas Court, Southend Arterial Road (northern footway), Colchester Road (southern footway), Red crossing adjacent KFC Restaurant, Colchester Road (northern footway) Straight Road (western footway), Island adjacent to No.8 (Straight Road eastern footway)and Masefield Crescent or in reverse to normal route of travel; (for HGV’s) M25 Junction 30 Roundabout, A13 Thames Gateway/Ripple Road/Alfred’s Way, Beckton Roundabout, A406 North Circular Road, Redbridge Roundabout and A12 Eastern Avenue to normal route of travel and in reverse; (for HGV’s) M25 Junction 30 Roundabout, M25 anti-clockwise, M25 junction 27, M11, A406 North Circular Road, Redbridge Roundabout and A12 Eastern Avenue to normal route of travel and in reverse.
