What is happening?

THE COUNCIL OF THE BOROUGH OF MIDDLESBROUGH (OFF STREET PARKING PLACES) (CONSOLIDATION) ORDER 2021 AMENDMENT ORDER No. 5 2025 

NOTICE is hereby given that the Council of the Borough of Middlesbrough have made an Order under Sections 1, 2, 3, 32, 35, 45, 46, 47, 49, 51 and 53 and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984, and of all other enabling powers and after consulting the Chief Officer of Police in accordance with Part III of Schedule 9 to the Act.

The proposed Order will amend the Articles and Schedules of The Council of the Borough of Middlesbrough (Off Street Parking Places) (Consolidation) Order 2021 ("the Original Order") as listed in the Schedule hereto. Exemptions will apply to any vehicle to be used for emergency purposes by the fire brigade, ambulance or police. 

Full details and descriptions are contained in the Order which, together with the plan and a statement of the Council's reasons for making the Order, may be viewed at www.middlesbrough.gov.uk and at Newport Community Hub, St Pauls Road, Middlesbrough, TS1 5NQ between the hours of 9am and 5pm Monday to Thursday (excluding bank holidays). 

If any person wishes to question the validity of the Order or any of its provisions on the grounds that it or they are not within the powers conferred by the Act or that any requirement of the Act or any instrument made under it has not been complied with that person may, within six weeks from the date of this notice apply for that purpose to the High Court.

SCHEDULE 1) The following amendments are made to Article 5 "Parking Contraventions": 1)(1) The words "Buxton Street and" in article 5(1)(o) Item 1 Part I Short Stay Parking Places is removed. 1)(2) The words "Buxton Street" and "17" are added to article 5(1)(o) as shown in bold: "Items 3, 5, 7 & 17 Part II Long Stay Parking Places - Buxton Street, France Street, Zetland and Wood Street car parks - maximum stay of 10 hours, no return within 4 hours." 2) The following amendments are made to the Schedule: 2)(1) Item 6 is removed from Part I Short Stay Parking Places - Amber Street Car Park Monday to Saturday 8.00am to 6.00pm - a) An area bounded on the west side by Amber Street, on the north side by the alleyway behind The Crown, on the east side by the alleyway behind 143 to 167 Linthorpe Road and on the south side by Garnet Street and b) An area bounded on the east side by Amber Street, on the north side by the alleyway behind 45 to 49 Borough Road, on the west side by the alleyway behind 3 to 41 Ruby Street and on the south side by the rear of 10 to 12 Garnet Street. 2)(2) Item 15 is removed from Part II Long Stay Parking Places - Garnet Street Car Park - An area bounded by Garnet Street, Emerald Street, Ruby Street and the development area to the north of the car park. 2)(3) The following tariff structure will be introduced for item 2 in Part I Short Stay Parking Places: Captain Cook Square Car Park Monday to Saturday 8.00am to 6.00pm - An area bounded by Brentnall Street, the southern wall of 57 Gilkes Street, the west side of the Captain Cook Square development and Grange Road provided at levels 0, 1, 2 and 3 - Monday to Saturday 8.00am to 6.00pm: £1.50 for up to 3 hours, £7.30 for up to 4 hours, , £9.10 for up to 5 hours, £10.90 for up to 6 hours, £12.70 for up to 7 hours and a maximum of £14.50 for over 7 and up to 10 hours. Sunday 8.00am to 6.00pm: £1.50 for up to 3 hours and £2.10 for all day.
