ROAD TRAFFIC REGULATION ACT 1984 - SECTION 14(1)

LONDON BOROUGH OF MERTON

(RAYNES PARK BRIDGE AND VARIOUS ROADS,

RAYNES PARK (TEMPORARY RESTRICTION OF TRAFFIC) ORDER 2025

  1. Any vehicle waiting in contravention of any waiting prohibition imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.

  2. The Order will come into operation at 10pm on Tuesday 24th June 2025 with the works anticipated to be completed by 6am on Wednesday 25th June 2025. However, the Order will remain in force for 3 months should further works be required.

ROAD TRAFFIC REGULATION ACT 1984 - SECTION 14(1)

LONDON BOROUGH OF MERTON

(SOMERSET ROAD, SW19)

(TEMPORARY RESTRICTION OF TRAFFIC) (NO. 2) ORDER 2025

  1. The Council of the London Borough of Merton hereby give notice that to facilitate telecommunication works in Somerset Road, SW19, they intend to make an Order, the effect of which would be to temporarily restrict pedestrian and vehicular traffic in the said road.

  2. During the works no person would:-

    (a) cause or permit any vehicle to enter or proceed in Somerset Road, from a point 30 metres east of its junction with Parkside, eastward for a distance of 30 metres; or

    (b) cause or permit any vehicle to wait in the street or length of street specified in paragraph 2(a) above;

    (c) enter or proceed on the northern or southern footways of in the length of street specified in paragraph 2(a) above. (The footways would be closed on an alternating basis).

  3. Any designated parking place situated in the length of Somerset Road specified in paragraph 2(a) above would be suspended for the duration of the works.

  4. The restrictions and suspensions would only apply during such times and to such extent as would from time to time be indicated by traffic signs prescribed by the Traffic Signs Regulations and General Directions 2016.

  5. Nothing in the Order would apply to: –

    (a) any vehicle being used in connection with the execution of the said works; or

    (b) anything done with the permission or at the direction of a police constable in uniform, a police community support officer in uniform; or

    (c) any vehicle being used for police, fire brigade or ambulance purposes; or

    (d) any person requiring vehicular access to the properties adjacent to the road or lengths of road specified in paragraph 2(a) above, insofar as access is reasonably practicable without interference with the said works;

    (e) any person requiring access to properties adjacent to the footways specified in paragraph 2(c) above.

  6. Vehicular traffic affected by the road closure should proceed via Burghley Road, Calonne Road and Parkside or vice-versa.

  7. Pedestrians affected by a footway closure should proceed using the footway opposite.

  8. Any vehicle waiting in contravention of any restriction imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.

  9. The Order would come into operation on Tuesday 15th July 2025 and would remain in force for 3 months. It is currently anticipated that Somerset Road would be closed to vehicular traffic on 15th July 2025 for one day only.

ROAD TRAFFIC REGULATION ACT 1984 - SECTION 14(1)

LONDON BOROUGH OF MERTON

(VARIOUS ROADS) (NO. 5)

(TEMPORARY RESTRICTION OF TRAFFIC) ORDER 2025

  1. The London Borough of Merton Council hereby give notice that to facilitate a programme of carriageway resurfacing and general maintenance works to be undertaken in the roads specified in column 1 of the Schedule to this notice, they intend to make an Order, the effect of which, during the works, would be to temporarily prohibit vehicular traffic from entering, proceeding or waiting, including in any parking places, in those roads or lengths of roads specified in column 1 of the Schedule to this notice.

  2. Any designated parking place situated in any of the roads or lengths of roads specified in column 1 of the Schedule to this notice would be suspended for the duration of the works in those roads or lengths of road.

  3. Alternative routes for diverted traffic would be indicated by advance warning and diversion signs on the roads affected when the works are in progress.

  1. Any vehicle that is in contravention of any waiting restrictions imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.

  2. Nothing in the Order would apply to: –

    (a) any vehicle being used in connection with the execution of the said works; or

    (b) anything done with the permission or at the direction of a police officer in uniform or a police community support officer in uniform; or

    (c) any vehicle being used for police, fire brigade or ambulance purposes, subject to site conditions; or

    (d) any person requiring vehicular access to properties adjacent to the prohibited roads or lengths of roads insofar as access is reasonably practicable without interference with the said works.

  3. The Order would come into force on Monday 14th July 2025 and the anticipated works dates are specified in column 2 of the Schedule to this notice. However, the Order would remain in operation for a maximum period of 12 months and its provisions would be re-introduced should further works be required.

LONDON BOROUGH OF MERTON

GREATER LONDON COUNCIL (GENERAL POWERS) ACT 1974

EXEMPTION TO FOOTWAY PARKING PROHIBITION

NOTICE IS HEREBY GIVEN that the Council of the London Borough of Merton under Section 15(4) of the Greater London Council (General Powers) Act 1974 have resolved that vehicles parked with all wheels resting on the footway, and wholly within the areas delineated by white lines along the road or length of road identified in the Schedule to this Notice, shall be exempt from Section 15(1) of the said Act which makes it an offence to park on the footway.

The resolution shall take effect from 20th July 2025.

PROPOSED WAITING AND LOADING RESTRICTIONS IN BYARDS CROFT

THE MERTON (WAITING AND LOADING RESTRICTION) (AMENDMENT NO. ) ORDER 202

  1. NOTICE IS HEREBY GIVEN that the Council of the London Borough of Merton propose to make the above-mentioned Order under sections 6 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984, as amended.

  1. The general effect of the “Waiting and Loading” Order would be to further amend the Merton (Waiting and Loading Restriction) Order 1977 so that waiting by vehicles (otherwise than for the purpose of delivering or collecting goods or loading or unloading a vehicle for 40 minutes) would be prohibited at any time in the road or length of road described in the Schedule to this Notice.

  2. A copy of the proposed Order and other documents giving more detailed particulars of the Order, including plans which indicate the roads or lengths of roads to which the Order relates, can be inspected Mondays to Fridays during normal office hours at Merton Link, Merton Civic Centre, London Road, Morden. Documents are also available for viewing at https://www.merton.gov.uk/streets-parking-transport/traffic-management/consultations.

  3. Any person desiring to make representations or to object to the proposed Order should send a statement in writing of their representations or objections and the grounds thereof, to the Environment, Civic Pride and Climate Department at the Merton Civic Centre, London Road, Morden SM4 5DX, or alternatively by email to trafficandhighways@merton.gov.uk quoting reference ES/BYARDSCROFT, no later than 11 July 2025.

WIMBLEDON CHAMPIONSHIPS 2025

LONDON BOROUGH OF MERTON

(BATHGATE ROAD, CHURCH ROAD AND SOMERSET ROAD, SW19)

(TEMPORARY RESTRICTION OF TRAFFIC) ORDER 2025

  1. The London Borough of Merton Council, on the recommendation of the Commissioner of Police of the Metropolis, hereby give notice that for purposes relating to danger or damage connected with terrorism, they have made an Order, the effect of which will be to temporarily restrict pedestrian and vehicular traffic in Bathgate Road, Church Road and Somerset Road, as required, during the Wimbledon Championships 2025.

  2. Subject to paragraph 3 below, between the hours of 6am on Monday 30th June 2025 until 11.59pm on Monday 14th July 2025, no person will:–

    (a) enter or proceed in:

        (i) Bathgate Road, between its junction with Church Road and its junction with Queensmere Road;

        (ii) Church Road, between its junction with Bathgate Road and its junction with Somerset Road;

        (iii) Somerset Road, between its junction with Marryat Road and its junction with Newstead Way;

    (b) cause or permit any vehicle to:–

        (i) enter or proceed in the roads or lengths of road specified in sub-paragraph 2(a) above;

        (ii) wait, including for the purpose of loading or unloading, or in a parking place, in the roads or length or road specified in sub-paragraph 2(a) above.

  3. The Order will confer powers to police constables and persons authorised by them to direct that any provision of the Order be suspended, commenced or revived, and to place barriers and obstructions on the roads or lengths of road specified in sub-paragraph 2(a) above, as they consider appropriate. The Order will also confer the power of discretion to police constables and authorised persons which will enable them to facilitate limited access to certain vehicles and pedestrians, including residents and those wishing to attend the event.

  4. Alternative routes for diverted traffic will be indicated by advance warning and diversion signs but will likely use one or more of the following roads:- Church Road, High Street Wimbledon, Parkside, Wimbledon Parkside, Inner Park Road, Augustus Road, Replingham Road, Merton Road, Durnsford Road, Gap Road, Leopold Road, Arthur Road and St Mary’s Road.

  5. The Order will come into operation on Monday 30th June 2025 and remain in force until Monday 14th July 2025 inclusive.
