Church Row And Church Street - Revocation And Various Parking Restrictions

What is happening?

NOTICE OF MAKING
ROAD TRAFFIC REGULATION ACT 1984
LANCASHIRE COUNTY COUNCIL
(CHURCH ROW AND CHURCH STREET, PRESTON, PRESTON CITY) (REVOCATION AND VARIOUS PARKING RESTRICTIONS) ORDER 2025

NOTICE IS HEREBY GIVEN that on 10 June 2025 Lancashire County Council made the above Traffic Regulation Order under Sections 1, 2 and 4 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984, as amended, the effect of which will be to:
1. Revoke the following:
a) The "Lancashire County Council (Church Street and Fishergate, Preston, Preston City) (Revocation, Prohibition of Waiting, Prohibition of Waiting (Except Taxis), Limited Waiting, Prohibition of Loading and Taxi Rank) Order 2013" insofar as it relates to:
i. Item c) of Schedule 2;
ii. Items c) and d) of Schedule 3;
iii. Items f), g) and h) of Schedule 4;
iv. Item a) of Schedule 5;
v. Item c) of Schedule 8.
b) The "Lancashire County Council (Preston City Area) (On Street Parking Places, Prohibition and Restriction of Waiting) Consolidation Order 2009" insofar as it relates to:
i. Item (4) of Schedule 10.14;
ii. Item (4) of Schedule 11.076;
iii. Item (10)b)(iii) of Schedule 13.01;
iv. Item (1) of Schedule 13.02.
2. Introduce a prohibition of waiting at any time in the following lengths of road:
a) Church Row, Preston, the north east side, from its centreline junction with Lords Walk to its junction with the centreline of Church Street;
b) Church Row, Preston, the south west side, from its junction with the centreline of Church Street for a distance of 17.5 metres in a north westerly direction;
c) Church Street, Preston, the south east side, from a point 15.5 metres north east of its junction with the centreline of Bluebell Place to a point 5 metres south west of its junction with the centreline of St Johns Place.
3. Introduce a prohibition of loading/unloading at any time in Church Street, Preston, the south east side, from a point 14 metres north east of its junction with the centreline of Manchester Road to a point 5 metres south west of its junction with the centreline of St Johns Place.
4. Introduce a goods vehicle loading bay in the following lengths of road:
a) Church Row, Preston, the south west side, from a point 68.5 metres north west of its junction with the centreline of Church Street for a distance of 16 metres in a north westerly direction;
b) Church Row, Preston, the south west side, from a point 32.5 metres north west of its junction with the centreline of Church Street for a distance of 16 metres in a north westerly direction.
5. Introduce a taxi stand between 6:30pm and midnight, and midnight and 8am in the following lengths of road:
a) Church Row, Preston, the south west side, from a point 48.5 metres north west of its junction with the centreline of Church Street for a distance of 20 metres in a north westerly direction;
b) Church Row, Preston, the south west side, from a point 17.5 metres north west of its junction with the centreline of Church Street for a distance of 10 metres in a north westerly direction.
6. Introduce a limited waiting parking place for 30 minutes, with no return within 1 hour, Monday to Saturday between 8am and 6:30pm in the following lengths of road:
a) Church Row, Preston, the south west side, from a point 48.5 metres north west of its junction with the centreline of Church Street for a distance of 20 metres in a north westerly direction;
b) Church Row, Preston, the south west side, from a point 17.5 metres north west of its junction with the centreline of Church Street for a distance of 10 metres in a north westerly direction.

This Order will come into force on the 23 June 2025. A copy of the Order, and all other relevant documents may be inspected during normal office hours at the offices of Preston City Council, PO Box 10, Town Hall, Lancaster Road, Preston, PR1 2RL, and at the offices of The Director of Law and Governance, Lancashire County Council, County Hall, PO Box 100, Preston PR1 0LD, and on Lancashire County Councils Website

Any person wishing to question the validity of the Order or of any of its provisions on the grounds that it or they are not within the powers conferred by the Act, or that any requirement of the Act or of any instrument made under the Act has not been complied with, that person may, within 6 weeks from the date on which the order is made, apply for the purpose to the High Court.
