What is happening?
CEDARS ROAD AREA - CONTROLLED PARKING ZONE (CPZ)
PROVISION OF RESIDENT PERMIT PARKING PLACES AND WAITING RESTRICTIONS

NOTICE IS HEREBY GIVEN that the Council of the London Borough of Enfield (the Council) have made The Enfield (Residents’ Parking Places) (Cedars Road) (No. 1) Order 2025 and the Enfield (Waiting and Loading Restriction) (Amendment No.265) Order 2025 under sections 6, 45, 46, 49, 51 and 124 and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984.
The general effect of the Orders, which will come into operation on 25 June 2025, will be to:
(a) introduce a controlled parking zone which will operate Monday to Sunday from 7.30pm;
(b) provide residents’ parking places in Cedars Road N21 and part of Highfield Road N21;
(c) introduce new waiting restrictions which will operate “At any time” and “Monday to Sunday 7am to 7.30pm” in the zone; and
(d) change the existing waiting restrictions on two sections of Highfield Road N21 that currently operate “Monday to Saturday 9am to 6.30pm” to operate “Monday to Sunday 8am to 6.30pm”.
The effect of the Residents’ Parking Places Traffic Order will be to:
(a) designate residents’ parking places in Cedars Road N21 and part of Highfield Road N21, at which charges may be made by the Council or vehicles authorised by the Order to be left in those parking places;
provide that the parking places will operate between 7am and 7.30pm on Mondays to Sundays inclusive (Christmas Day, Good Friday or Bank Holidays excepted);
specify that the vehicles which may be left in the residents’ parking places shall be those displaying either a valid residents’ permit, community health staff permit, social services staff permit, special permit, carers’ permits or visitors parking card issued by the Council or its authorised agent under the provisions of the relevant Order;
provide that the charge for the issue of a residents’ permit will be in accordance with the schedule of charges in the Table below, and that the residents’ permit will be valid for a period of 12 months running from the beginning of the month in which it first becomes valid;

Visitor parking cards (Book of ten) - £21 (10 half-day vouchers)
Replacement or duplicate permits - £20
provide that the charge for the issue of a community health staff permit or a social services staff permit will be £25 and such which will be valid for a period of 12 months running from the beginning of the month in which it first becomes valid;
provide that the charge for the issue of a carers’ permit will be in accordance with the schedule of charges for residents’ permits shown in Table 1 above, and that the carers permit will be valid for a period of 12 months running from the beginning of the month in which it first becomes valid;
provide that the charge for the issue of a special permit will be in accordance with the schedule of charges for residents’ parking permits shown in Table 1 above, and that the special permit will be valid for a period of 12 months running from the beginning of the month in which it first becomes valid;
provide that the charge for the issue of a residents’ visitors parking card which, upon validation, will be valid for a single half-day (morning or afternoon period), will be £2.10 each. Parking cards are available in a booklet comprising 10 parking cards each (a maximum of 50 parking cards may be purchased by each resident in any 12 month period);
provide that the vehicles may wait free of charge in certain circumstances, e.g. to allow vehicles to be used in an emergency, to load or unload (maximum 20 minutes) and vehicles left by specified disabled persons (no time limit).
The effect of the Waiting and Loading Restriction Traffic Order will be to introduce new zone-hours waiting restrictions which operate Monday to Sunday 7am to 7.30pm and “At any time” in Cedars Road N21 and part of Highfield Road N21 within the proposed controlled parking zone. Also, it will change the existing waiting restrictions on the north and south sides of Highfield Road N21 that currently operate “Monday to Saturday 9am to 6.30pm” to operate “Monday to Sunday 8am to 6.30pm”.
Copies of the Order, and any other relevant documents, can be inspected at the Town Library, 66 Church Street, Enfield EN2 6AX, on Mondays to Fridays between 9am and 5pm inclusive until the end of six weeks from the date on which the Order was made. Any person desiring to question the validity of the Order or of provision contained therein on the grounds that it is not within the relevant powers of the Road Traffic Regulation Act 1984 or that any of the relevant requirements thereof or of any relevant regulation made thereunder has not been complied with in relation to the Order may, within six weeks of the date on which the Order was made, make application for the purpose to the High Court.
