What is happening?

PROPOSED INTRODUCTION OF ‘RED ROUTE’ RESTRICTIONS, PROPOSED BUS LANE IN CHURCH STREET, ENFIELD EN2, PROPOSED CHANGES TO TRAFFIC RESTRICTIONS IN ST. ANDREW’S ROAD EN2, CHANGES TO WAITING AND LOADING RESTRICTIONS AND PARKING PLACES ON LONDON ROAD EN2, GENOTIN ROAD EN1, CECIL ROAD EN2, SARNESFIELD ROAD EN2, CHURCH STREET EN2, THE TOWN EN2, SOUTHBURY ROAD EN1, SILVER STREET EN1, SYDNEY ROAD EN2 INCLUDING IN NEW RIVER LOOP CAR PARK, PROPOSED CONSTRUCTION OF A FLAT TOP ROAD HUMP (ALSO KNOWN AS A SPEED TABLE OR RAISED TABLE) IN CECIL ROAD EN2, SYDNEY ROAD EN2, THE TOWN EN2, LONDON ROAD EN2

NOTICE IS HEREBY GIVEN that the Council of the London Borough of Enfield (the Council) proposes to make the Enfield (Off-Street Parking Places) (Amendment No. ) Order 202, The Enfield (Waiting and Loading Restriction) (Amendment No. ) Order 202, The Enfield (Bus Lanes) (Prescribed Routes) (No. ) Traffic Order 202, The Enfield (Bus Lanes) (Amendment No. ) Order 202, The Enfield (Free Parking Places) (Disabled Persons) (Enfield Town) (No. ) Order 202, The Enfield (Residents’ Parking Places) (Enfield Town) (No. ) Order 202, The Enfield (Goods Vehicles Loading Bay) (No.) Traffic Order 202, The Enfield (Free Parking Places) (Solo Motorcycle) (Amendment No. ) Order 202, The Enfield (Free Parking Places) (No.) Traffic Order 202 & The Enfield (Red Routes) Traffic Order 202* under sections 6, 32, 33, 35, 45, 46, 49 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984.

The general effect of the Orders would be to:

Introduce Red Route controls on which stopping of vehicles will be prohibited at any time (‘double-red lines’), in the following roads and lengths of roads: Church Street EN2, The Town EN2, and Silver Street EN1 at its junction with The Town.

Remove the existing restrictions in the lengths of roads in which the Red Route controls will apply.

Provide areas within the Red Route where the stopping of vehicles is prohibited at any time except for taxis, in Church Street and The Town.

Provide areas within the Red Route where the stopping of vehicles is prohibited at any time except for loading and unloading during certain periods with a maximum stay of 20 minutes, in Church Street and The Town.

Provide areas within the Red Route where the stopping of vehicles is prohibited at any time except for solo motorcycles, in Church Street and The Town.

Provide areas within the Red Route where the stopping of vehicles is prohibited at any time except for disabled badge holders, with a maximum stay time of 3 hours and no return within 1 hour, either at any time or during certain periods in Church Street and The Town.

Provide areas within the Red Route where the stopping of vehicles is prohibited at any time except for vehicles that are permitted to park during certain time periods with a maximum stay time of 20 minutes and no return within 1 hour, in Church Street and The Town.

Introduce a new eastbound bus lane in Church Street, on the north side, between its junctions with Saddlers Square and boundary of 3 and 4–5 Market Chambers, Church Street permitting buses, taxis, solo motorcycles and pedal cycles.

Prohibit the passage of all motor vehicles in St Andrew’s Road at a point in line with the northern kerb-line of the entrance to New River Loop Car Park.

Introduce cycle tracks in the following roads: Cecil Road, eastbound, from its junction with Sydney Road to its junction with London Road; Cecil Road, westbound, from its junction with London Road to its junction with Sydney Road; Genotin Road, southbound, from its junction with Southbury Road to its junction with London Road; London Road, northbound, from its junction with Cecil Road and to its junction with The Town; Southbury Road, westbound, from its junction with Colman Parade to opposite Nos. 5 and 6 Genotin Road.

Split the existing disabled parking place in Sarnesfield Road, Enfield, on the west side, moving the northernmost 13.2 metres of disabled parking place northwards by 2.1 metres and introduce 3 hours maximum stay and no return within 1 hour to all disabled parking places in Sarnesfield Road, Enfield.

Introduce new disabled parking places, with a maximum stay time of 3 hours and no return within 1 hour, in Sydney Road, Enfield, on the east side opposite No. 17 Sydney Road; and in London Road, Enfield, on the west side, outside No. 33 London Road.

Introduce a short stay “pick up and drop off” parking place, with a maximum stay time of 5 minutes and no return within 1 hour on the south side of Southbury Road, immediately west of its junction with Colman Parade;

In London Road, outside Nos. 21–27 and 29–31 London Road, introduce (i) a goods vehicle only loading bay, with a maximum stay time of 20 minutes, to operate between 8am and 6:30pm; and (ii) a free short stay parking place, with a maximum stay time of 20 minutes and no return within 1 hour, to operate between 6:30pm and 8am;

Introduce lengths of no waiting or loading at any time restrictions (to be indicated by double yellow lines and double kerb marks) in: (i) Cecil Road, on the south side, replacing (1) the existing Bus Stop outside Nos. 89 to 97 Cecil Road; and (2) the existing Bus Stand opposite Enfield Baptist Church, Cecil Road; (ii) Genotin Road, at various locations on both sides, between its junctions with Southbury Road and London Road; (iii) London Road, at various locations on both sides between its junctions with The Town and Genotin Road; (iv) Sarnesfield Road, on the west side, to accommodate the disabled parking place split described in paragraph (h) above; (v) Southbury Road (1) on the north side outside Nos. 2 to 6 Southbury Road; (2) on the north side around its junction with St Andrew’s Road; (3) on the south side, outside Enfield Town station, opposite St Andrew’s Road and at its junction with Colman Parade;

Introduce a length of no waiting at any time restriction (to be indicated by double yellow lines) and a ban on waiting for the purposes of loading or unloading between 7am and 10am and between 3pm and 7pm in London Road, on the east side, outside No. 6–8 to No. 12 London Road;

Amend the layout of parking places, including disabled parking places and parking places reserved for taxis in New River Loop Car Park.

  • NOTICE IS ALSO HEREBY GIVEN that the Council of the London Borough of Enfield propose under section 23 of the Road Traffic Regulation Act 1984 to construct, alter or remove pedestrian crossings as follows:

    (i) remove from outside No. 22, Apartments Nos. 1 to 12, Genotin Road

    (ii) construct at the junction with Genotin Terrace, Genotin Road

    (iii) remove outside No. 22 London Road

    (iv) construct outside No. 18 London Road

    (v) alter Sydney Road at its junction with Cecil Road

    (vi) construct outside Market House, The Town

    (vii) alter outside No. 20 The Town

    (viii) alter outside No. 32, The Town

    (ix) alter the three-way pedestrian crossing at the junction of Genotin Road and Southbury Road

    (x) alter the four-way pedestrian crossing at the junctions of Cecil Road, Genotin Road and London Road

    (xi) alter the four-way pedestrian crossing at the junctions of Silver Street, Southbury Road, London Road, The Town, alter outside 19 Church Street.

  • NOTICE IS ALSO HEREBY GIVEN that the Council of the London Borough of Enfield, in exercise of its powers under section 95C of the Highways Act 1980 as amended, hereby gives notice of its intention to install speed tables of flat top construction, having a maximum height of 75mm and covering the entire width of the carriageway at the following locations:

    (i) The Town outside Market House and No. 20 with a length of 36.3 metres including both ramps

    (ii) The Town outside Market House/ii London Road outside No. 18 with a length of 10 metres including both ramps

    (iii) at the junction of Cecil Road and Sydney Road, with a length of 20.3 metres including both ramps on Cecil Road and 16.6 metres including a single ramp on Sydney Road.

  • Copies of the proposed Orders and the plans and of the Council’s statement of reasons for making the Orders can be inspected at the Town Library, 66 Church Street, Enfield EN2 6AX, Mondays to Fridays 9am - 5pm inclusive. Any such objection or any representation must be in writing, quoting reference TG52/1587 and must state the grounds on which it is made.
