NOTICE OF PROPOSAL
ROAD TRAFFIC REGULATION ACT 1984
LANCASHIRE COUNTY COUNCIL
(SCOTLAND ROAD AREA, NELSON, PENDLE BOROUGH)
(REVOCATION AND VARIOUS PARKING RESTRICTIONS) ORDER 202*



NOTICE IS HEREBY GIVEN that Lancashire County Council propose to make the above Traffic Regulation Order under Sections 1, 2 and 4 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984, as amended, the effect of which will be to:
1) Revoke the “Lancashire County Council (Pendle Area) (On Street Parking Places, Prohibition and Restriction of Waiting) Order 2009”; insofar as it relates to:
a) Items (81)a), (81)b), (81)c)(i), (81)c)(ii), (81)c)(iv), (81)d)(i), (81)d)(ii), (114)a), (114)b), (289)b)(ii), (289)b)(iii), (289)e)(ii), (289)e)(iii) and (289)e)(vi) of Schedule 10.01;
b) Items (2)a)(i), (2)a)(ii), (2)a)(iii) and (2)b)(i) of Schedule 12.054;
c) Item (9) of Schedule 12.084.
2) Introduce a prohibition of waiting in the following locations:
a) Clayton Street, Nelson, both sides, from its junction with the Centreline of Scotland Road to its roundabout junction with Pendle Street;
b) Cooper Street, Nelson, the north west side, from its junction with the Centreline of Scotland Road for a distance of 10 metres in a north easterly direction;
c) Cooper Street, Nelson, the south east side, from its junction with the Centreline of Scotland Road for a distance of 11.5 metres in a north easterly direction;
d) Dalton Street, Nelson, both sides, from its junction with the Centreline of Scotland Road for a distance of 12.5 metres in a north easterly direction;
e) Elizabeth Street, Nelson, the north west side, from its junction with the Centreline of Scotland Road for a distance of 12.5 metres in a north easterly direction;
f) Elizabeth Street, Nelson, the south east side, from its junction with the Centreline of Scotland Road for a distance of 9.5 metres in a north easterly direction;
g) Essex Street, Nelson, both sides, from its junction with the Centreline of Scotland Road for a distance of 9.5 metres in a north easterly direction;
h) Fountain Street, Nelson, both sides, from its junction with the Centreline of Scotland Road for a distance of 9 metres in a north easterly direction;
i) New Scotland Road, Nelson, the west side, from its Centreline junction with Scotland Road to its junction with the Centreline of Forest Street;
j) Rook Street, Nelson, the south east side, from its junction with the Centreline of Scotland Road for a distance of 10.5 metres in a north easterly direction;
k) Scotland Road, Nelson, the east side, from a point 10.5 metres north of its junction with the Centreline of Cooper Street to its junction with the Centreline of Bradley Road West;
l) Scotland Road, Nelson, the north east side, from a point 7.5 metres north west of its junction with the Centreline of Fountain Street for a distance of 22.5 metres in a south easterly direction;
m) Scotland Road, Nelson, the north east side, from its junction with the Centreline of Rook Street for a distance of 10 metres in a south easterly direction;
n) Scotland Road, Nelson, the north east side, from a point 15 metres north west of its junction with the Centreline of Elizabeth Street to a point 14 metres south east of its junction with the Centreline of Dalton Street;
o) Scotland Road, Nelson, the south west side, from its junction with the projected Centreline of Rook Street to its Centreline junction with New Scotland Road.
3) Introduce a limited waiting parking place for 1 hour with no return within 1 hour 8am – 6pm in the following lengths of road:
a) Scotland Road, Nelson, the north east side, from a point 15 metres south east of its junction with the Centreline of Fountain Street for a distance of 18.5 metres in a south easterly direction;
b) Scotland Road, Nelson, the north east side, from a point 10 metres south east of its junction with the Centreline of Rook Street for a distance of 11 metres in a south easterly direction;
c) Scotland Road, Nelson, the north east side, from a point 14 metres south east of its junction with the Centreline of Dalton Street for a distance of 20 metres in a south easterly direction.
4) Introduce a limited waiting parking place for 1 hour with no return within 2 hours Monday to Saturday 8am – 6pm in Elizabeth Street, Nelson, the south east side, from a point 9.5 metres north east of its junction with the Centreline of Scotland Road for a distance of 17 metres in a north easterly direction.
A copy of the draft Order and associated documents for proposing to make the Order may be inspected during normal office hours at the offices of Pendle Borough Council, No1 Market Street, Nelson, Lancashire, BB9 9LU and at the offices of The Director of Law and Governance, Lancashire County Council, County Hall, Fishergate, Preston PR1 8XJ, and on Lancashire County Councils Website
