NOTICE OF PROPOSAL
ROAD TRAFFIC REGULATION ACT 1984
LANCASHIRE COUNTY COUNCIL
(VARIOUS ROADS, PRESTON CITY AND SOUTH RIBBLE BOROUGH) (REVOCATIONS AND VARIOUS PARKING RESTRICTIONS 25-26 (NO1K)) ORDER 202*

NOTICE IS HEREBY GIVEN that Lancashire County Council propose to make the above Traffic Regulation Order under Sections 1, 2 and 4 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984, as amended, the effect of which will be to:
1. Revoke the following:
a) The "Lancashire County Council (Church Street and Fishergate, Preston, Preston City) (Revocation, Prohibition of Waiting, Prohibition of Waiting (Except Taxis), Limited Waiting, Prohibition of Loading and Taxi Rank) Order 2013" insofar as it relates to:
i. Item a) of Schedule 2;
ii. Item b) of Schedule 5.
b) The "Lancashire County Council (Friargate Area, Preston, Preston City) (Revocation and Various Parking Restrictions) Order 2024" insofar as it relates to:
i. Item j) of Schedule 2;
ii. Item j) of Schedule 3.
c) The "Lancashire County Council (Preston Area) (On Street Parking Places, Prohibition and Restriction of Waiting) Consolidation Order 2009" insofar as it relates to:
i. Items (188) and (281) of Schedule 10.01;
ii. Items (2)a) and (2)b) of Schedule 11.054;
iii. Items (102)a), (102)b) and (217) of Schedule 11.075;
iv. Item (7) of Schedule 14.20.
d) The "Lancashire County Council (South Ribble Area) (On Street Parking Places, Prohibition and Restriction of Waiting) Consolidation Order 2009" insofar as it relates to Item (172) of Schedule 10.01.
e) The "Lancashire County Council (Various Roads, Preston City Centre, Uclan Area, Preston City) (Revocations, Amendments to Permit Parking Provisions and Various Parking Restrictions) Order 2021" insofar as it relates to:
i. Items h), o), u) and w) of Schedule 3;
ii. Items e), i), o) and q) of Schedule 4.
f) The "Lancashire County Council (Sharoe Green Lane Area, Fulwood, Preston, Preston City) (One Way Traffic, Prohibition and Restriction of Waiting, Prohibition of Loading/Unloading and Part Revocation) Order 2012" insofar as it relates to Tower Lane in Schedule 2.
g) The "Lancashire County Council (West Park Avenue, Preston, Preston City) (Prohibition of Waiting) Order 2024" in full.
2. Introduce a prohibition of waiting in the following lengths of road:
a) Adelphi Street, Preston, the west side, from its junction with the Centreline of Moor Lane for a distance of 18 metres in a northerly direction;
b) Adelphi Street, Preston, the west side, from a point 35.5 metres north of its junction with the Centreline of Moor Lane to its junction with the Centreline of St Peter's Street;
c) Adelphi Street, Preston, the west side, from a point 68 metres south of its junction with the Centreline of Harrington Street in a northerly direction, to its junction with the Centreline of Victoria Street;
d) Ashfield Street, Preston, both sides, from its junction with the Centreline of Longfield for a distance of 14 metres in an easterly direction;
e) Balcarres Place, Leyland, the west side, from its junction with the Centreline of Sandy Lane for a distance of 13 metres in a southerly direction;
f) Fylde Road, Preston, the north east side, from its Centreline junction with Corporation Street in a north westerly direction, to a point 48 metres south east of its junction with the Centreline of Kirkham Street;
g) Fylde Road, Preston, the south west side, from its junction with the Centreline of Maudland Road for a distance of 12 metres in a north westerly direction;
h) Fylde Road, Preston, the south west side, from a point 30 metres north west of its junction with the Centreline of Maudland Road in a north westerly direction, to a point 48 metres south east of its junction with the Centreline of Kirkham Street;
i) Great Shaw Street, Preston, the south side, from its junction with the Centreline of Market Street West for a distance of 14 metres in an easterly direction;
j) Kendal Street, Preston, the north west side, from its junction with the Centreline of Corporation Street to its junction with the Centreline of Adelphi Street;
k) Kendal Street, Preston, the south east side, from its Centreline junction with Friargate for a distance of 25 metres in a south westerly direction;
l) Kendal Street, Preston, the south east side, from a point 40.5 metres south west of its Centreline junction with Friargate to its junction with the Centreline of Corporation Street;
m) Lancaster Road, Preston, the east side, from its junction with the Centreline of Ormskirk Road to its junction with the Centreline of Old Vicarage;
n) Lancaster Road, Preston, the west side, from its junction with the Centreline of Old Vicarage to a point 7.5 metres north of its junction with the Centreline of Tenterfield;
o) Longfield, Preston, the north east side, from a point 12.5 metres north west of its junction with the Centreline of Ashfield for a distance of 25 metres in a south easterly direction;
p) Market Street West, Preston, the north east side, from a point 42 metres north east of its junction with the Centreline of Friargate to its junction with the Centreline of Ringway;
q) Market Street West, Preston, the north west side, from its junction with the Centreline of Friargate for a distance of 24.5 metres in a north easterly direction;
r) Market Street West, Preston, the south east side, from its junction with the Centreline of Ringway to its junction with the Centreline of Friargate;
s) Maudland Road, Preston, the north side, from its junction with the Centreline of Pollard Street to its junction with the Centreline of Fylde Road;
t) Maudland Road, Preston, the south side, from a point 41 metres east of its junction with the Centreline of Pollard Street to its junction with the Centreline of Corporation Street;
u) Maudland Road, Preston, the south side, from its junction with the Centreline of Pollard Street for a distance of 26.5 metres in an easterly direction;
v) Pembroke Place, Leyland, the west side, from its junction with the Centreline of Sandy Lane for a distance of 3.5 metres in a northerly direction;
w) Riverside Road, Penwortham, the east side, from a point 14 metres south east of its junction with the Centreline of Fairhaven Road for a distance of 8.5 metres in a southerly direction;
x) Riverside Road, Penwortham, the south west side, from its junction with the Centreline of Fairhaven Road for a distance of 22.5 metres in a south easterly direction;
y) Sandy Lane, Leyland, both sides, from its junction with the Centreline of Balcarres Place/Pembroke Place for a distance of 74 metres in a south westerly direction;
z) Sandy Lane, Leyland, the north west side, From a point 111 metres south west of its junction with the Centreline of Back Victoria Terrace 1-7 to its cul de sac end;
aa) Sandy Lane, Leyland, the south east side, From a point 115.5 metres south west of its junction with the Centreline of Back Victoria Terrace 1-7 to its cul de sac end;
bb) St Georges Road, Preston, the south side, from a point 12.5 metres east of its junction with the Centreline of Varley Street for a distance of 25.5 metres in a westerly direction;
cc) Tower Lane, Fulwood, Preston, both sides, from its junction with the Centreline of Sharoe Green Lane to a point 34 metres south west of its junction with the Centreline of Broadwood Drive;
dd) West Park Avenue, Preston, the south west side, from a point 53 metres north of its junction with the Centreline of Birkdale Drive for a distance of 21.5 metres in a northerly then westerly direction.
3. Introduce a prohibition of loading and unloading in the following lengths of road:
a) Adelphi Street, Preston, the west side, from its junction with the Centreline of Moor Lane for a distance of 18 metres in a northerly direction;
b) Adelphi Street, Preston, the west side, from a point 35.5 metres north of its junction with the Centreline of Moor Lane to its junction with the Centreline of St Peter's Street;
c) Adelphi Street, Preston, the west side, from a point 68 metres south of its junction with the Centreline of Harrington Street in a northerly direction, to its junction with the Centreline of Victoria Street;
d) Fylde Road, Preston, the north east side, from its Centreline junction with Corporation Street in a north westerly direction, to a point 48 metres south east of its junction with the Centreline of Kirkham Street;
e) Fylde Road, Preston, the south west side, from its junction with the Centreline of Maudland Road for a distance of 12 metres in a north westerly direction;
f) Fylde Road, Preston, the south west side, from a point 30 metres northwest of its junction with the Centreline of Maudland Road in a north westerly direction, to a point 48 metres south east of its junction with the Centreline of Kirkham Street;
g) Kendal Street, Preston, the north west side, from its junction with the Centreline of Corporation Street to its junction with the Centreline of Adelphi Street;
h) Kendal Street, Preston, the south east side, from a point 40.5 metres south west of its Centreline junction with Friargate to its junction with the Centreline of Corporation Street;
i) Kendal Street, Preston, the south east side, from its Centreline junction with Friargate for a distance of 25 metres in a south westerly direction;
j) Market Street West, Preston, both sides, from its junction with the Centreline of Friargate for a distance of 8 metres in a north westerly direction;
k) Maudland Road, Preston, the north side, from its junction with the Centreline of Pollard Street to its junction with the Centreline of Fylde Road;
l) Maudland Road, Preston, the south side, from a point 41 metres east of its junction with the Centreline of Pollard Street to its junction with the Centreline of Corporation Street;
m) Maudland Road, Preston, the south side, from its junction with the Centreline of Pollard Street for a distance of 26.5 metres in an easterly direction;
n) Tower Lane, Preston, both sides, from its junction with the Centreline of Sharoe Green Lane to a point 34 metres south west of its junction with the Centreline of Broadwood Drive.
4. Introduce a restriction of waiting 8am – 7pm in the following lengths of road:
a) Lancaster Road, Preston, the east side, from its junction with the Centreline of A59 Ringway to its junction with the Centreline of Ormskirk Road;
b) Lancaster Road, Preston, the west side, from a point 36.5 metres north of its junction with the Centreline of Tenterfield Street to its junction with A59 Ringway.
5. Introduce a restriction of waiting Monday to Friday 8am – 4pm in Back Station Road 97 To 111, Bamber Bridge, the south side, from its junction with the Centreline of Station Road for a distance of 34 metres in an easterly direction.
6. Introduce a restriction of waiting Monday to Friday 8am – 5pm in Tower Lane, Fulwood, Preston, both sides, from a point 34 metres south west of its junction with the Centreline of Broadwood Drive to its junction with the Centreline of Singleton Way.
7. Introduce a restriction of waiting Monday to Saturday 8am – 6pm in the following lengths of road:
a) Great Shaw Street, Preston, the north side, from its junction with the Centreline of Market Street West to a point 15 metres west of its junction with the Centreline of Snow Hill;
b) Great Shaw Street, Preston, the south side, from a point 15 metres west of its junction with the Centreline of Snow Hill for a distance of 12 metres in a westerly direction.
8. Introduce a restriction of loading and unloading Monday to Friday 8:15am to 9:15am and 4:30pm to 6:30pm in the following lengths of road:
a) Lancaster Road, Preston, the north east side, from its junction with the Centreline of A59 Ringway to its junction with the Centreline of Old Vicarage;
b) Lancaster Road, Preston, the west side, from a point 36.5 metres north of its junction with the Centreline of Tenterfield Street to its junction with A59 Ringway;
c) Lancaster Road, Preston, the west side, from its junction with the Centreline of Old Vicarage to a point 7.5 metres north of its junction with the Centreline of Tenterfield;
d) Market Street West, Preston, the south side, from a point 10.5 metres west of its junction with the Centreline of Great Shaw Street to a point 8 metres north east of its junction with the Centreline of Friargate.
9. Introduce a goods vehicle loading bay in the following lengths of road:
a) Adelphi Street, Preston, the west side, from a point 18 metres north of its junction with the Centreline of Moor Lane for a distance of 17.5 metres in a northerly direction;
b) Fylde Road, Preston, the south west side, from a point 12 metres north of its junction with the Centreline of Maudland Road for a distance of 18 metres in a north westerly direction;
c) Kendal Street, Preston, the south east side, from a point 25 metres south west of its Centreline junction with Friargate for a distance of 15.5 metres in a south westerly direction;
d) Maudland Road, Preston, the south side, from a point 26.5 metres east of its junction with the Centreline of Pollard Street for a distance of 14.5 metres in an easterly direction.
10. Introduce a taxi stand 7pm to midnight and midnight to 7am in Church Street, Preston, the south east side, from a point 5 metres south west of its junction with the Centreline of St Johns Place for a distance of 43 metres in a south westerly direction.
11. Introduce a limited waiting parking place for 30 minutes with no return within 1 hour 7am – 7pm in Church Street, Preston, the south east side, from a point 5 metres south west of its junction with the Centreline of St Johns Place for a distance of 43 metres in a south westerly direction.
