(Temporary Prohibition Of Vehicles And Temporary Prohibition Of Waiting) Order 2025
NOTICE IS HEREBY GIVEN that the Rochdale Borough Council intend, in not less than seven days, to make an Order, the effect of which will be to temporarily prohibit vehicles from proceeding along and waiting at any time along Boarshaw Road from its junction with Clough Road to its junction with Clough Street.
The Order is required to facilitate the resurfacing of the carriageway.
The Order will be operative from 08.00 hours until 17.00 hours each day from the 30th June 2025 until 20th July 2025 as required.
Access will be provided if required and safe to do so.
Alternative routes for vehicles will be signed on street when the closure is in operation.

The east side from a point 42 metres north of its junction with Hazelhurst Drive to its junction with Oaken Bank Road
The Order is required to facilitate works to damaged drainage gullies within the carriageway.
The Order will be operative from 08.00 hours on the 7th July 2025 until 17:00 hours on the 21st July 2025.

(Temporary Prohibition Of Vehicles, Temporary Residents Parking Zone) Order 2025
NOTICE IS HEREBY GIVEN that under the provisions of section 14(2) of the Road Traffic Regulation Act 1984 Rochdale Borough Council made an Order.
1) In this Notice:
a) “Civil Enforcement Officer” has the same meaning as in the Traffic Management Act 2004 and “resident permit” means a permit issued by Heaton Park Events (Catfish and the Bottlemen & Parklife) 13th June – 16th June 2025.
b) For the purposes of Article 3 of this notice a vehicle shall be regarded as displaying:-A resident permit in the relevant position at all times during which a vehicle is left in any street listed in Schedule 1. During the hours of operation there shall be displayed on the front or nearside of the vehicle a valid permit so that the permit is legible.
Penalty Charges
c) (i) If a vehicle is left or allowed to wait in any of the streets mentioned in article 2 and 3 of this notice during the hours of operation without displaying a valid resident permit a penalty charge notice shall be payable by the driver.
(ii) In the case of a vehicle in respect of which a penalty charge may have been incurred, it shall be the duty of a civil enforcement officer to attach to the vehicle in a conspicuous position a penalty charge notice as specified in section 86 of the Road Traffic Act 1991, or give such a notice to the person appearing to them to be in charge of the vehicle, or to issue by post in accordance with the Traffic Management Act 2004.
Restriction on Removal of Notice
d) When a notice has been attached to a vehicle in accordance with any of the forgoing provisions of the notice, no person other than a person authorised by the Council in that behalf of the driver in that behalf shall remove the notice from the vehicle or until the vehicle is moved.
2) Until the said event is completed no person shall except upon the direction of or with the permission of a Police Constable or a Civil Enforcement Officer in uniform cause or permit any vehicles to proceed along any street listed in Schedule 1 between the hours of 14:00 hrs and 02:00 hrs on 13th, 14th, 15th and 16th June 2025.
3) Until the said event is completed no person shall except upon the direction of or with the permission of a Police Constable or a Civil Enforcement Officer in uniform cause or permit any vehicles to wait, load and unload along any street listed in Schedule 1 between the hours of 09:00 hrs and 02:00 hrs on 13th, 14th, 15th and 16th June 2025.
4) The interpretation Act 1978 shall apply for the interpretation of this Order as it applies for the interpretation of an Act of Parliament.
5) The reason for the proposed Notice is in order to assist traffic management movement and maintain public safety in connection with the Catfish and the Bottlemen & Parklife Events in Heaton Park.
6) Nothing in Article 2 & 3 of this notice shall apply to emergency vehicles, vehicles in the service of or employed by the Post Office including a universal service provider, buses and any vehicle engaged in the operation of the event and in the implementation, removal or enforcement of the restrictions introduced pursuant to this Order.
7) Nothing in Article 3 of this Notice shall apply to any vehicle displaying a valid resident permit.
8) Nothing in Article 3 of this notice shall render it unlawful to cause or permit any vehicle to wait in the sides and lengths of roads referred to in that Article so long as may be necessary to enable:
a) A person to board or alight from a vehicle;
b) The vehicle, if it cannot conveniently be used for such purpose in any other road, to be used in connection with any funeral, building, industrial or demolition operations, the removal of any obstruction to traffic, the maintenance, improvement or reconstruction of the length(s) of road referred to or the laying, erection, alteration or repair in or near the said length(s) of road, of any sewer or of any main, pipe or apparatus for the supply of gas water or electricity or of any telecommunication apparatus as defined in the Telecommunications Act 1984.

The Order shall come into operation on 13th June 2025 and will remain in force from Friday 13th June 2025 until Monday 16th June 2025 or until completion of the events, whichever is sooner.
