TEMPORARY TRAFFIC REGULATION ORDER 2025
ROAD TRAFFIC REGULATION ACT 1984 - SECTION 16A
NOTICE IS HEREBY GIVEN that Northumberland County Council (“the Council”), in exercise of its powers as the local traffic authority under section 16A of the Road Traffic Regulation Act 1984 (“the Act”) and all other enabling powers, has made on the 20th May 2025 the Northumberland County Council (Morpeth Fair Day 2025) Temporary Traffic Regulation Order 2025 (“the TTRO”).
The Council has made the TTRO for the purposes of facilitating the holding of Morpeth Fair Day 2025 (“the Event”) by prohibiting traffic on A192 Bridge Street from it’s junction with Chantry Place to Newgate Street roundabout, the A192 Newgate Street from the Newgate Street roundabout to it’s junction with Manchester Street, the U6110 Newmarket for it’s entire length and the U6110 Oldgate for it’s entire length (“Road One”) the A192 Shields Road from Coopies Lane to Makefing roundabout, the A197 Castle Bank for it’s entire length, the A197 Bridge End for it’s entire length, the A197 Road over Telford Bridge for it’s entire length and the A192 Bridge Street from it’s junction with Road over Telford Bridge to it’s junction with Chantry Place (“Road Three”) and by restricting traffic on the following roads: the U6106 Manchester Street south side from no. 18A Manchester Street to no. 8 Manchester Street (“Road Two”) The B1337, Bridge Street south side from no. 2 Bridge Street to no. 8 Bridge Street and The B1337, Bridge Street north side from no. 4 Market Place to no. 6 Market Place (“Road Four”)
The TTRO shall come into force at the following times, subject to the provisions of section 16B of the Act:
In respect of Road One and Road Two, 03:00 hours on the 8th June 2025 and will remain in force until 19:00 hours on the 8th June 2025, introducing a road closure on Road One and a no waiting and loading except for taxis on Road Two;
In respect of Road Three, 11:55 hours on the 8th June 2025 and will remain in force until 12:05 hours on the 8th June 2025, introducing a road closure; and
In respect of Road Four: 03:00 hours on the 8th June 2025 and will remain in force until 19:00 hours on the 8th June 2025, suspending the no waiting and loading except for taxi restriction.
An alternative route will be available for use whilst the TTRO is in force being the following and should the need arise changes may be made to the alternative routes, where possible these changes will be signposted accordingly:
For traffic travelling south via the B1337, Stanley Terrace, Manchester Street and vice versa in Morpeth;
For traffic travelling north via the Curly Kews, Church Walk, Spelvit Lane, St Marys Field, the A197, the B133, Castle Bank, Bridge Street and vice versa in Morpeth;
For traffic travelling to Mathesons Gardens via the U6110 Elliott Bridge to Bridge Street and vice versa in Morpeth.
All restrictions on the Road will be sign-posted and staffed and will remain in force only for as long as is necessary.
Nothing in the TTRO shall apply to:
a. Any activities taking place on the Road related to the organisation and holding of the Event;
b. Anything done with the permission of, or at the direction of, a police officer or a Duly Authorised Officer of the Council.
c. Any vehicle being used by, or for the purposes of, the emergency services;
d. Any vehicle being used by or for the purposes of a statutory undertaker (e.g. the loss of supplies of gas, electricity or water to premises in the area, which requires vehicles to be brought onto the Road); or
e. Pedestrian access to any premises adjoining the Road.
