What is happening?

LONDON BOROUGH OF WALTHAM FOREST (LBWF)

WAITING AND LOADING RESTRICTIONS, CHANGES TO THE PROVISION OF PARKING PLACES, PROHIBITION OF TRAFFIC, PRESCRIBED ROUTES, MINOR CORRECTION TO ORDERS TO REFLECT EXISTING HIGHWAY ARRANGEMENTS AND NOTICE OF INTENTION OF CAMERA ENFORCEMENT OF MODAL FILTER IN WALPOLE ROAD E17 (LBWF Batch 20: T625) (Part 1)

  • The Waltham Forest (Free Parking Places, Loading Places and Waiting and Loading Restrictions) (Amendment No. 247) Order 2025

NOTICE IS HEREBY GIVEN that the Council of the LBWF (the Council) on 8th May 2025 made the above-mentioned Orders under sections 6, 45, 46, 49 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984, as amended, and:

  • specified the effect of the Orders will be to introduce new or extend existing lengths of “at any time” waiting restrictions (aka yellow line locations and the restrictions’ extents), introduce or vary loading restrictions and permit holder parking provisions (“P”), where needed, and:

  • The general effect of the Orders in other roads will be:

    • Ashbridge Road E17 (ASH) – north-west to east side (nws) permit holder parking places south-west of Nos. 1-5 and altered the end of queue to Nos. 3 ASH south-westwards; the south-west boundary of No. 7 ASH – stopping from 6m to 1.5m.

    • Cranbrook Mews E17 (CRB) – permit holders only “at any time” restriction outside open space widths between Nos. 7 and 17 CRB where side’s extent is too local

    • Chandos Avenue E11 (CHE):

      • north side: new permit holders only (P) bays (ppd adjacent to No. 94 Kimberley Road) approximately 5.2m and adjacent 2.5 metres in length and 4.0m in overall length.

      • south-east side (SE): no loading restrictions operating Mon-Fri 10am to 4pm.

    • Cazenove Road E17 (CAZ) – convert all shared use bays to permit holders only (P) on south-east side, from a point 4.5m east of the party wall of Nos. 18/20 CAZ to 2.5m west of the north-east boundary of No. 30 CAZ, including new 5m bay on north-east corner (approx. 29.2m).

    • Chingford Road E17 (CHG) – east side (for both ends of pedestrian island), to extend the at any time restrictions on northern and southern ends of the pedestrian refuge in the north arm:

      • North-east side: to prohibit vehicular traffic turning left onto Chingford Road north of Blackhorse Lane (TFL maintained section) and Blackhorse Road where vehicles are directed to turn left only (except cycles).

    • Erskine Road E17 (ERS) – both sides (ppd opposite Nos. 18/20): extend “at any time” restrictions* at the shared-use bay outside Nos. 1 and 28 ERS where side’s extent is too local.

    • Forest Road E17 (FOR):

      • south side (ppd west of the pedestrian crossing): extend “at any time” restrictions approx. 6.5m (ppd outside No. 217) to 3m westwards of 2.0m kerbline.

      • north side (ppd 1m east of the entrance to Clyde Lofts): to provide a 6.2m length of permit holders only (P) bays operating Mon-Fri 8.30am to 6.30pm.

    • Gosport Road E17 (GSP) – north-west side (nws): to convert all shared-use bays to permit holders only (P) operating Mon-Fri 8.30am to 6.30pm.

    • Gwynne Road E17 (GWY) – extend “at any time” restrictions (ppd outside No. 26 GWE where extent is too local). One side only of the new pedestrian ramp.

    • Howard Road E17 (HRW) – both sides – between Nos. 15/7 and 20/7 HRW to indicate “at any time” restrictions where dry side's extent is too local.

    • Lea Bridge Rd (LBR) – between a point 10m west of the western kerb line of Markhouse Road and a point 5m east of the eastern k/l of Orn Rd – a no U-turn prohibition against anyone causing a vehicle proceeding eastbound or westbound in LBR to cause that vehicle to turn and face the opposite direction.

    • Montague Rd E11 – no loading/ “at any time” restrictions where dry side:

      • west side between its junction with Harrow Rd north for 22m; and

      • east side between its junction with Harrow Rd north for 11.5m.

    • Montague Rd E11 – es no loading restrictions operating Mon-Fri 10am to 4pm new 7.4m bays immediately outside the rear infill.

    • Pennant Terrace E17/Thorpe Crescent E17 – prevent motorbikes from entering or proceeding in the footpath (footway) between Pennant Terrace and Thorpe Crescent (between Nos. 2 and 8 Thorpe Crescent).

    • Rectory Rd E17 (RCT) – es: convert a short-use 18.1m RCT to P bays operating Mon-Fri 8am to 6.30pm.

    • Rosebank Rd E17 RDS – north-east side (nes) remove the pop-up bays: 13/15 RDS and extend the sb (ppd) to 17 RDS north-westwards in 1.3 place operating Mon-Fri 8am to 12.30pm and Sat 8am to 6.30pm.

    • Stanley Rd E4 (STM) – south-west side (sws) convert a total of 11m of ppd bays (Nos. 21 and 23 STM) (5.5m outside each property) and extend a yellow box (ppd 25 STM northwards and southwards by the same equal distances operating Mon-Fri 10am to 4pm.

The Copse E4 (TCP) – the north and east sides remove all advisory disabled person’s parking places (ppd) and provide 3 disabled person’s parking places (6.6 metres in length) outside:

  • (Nos.1819 TCP and 2A, 2B, 2C, 2D TCP (x2 opp)); this amends the proposals made on 21 September 2023 which proposed only 6m bays at its southeastern extremity which have been abandoned (ref: see www.walthamforest.gov.uk/node/44884) for initial proposal.

  • Yardley Lane (YL) E4 – (northwest to east arm):

    • to provide 4.0m ppd in length west to east arm; 6.4854 YL: to provide 6.0m bays in the following locations:

      • ns – between the eastern kerb line of the north-south arm of YL (section in line with Boardman Ave (BDA)) and its north junction extremity.

      • ns – north easternmost extremity – all sides:

        • ns – (b) between a point opposite the eastern kerb line of the north/south arm of YL section in line with existing bays (5.5m distance) (4.2m) to 1.25m-2.4m (2.1m) on the east side (5.4m) outside Nos. 24-30 YL (6m), outside Nos. 36-38 (5.2m), outside Nos. 40-46 (5.4m), and outside Nos. 63/63.5/64 YL to meet newly provided bay directly in line to the north-easternmost extremity of the footways. YL 2.5m and 2.4/2.9/whatever Road YL/Boardman Ave (section no. 1-5) separation.

    • The bays will be marked with new traffic signs/road markings.

FURTHER NOTICE IS HEREBY GIVEN that the Council under same RTRA sections mentioned in the heading made minor amendments to existing traffic orders and install minor correction orders (such as wording for loading arrangements, updating the list of highway names and borough boundary corrections to bring into harmony):

  • Barclay Rd E17, at the outside of the No. 61/61B high Rd E11 from 2m prior to the junction with Norlington Rd.

  • Coppermill Area E17 – sb: raised cycle hangar into the westbound entry near the easternmost end of the bay.

  • Erskine Rd E17, sb: to denote “P” ppd bays for WSCP (ph only) Mon-Sat 8am to 6.30pm and Sun 8am to 9.30pm (correction to Traffic Order no. T625).

  • Forest Rd E17, sb: amends loading restrictions (correction to the traffic order map sheet).

  • Field Road E17 – sb: insert modal filter and re-align the kerbline at its break in the pop up between the t/w of 30 RRB (redesignated).

Note: the proposals advertised on 24th March 2025 for:

  • Courtenay Rd E11 – bs, Hainault Rd E11 – nws, and Templeton Ave E4 – as have been deferred and at a future time will be either made as proposed, amended or abandoned (for details please go to: www.thecopse.uk/node/44884316).

Copies of the Orders, which will come into operation from 26th May 2025 and all other related documents can be inspected until the expiration of a period of 6 weeks from the date the Orders are made or rejected by the Highways Traffic Management offices at: Sycamore House, Leyton Municipal Offices, E10 7AS during normal office hours on Mondays to Fridays inclusive, or alternatively documents can be viewed online at: www.walthamforest.gov.uk

Any person desiring to question the validity of the Orders or of any provision contained therein on the grounds that it is not within the relevant powers of the RTRA 1984, or that any of the relevant requirements therein have not been complied with in relation to the Orders may, within six weeks from the making of the Orders, make an application to the High Court for the purpose.

Camera Enforcement (and loading restrictions in street, converting into wider CPZ):

  • Sidmouth Road E4 – east side: all which is public highway into footway to face CMT (in the driveway perpendicular to the main carriageway of The Copse Way).

  • Ashwood E4 (AM) – the southernmost and westernmost arms entering William Way, the remainder of that arm (AM) west side of flats (No. 54-56) to 10m northwards of the south-western k/l of The Copse and flats from south-east of the south-western end of the CPZ.

  • Kingswood Rd E11 (KWD) – the slip road fronting Nos. 8 to 16 KWD – entirely as only in the first 3 digits of the map.

  • Mayfield Rd E4 – sb: between the gable ends along the western k/l of Selwyn Ave E4 sb – fact 10m ops: 112 to 116 SEL.

  • The Copse E4 – bs: between its junction with TRS eastwards into the turning head.
