What is happening?

READVERTISEMENT

On 17 April 2025, Manchester City Council gave Notice of traffic regulation proposals for the Spinningfields area. However, due to an error in the description of the proposals in respect of Left Bank, it has been decided to readvertise the Scheme with amended / clarified descriptions in respect of Left Bank - so as to make it clear that the proposals do not include the length of Left Bank between the street bollards. The previous Notice is rescinded and any objections made under it will not be carried forward. 
Therefore, if you wish to object to any of the proposals set out in this Notice, you should do so in the manner set out below by the date specified.

NOW THEREFORE, the Council of the City of Manchester gives Notice that it proposes to make Orders under the Road Traffic Regulation Act 1984. The titles and effects of the Orders are as follows:

1. CITY OF MANCHESTER (CONTROLLED PARKING ZONE) (MANCHESTER CITY CENTRE) (NO.13) ORDER 2004 (AMENDMENT NO.16) ORDER 2025

No Waiting at Any Time on: Left Bank, both sides, from its junction with Bridge Street in a southwesterly direction to its junction with New Court Street; New College Street, both sides for its entire length; Water Street (i) north-west side, from New Quay Street northeasterly to New College Street (ii) south-east side, from New Quay Street northeasterly for 11m (iii) south east side, from New College Street southwesterly for 7m; Young Street, both sides for its entire length.

No Loading at Any Time on: Left Bank (i) north west side, from its junction with Bridge Street in a southwesterly direction to its junction with New Court Street (ii) south-east side from its junction with Bridge Street in a southwesterly direction for a distance of 41 metres (iii) south-east side, from New Court Street northeasterly for 12m; New College Street, both sides for its entire length; Water Street (i) north-west side, from New Quay Street northeasterly to New College Street (ii) south-east side, from New Quay Street northeasterly for 11m (iii) south-east side, from New College Street southwesterly for 7m; Young Street, both sides, from Quay Street northerly for 5m.

Goods Vehicle Loading / Unloading Parking Place, at All Times on All Days on:

Water Street, south-east side, from 11m northeast of New Quay Street northeasterly to 7m southwest of New College Street (2.7m wide).

2. CITY OF MANCHESTER (NEW COLLEGE STREET) (ONE WAY TRAFFIC) ORDER 2025 One-Way Traffic: New College Street, from 80m northwest of Gartside Street in a southeasterly direction to Gartside Street; Permitted Direction of Travel - in a southeasterly direction (towards Gartside Street).

3. CITY OF MANCHESTER (ROSAMOND STREET WEST, HULME) (RESTRICTION OF WAITING AND REVOCATION) ORDER 2025 No Waiting 8am-6pm, Monday to Friday

Rosamond Street West, both sides from Higher Cambridge Street south westerly to Boundary Lane.

Existing Orders will be amended / revoked to be consistent with proposals. Copies of the proposed Orders together with plans showing the proposals, the Statement of Reasons and copies of the Orders it is proposed to amend / revoke may be inspected at the Customer Service Centre Ground Floor, Town Hall Extension, M60 2LA (for Sat. Nav. use M2 5DB) between the hours of 9am and 4.30pm on Monday to Friday inclusive. Alternatively, copies of the documentation may be requested via the email or postal addresses below. Any objections to the proposals must be sent to me in writing to phlegal@manchester.gov.uk or the address below, stating the grounds on which they are made and the Order to which they relate no later than 16 June 2025.
