1. NOTICE IS HEREBY GIVEN that the Council of the London Borough of Newham (‘the Council’) on 19 May 2025 made the above-mentioned Orders under sections 6, 45, 46, 49 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984, as amended.
2. The general effect of the Orders will be to:-
(a) remove the free parking places, operating Monday to Saturday 7am to 7pm with a maximum stay of 30 minutes and no return within 2 hours, on the north-west side of Romford Road outside Nos. 887 to 891, Nos. 905 to 909 Romford Road, Nos. 927 to 931 Romford Road and Nos. 989 to 991 Romford Road, and on the south-east side of Romford Road outside Nos. 772 to 776 Romford Road, Nos. 824 to 826 Romford Road, No. 836 Romford Road, and Nos. 886 to 888 Romford Road;
(b) change the existing free parking places, operating Monday to Saturday 7am to 7pm with a maximum stay of 30 minutes and no return within 2 hours, on the south-east side of Romford Road to paid for parking places (‘pay by phone’) operating Monday to Saturday 7am to 7pm with a maximum stay of 30 minutes and no return within 1 hour in the following locations:
(i) outside Nos. 780 to 782 Romford Road; and
(ii) outside Nos. 800 to 812 Romford Road;
(c) introduce new loading bays operating every day from 7am to 7pm with a maximum stay of 30 minutes and no return within 1 hour in the following locations:
(i) Sixth Avenue, on the south-west side, from a point 7 metres south-east of the south-eastern kerb-line of Romford Road south-eastward for a distance of 9 metres;
(ii) Toronto Avenue, on the south-west side, from a point 5 metres north-west of the north-western kerb-line of Romford Road north-westward for a distance of 10 metres;
(iii) Worcester Road, on the south-west side, from a point 21.3 metres north-west of the north-western kerb-line of Romford Road south-eastward for a distance of 10 metres;
(iv) Gloucester Road, on the north-east side, from a point 5 metres north-west of the north-western kerb-line of Romford Road north-eastward for a distance of 8 metres;
(v) Eighth Avenue, on the north-east side, from a point 5 metres south-east of the south-eastern kerb-line of Romford Road for a distance of 8 metres;
(vi) Colchester Avenue, on the south-west side, from a point 4.6 metres north-west of the north-western kerb-line of Romford Road, north-westward for a distance of 10 metres; and
(vii) Sheringham Avenue, on the south-east side, from a point 7 metres south-east of the south-eastern kerb-line of Romford Road, south-eastward for a distance of 10 metres.
(d) introduce a new ‘shared use’ parking place (permit holders (L) and free parking) with a maximum stay of 30 minutes and no return within 1 hour operating on Monday to Saturday from 9am to 5pm in Dersingham Avenue on the south-west side, from a point 16 metres south-east of the south-eastern kerb-line of Romford Road south-eastward for 17 metres;
(e) introduce new waiting restrictions operating ‘at any time’ (double yellow lines):
(i) on the north-west side of Romford Road from a point 2 metres north-east of the common boundary of Nos. 885 to 887 Romford Road, north-eastward to a point 3.7 metres north-east of the common boundary of Nos. 1017 to 1019 Romford Road;
(ii) on the south-east side of Romford Road from the south-western kerb-line of Seventh Avenue, north-eastward to the common boundary of Nos. 798 to 800 Romford Road; and
(iii) on the south-east side of Romford Road from the common boundary of Nos. 810 to 812 Romford Road, north-eastward to a point 3.7 metres north-east of the common boundary of Nos. 1017 to 1019 Romford Road;
(f) introduce new loading restrictions operating ‘at any time’ (double kerb blips):
(i) on the north-west side of Romford Road from a point 2 metres north-east of the common boundary of Nos. 885 to 887 Romford Road, north-eastward to the south-western kerb-line of Worcester Road;
(ii) on the north-west side of Romford Road from the common boundary of Nos. 925 to 927 Romford Road, north-eastward to the common boundary of Nos. 963 to 965 Romford Road;
(iii) on the north-west side of Romford Road from a point 20 metres south-west of the south-western boundary of No. 1003 Romford Road, north-eastward to a point 3.7 metres north-east of the common boundary of Nos. 1017 to 1019 Romford Road;
(iv) on the south-east side of Romford Road from the western kerb-line of Seventh Avenue, north-eastward to the common boundary of Nos. 798 to 800 Romford Road; and
(v) on the south-east side of Romford Road from the common boundary of Nos. 834 to 836 Romford Road north-eastward to a point 3.7 metres north-east of the common boundary of Nos. 1017 to 1019 Romford Road;
(g) introduce new loading restrictions operating Monday to Saturday 7am to 7pm:
(i) on the north-west side of Romford Road from the north-eastern kerb-line of Worcester Road, north-eastward to the common boundary of Nos. 925 to 927 Romford Road;
(ii) on the north-west side of Romford Road from the common boundary of Nos. 963 to 965 Romford Road north-eastward to a point 12 metres north-east of the north-eastern boundary of No. 971 Romford Road; and
(iii) on the south-east side of Romford Road from the common boundary of Nos. 810 to 812 Romford Road, north-eastward to the common boundary of Nos. 834 to 836 Romford Road.
For all locations described in the paragraphs above, the proposed parking places will replace the existing restrictions at those locations.
3. Copies of the Orders, which will come into force on 27 May 2025 and documents giving more detailed particulars of the Orders are available for inspection by appointment during normal office hours at Newham Dockside, 1000 Dockside Road E16 2QU, by telephoning 020 3373 6415 or by emailing traffic.orders@newham.gov.uk for a period of six weeks from the date on which the Orders were made.
4. If any person wishes to question the validity of any of the Orders or of any of their provisions on the grounds that it or they are not within the powers conferred by the Act, or that any requirement of the Act or of any instrument made under the Act has not been complied with, that person may, within six weeks from the date on which the Orders are made, apply for the purpose to the High Court.
