1. NOTICE IS HEREBY GIVEN that the Council of the London Borough of Newham proposes to make the above-mentioned Orders under Sections 6, 45, 46, 49 and 124 of the Road Traffic Regulation Act 1984, as amended.

2. The general effect of the parking places and loading bay Orders would be to remove a shared-use parking place operating 8am to 9pm located in Honour Lea Avenue (approximately 14 metres north-east of Madison Way) and replace it with a loading bay operating on any day from 8am to 9pm with a maximum stay of 30 minutes and no return within 2 hours.

3. The general effect of the waiting and loading Order would be to introduce:

a) waiting and loading restrictions operating ‘at any time’ (double yellow lines and double kerb-blips) in:

i) Logan Close, so much as is public highway;

ii) Napa Close, so much as is public highway;

iii) Scarlet Close, so much as is public highway; and

iv) Sunrise Close, so much as is public highway;

b) loading restrictions operating ‘at any time’ (double kerb-blips) in Honour Lea Avenue at the following locations:

i) the north-west side:

A) between a point 9.2 metres north-east of the south-western wall of Nolan Mansions and a point 3.2 metres south-west of the north-eastern wall of Sable House;

B) from a point 4.2 metres north-east of the north-eastern wall of Nolan Mansions south-westward for a distance of 9.1 metres;

C) from a point 34 metres north-east of the south-western wall of Hyett Court north-eastward for a distance of 5.5 metres;

D) between a point 7.6 metres north-east of the south-western wall Goswell Court and a point 23 metres south-west of the north-eastern wall of Hyett Court;

E) between a point 9.7 metres north-east of the north-eastern kerb-line of Sunrise Close and a point 0.3 metre south-west of the north-eastern wall of Verna House;

ii) the south-east side:

A) between a point 13.3 metres north-east of the south-western wall of Zeller House and a point 2.4 metres south-west of the north-eastern wall of Sable House;

B) between a point 9.3 metres south-west of the south-western wall of Lucia Heights and a point 20.7 metres south-west of the north-eastern wall of Meander House;

C) from a point 17.1 metres north-east of the south-western wall of Lucia Heights north-eastward for a distance of 5.9 metres;

D) from a point 30.4 metres north-east of the south-western wall of Lucia Heights north-eastward for a distance of 9.4 metres;

E) between a point 2.8 metres north-east of the south-western wall of Rye Mansions and a point 10.7 metres south-west of the north-eastern wall of Samphire Heights; and

F) between a point 8.8 metres north-east of the north-eastern kerb-line of Sunrise Close and a point 0.9 metre south-west of the north-eastern wall of Verna House

Documents and a plan giving more detailed particulars of the proposed Orders can be made available during normal office hours on Monday to Friday by telephoning 020 3373 6415, by emailing traffic.orders@newham.gov.uk, or inspected (by prior appointment – please telephone the above number) at Newham Dockside, 1000 Dockside Road E16 2QU, until six weeks after the date on which the Orders are made or until the proposed Orders are withdrawn, as appropriate.

6. All objections and other representations relating to the proposed Orders must be made in writing and received by 11 June 2025. All objections must specify the grounds on which they are made. They should be sent to the Acting Director of Highways, Parking and Transportation, London Borough of Newham, 3rd Floor West, Newham Dockside, 1000 Dockside Road, London, E16 2QU or by email to traffic.orders@newham.gov.uk.

7. Under the requirements of current access to information legislation, any letter or e-mail sent to the Council in response to this Notice may be subject to publication or disclosure, or both, including communication to other persons affected.
