What is happening?
(HARWELL AND VARIOUS PARISHES) (SPEED LIMITS) ORDER 20
NOTICE is given that Oxfordshire County Council proposes to make the above order under the Road Traffic Regulation Act 1984 and all other enabling powers.
The effect of the order – to help improve road safety – is to introduce a 30mph speed limit (in place of the existing 40mph speed limit) on the A417 London Road in Chilton, by removing the current 40mph speed limit from its schedule in the Oxfordshire County Council (Various Roads - Didcot, Harwell, Milton and Steventon) (Speed Limits) Order 2020 and replacing it in this Order as part of the Harwell and Various Parishes package.
The Oxfordshire County Council (Harwell and Various Parishes) (Speed Limits) Order 202* is proposed to introduce 30mph and 40mph speed limits in several parishes in the county.

Objections to the proposals and other representations specifying the grounds on which they are made may be sent in writing to the address below by the end of 20 June 2025. The Council will consider objections and representations received in response to this Notice. They may be disseminated widely for these purposes and made available to the public. NOTICE is given that Oxfordshire County Council proposes to make the above orders under the Road Traffic Regulation Act 1984 and all other enabling powers.
The effect of the orders – proposed as part of the Council’s ‘Vision Zero’ strategy for road safety – is to change speed limits on the A4074, A4130 and A423 between the Heyford Hill roundabout at Oxford & Mapledurham/Woodcote, and other areas in south Oxfordshire. Specifically the changes are as follows:
A. Oxford Ring Road:
A423 Southern Bypass – from the Heyford Hill roundabout, north-westwards to a point 215 metres west of its junction with Kennington Road – 40mph speed limit in place of 50mph.
B. Nuneham Courtenay:
30mph speed limit on the A4074 – from the existing 20mph speed limit terminal southwards for 300 metres (including the ‘Golden Balls’ roundabout), replacing the existing 50mph speed limit.
C. Burcot to Berinsfield:
50mph speed limit on the A4074 – from the existing 40mph speed limit terminal at Burcot, southwards to the existing 40mph speed limit terminal at Berinsfield, replacing the existing 60mph NSL in the process.
D. Shillingford to Benson:
50mph speed limit on the A4074 – from the existing 40mph speed limit terminal at Shillingford, replacing the existing 60mph national speed limit.
E. Benson to Crowmarsh:
40mph speed limit on the A4074 – from the existing 40mph speed limit at Benson, southwards to a junction with Benson Lane, replacing the existing 50mph speed limit in the process.
30mph speed limit on the A4074 – from the proposed 40mph speed limit terminal at Benson Lane, southwards to the existing 30mph speed limit at the Crowmarsh roundabout, replacing the existing 60mph NSL in the process.
F. Wallingford (Bypass):
40mph speed limit on the A4130 Wallingford Bypass – from the existing 40mph speed limit on Calvin Thomas Way at the Hithercroft roundabout, south-eastwards to its junction with the A4074, replacing the existing 60mph NSL.
G. Wallingford to Ipsden:
40mph speed limit on the A4074 – from the existing 40mph speed limit at Mongewell/Grifford, southwards to the proposed 40mph speed limit at Ipsden (north of Church Lane), replacing the existing 60mph NSL in the process.
H. Ipsden to Woodcote:
40mph speed limit:
A4074 from Ipsden – from its junction with the A4074, eastwards to the existing 30mph speed limit, replacing the existing 60mph National Speed Limit (NSL) in the process.
B4147 – either side of its junction with Church Lane (Ipsden), replacing the existing 60mph NSL in the process.
B471 Oxford Road (Woodcote) – from its junction with the A4074, north-westwards to the existing 30mph speed limit, replacing the existing 60mph speed limit.
I. Woodcote:
30mph speed limit:
Reading Road – from the proposed 40mph speed limit south of Church Lane, southwards to the existing 30mph speed limit at Cane End, replacing the existing 60mph NSL in the process.
Beech Street – from its junction with Main Street, south-eastwards to the existing 30mph speed limit at the residential part of Exlade Street, replacing the existing 60mph NSL in the process.
Then – rejoining the main route along the A4074, north-eastwards to the existing 30mph speed limit at Checkendon, replacing the existing 60mph NSL in the process.
J. Cane End to Goring:
40mph speed limit on the A4074 – from the existing 40mph speed limit at Cane End, southwards to the existing 30mph speed limit at Caversham, replacing the existing 50mph speed limit in the process.
Separately, the following (Oxfordshire County Council) orders would be revoked at such time as this Order is brought into effect:

Notice of Temporary Traffic Order
Testworth: Silver Street
Prohibition of Through Traffic
Date of Order: 29 May 2025
Coming into force: 29 May 2025
This Order is being introduced because of collapsed sewer repairs relating to an anticipated 18-week closure to 29 June 2025.
The effect of the Order is to temporarily prohibit any vehicle proceeding in that length of Silver Street which lies between its junctions with B4009 High Street and the B4009 Park Road for safety reasons. Appropriate traffic signs will be displayed to indicate when the measures are in force.
Exemptions are included for emergency services and for access to premises which are only accessible from the closed section of the road.
This Order will remain in force for a maximum period of 18 months or until the works have been completed whichever is the sooner. (Ref: T51546/AC)
