What is happening?

ROAD TRAFFIC REGULATION ACT 1984 - SECTION 14(1)

LONDON BOROUGH OF MERTON

(VARIOUS ROADS) (NO. 4) (TEMPORARY RESTRICTION OF TRAFFIC) ORDER 2025

  1. The Council of the London Borough of Merton hereby give notice that to facilitate tree cutting and pruning works in roads or lengths of road specified in the Schedule to this notice, they intend to make an Order, the effect of which would be to temporarily restrict vehicular traffic in those roads or lengths of road specified in the Schedule to this notice.

  2. During the works, no person would cause or permit any vehicle to wait, including for the purpose of loading or unloading that vehicle, within 10 metres of any tree in any of the roads or lengths of road specified in column 2 of the Schedule to this notice.

  3. Any designated parking place situated within 10 metres of any tree in any of the roads or lengths of road specified in the Schedule to this notice would be suspended for the duration of the works. The works would be carried out under a rolling programme of parking suspension to minimise the inconvenience to residents.

  4. The restrictions would only apply during such times and to such extent as would from time to time be indicated by traffic signs prescribed by the Traffic Signs Regulations and General Directions 2016.

  5. Nothing in the Order would apply to:

    (a) any vehicle being used in the execution of the said works;

    (b) anything done with the permission or at the direction of a police constable in uniform or a police community support officer in uniform; or

    (c) any vehicle being used for police, fire brigade or ambulance purposes, subject to site conditions.

  6. Any vehicle parking in contravention of any restriction imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.

  7. The Order would come into operation on Tuesday 27th May 2025 and the anticipated work dates are listed in column 3 of the Schedule to this Notice. However, the Order would remain in force for 12 months during which its provisions would be re-introduced should further works be required.

ROAD TRAFFIC REGULATION ACT 1984 - SECTION 14(1) (as amended)

LONDON BOROUGH OF MERTON (VARIOUS ROADS) (CYCLE HIRE PARKING PLACE MARKINGS) (BIK) (TEMPORARY RESTRICTION OF TRAFFIC) ORDER 2025

  1. The Council of the London Borough of Merton hereby give notice that to enable carriageway marking works they intend to make an Order to restrict parking in the roads or lengths of road specified in the Schedule to this Notice, subject to the results of consultation.

  2. During the works no person shall cause or permit any unauthorised vehicle to wait, load or unload in the roads or lengths of road specified in the Schedule to this Notice. Existing marked parking places in certain lengths of said roads would be suspended.

Note: The works are expected to commence on 23 May 2025 and be carried out in a rolling basis. Warning signs would be posted on the roads before the works are expected to take place and cones would be put in place the day before. There would be expected to be 1 day on each road, but this may be subject to alteration due to inclement circumstances or poor weather conditions.

  1. The restrictions would only apply during such times and to such extent as would from time to time be indicated by traffic signs.

  2. Nothing in the Order would apply to:

    (a) anything done with the permission or at the direction of a police constable in uniform;

    (b) any person or vehicle engaged in the execution of the said works;

    (c) any vehicle being used for police, fire brigade or ambulance purposes, subject to site conditions.

5. The Order would come into operation on 23 May 2025 and would remain in force for a maximum period of 12 months, or until the works have been completed, whichever is the sooner.

6. Any vehicle waiting in contravention of any restriction imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.

MANSEL ROAD, the south-east side, from a point 30 metres south-west of the south-western kerb-line of Wimbledon Hill Road, south-westward for a distance of 30 metres.

  1. The Council of the London Borough of Merton hereby give notice that to enable carriageway marking works they have made an Order to restrict parking in certain lengths of the roads specified in the Schedule to this Notice.

  2. During the works no person shall cause or permit any unauthorised vehicle to wait, load or unload in certain lengths of the roads specified in the Schedule to this Notice. Existing marked parking places in certain lengths of the said roads will be suspended.

    Note: The works are expected to commence on 16 May 2025 and be carried out on a rolling basis. Warning signs will be posted on the roads before the works are expected to take place and cones will be put in place the day before. The works will be expected to take 1 day on each road, but may take longer if there are any unforeseen circumstances or poor weather conditions.

  3. The restrictions will only apply during such times and to such an extent as indicated by the placing of prescribed signs.

  4. Nothing in the Order will apply to:

    (a) anything done with the permission or at the direction of a police constable in uniform; or

    (b) any person or vehicle engaged in the execution of the said works; or

    (c) any vehicle being used for police, fire brigade or ambulance purposes.

  5. The Order will come into operation on 16 May 2025 and will remain in force for a maximum period of 12 months, or until the works have been completed, whichever is the sooner.

1. NOTICE IS HEREBY GIVEN that the Council of the London Borough of Merton, on 13 May 2025, made the above-mentioned Orders under the powers conferred by sections 6, 45, 46, 49 and 124 and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984, as amended.

The general effect of the Orders would be to convert sections of existing parking places in roads of each controlled parking zone referenced in the Schedule to this Notice, to single yellow line waiting restrictions that match the operational times of the controlled parking zone operating in which the changes are made.

The Orders will come into force on 23 May 2025, and all other changes, including detailed particulars of the Orders, including plan which indicates the road or parts of road to which the Orders relate, can be inspected online at: www.merton.gov.uk/traffic-orders. If any person wishes to question the validity of the Orders or of any provision contained in them on the grounds that it was not made with the relevant powers or that the relevant requirements of the 1984 Act or regulations made under it have not been complied with, they may, within six weeks from 13 May 2025, make application for the purpose to the High Court.

ROAD TRAFFIC REGULATION ACT 1984 - SECTION 14(1)

LONDON BOROUGH OF MERTON

(PORTLAND ROAD, MITCHAM) (TEMPORARY RESTRICTION OF TRAFFIC) ORDER 2025

  1. The Council of the London Borough of Merton hereby give notice that to facilitate gas works to decommission the gas holder station in Western Road, they intend to make an Order, the effect of which would be to temporarily restrict vehicular traffic in Portland Road, Mitcham.

  2. During the works no person would:

    (a) cause or permit any vehicle to enter or proceed in Portland Road, Mitcham, from its junction with Western Road, south-westward to its junction with Haly Drive; or

    (b) cause or permit any vehicle to wait, including for the purpose of loading or unloading any vehicle, in the road or length of road specified in paragraph 2(a) above.

  3. Any designated parking place situated in the road or length of road specified in paragraph 2(a) above would be suspended for the duration of the works in that length of road.

  4. The restrictions would only apply during such times and to such extent as would from time to time be indicated by traffic signs prescribed by the Traffic Signs Regulations and General Directions 2016. (A rolling road closure is anticipated to facilitate the works.)

  5. Nothing in the Order would apply to:

    (a) any vehicle being used in connection with the execution of the said works;

    (b) anything done with the permission or at the direction of a police constable in uniform, a police community support officer in uniform; or

    (c) any vehicle being used for police, fire brigade or ambulance purposes, subject to site conditions; or

    (d) any person requiring vehicular access to the properties adjacent to road mentioned in the road specified in paragraph 2(a) above, insofar as access is reasonably practicable without interference with the said works.

    (e) any vehicle being used for school shuttle proceeding using Lewis Road and the associated route over obstacles.

  6. Any vehicle waiting in contravention of any restriction imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.

  7. The Order would come into operation on Monday 9th June 2025 and it is anticipated the works will be completed within 3 days. However, the Order will remain in force for 3 months should further works be required.

ROAD TRAFFIC REGULATION ACT 1984 - SECTION 14(1)

LONDON BOROUGH OF MERTON

(RUTLISH ROAD AND KINGSTON ROAD, SW19) (TEMPORARY RESTRICTION OF TRAFFIC) ORDER 2025

  1. The Council of the London Borough of Merton hereby give notice that to facilitate new water connection works in Rutlish Road at its junction with Kingston Road, they have made an Order, the effect of which will be to temporarily restrict vehicular traffic in the said roads.

  2. During the works, no person will cause or permit any vehicle to:

    (a) enter or proceed in Rutlish Road, from the south-eastern kerb-line of Kingston Road south-eastward for a distance of 42 metres;

    (b) wait, including for the purpose of loading or unloading any vehicle, in:

    (i) the road or length of road specified in sub-paragraph (a) above;

    (ii) Kingston Road, the north-west side, from the common boundary of Nos. 171 and 173 Kingston Road to the common boundary of Nos. 189 and 191 Kingston Road.

  3. Any designated parking place situated in the roads or lengths of road specified in paragraph 2 above will be suspended for the duration of the works.

  4. The restrictions will only apply during such times and to such extent as will from time to time be indicated by traffic signs prescribed by the Traffic Signs Regulations and General Directions 2016.

  5. Vehicular traffic affected by the road closure should proceed via Charles Road, Kirkley Road and Kingston Road or vice-versa.

  6. Nothing in the Order will apply:

    (a) to any vehicle being used in connection with the execution of the said works;

    (b) to anything done with the permission or at the direction of a police constable in uniform or police community support officer in uniform; or

    (c) to any vehicle being used for police, fire brigade or ambulance purposes, subject to site conditions; or

    (d) to prevent vehicular access to premises adjacent to the road or length of road mentioned in sub-paragraph 2(a).

  7. Any vehicle waiting in contravention of any restriction imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.

  8. The Order will come into operation on Tuesday 27th May 2025 and it is anticipated that the works will be completed within 3 days. However, the Order will remain in force for 3 months should further works be required.
