Various Roads in Guildford and Waverley - 20mph, 30mph, 40mph and 50mph Speed Limit

What is happening?

THE SURREY COUNTY COUNCIL

(Various Roads in Guildford and Waverley) (Rural Roads Area 3) (20mph, 30mph, 40mph and 50mph Speed Limit) Order 202*

Surrey County Council propose to make the above named Order, under Section 84 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984 “the Act” (as amended) and all other enabling powers, the effect of which will be to:-

(a) impose a 20mph speed limit in the lengths of roads specified and described in Schedule 1;

(b) impose a 30mph speed limit in the lengths of roads specified and described in Schedule 2;

(c) impose a 40mph speed limit in the lengths of roads specified and described in Schedule 3;

(d) impose a 50mph speed limit in the lengths of roads specified and described in Schedule 4;

(e) carry out legal drafting amendments to “The Surrey County Council (Various Roads in Bramley and Cranleigh in the Borough of Waverley) (30 mph 40 mph and 50 mph Speed Limit) Order 2009” insofar as it relates to D192 Barhatch Lane, D192 Barhatch Road, D182 Horseshoe Lane and D184 Knowle Lane as specified and described in part 2, part 3, part 10 and part 11 of Schedule 2; and insofar as it relates to D191 Smithwood Common Road as specified and described in part 10 of Schedule 3;

(f) carry out legal drafting amendments to “The Surrey County Council Various Roads in the Borough of Guildford (Restricted Roads) Order 1997” insofar as it relates to D227 Goose Green, D227 High View, D227 Queen Street, D625 Towerhill as specified and described in part 13, 19, 34 and 42 of Schedule 1;

(g) carry out legal drafting amendments to “The Surrey County Council (various Roads in Bramley Ewhurst Village Farnham Haslemere Shamley Green and Wonersh) (Restricted Roads) Order 1987” insofar as it relates to D653 Garden Close, D212 Hullbrook Lane, D660 Hullmead, D622 New Road, D653 Nursery Hill, D213 Stonards Brow, D213 Sweetwater Close and D213 Sweetwater Lane as specified and described in part 12, 20, 21, 28, 32, 38, 39 and 40 of Schedule 1;

(h) carry out legal drafting amendments to “The Surrey County Council Various Roads in the Parishes of Albury Pirbright Ripley Send Shalford St Martha and Worplesdon (Restricted Roads and 40/50 mph Speed Limits) Order 2001” insofar as it relates to D218 Blacksmith Lane, C37 Guildford Lane and White Lane, D218 Halfpenny Close, D218 Halfpenny Lane as specified and described in part 5, part 16, 17 and part 18 of Schedule 1; (i) carry out legal drafting amendments to “The Surrey County Council (Various Roads in Alfold in the Borough of Waverley) (40 mph and 50 mph Speed Limit) Order 2009” insofar as it relates to A281 Guildford Road/ Horsham Road as specified in the part 3 of Schedule 3 and part 1 of Schedule 4;

(j) carry out legal drafting amendments to “The Surrey County Council Various Roads in Waverley (Restricted Roads) Order 1997 insofar as it relates to D212 Hullbrook Lane as specified and described in part 20 of Schedule 1;

(k) carry out legal drafting amendments to “The Surrey County Council (Various Roads in Guildford, Mole Valley and Waverley) (Rural Area Speed Limits Area 2) (20mph, 30mph and 40mph Speed Limits) (No. 1) Order 2024” insofar as it relates to D227 Burrows Lane as specified and described in part 8 of Schedule 1;

(l) revoke previous Orders made or having effect as if made under Sections 81, 82, 83 and 84 of the Act imposing any speed limit on the length of road specified and described in part 23 of Schedule 1 to this Notice.

The speed limits proposed by this Order shall not apply to vehicles used by special forces in accordance with the Road Traffic Exemptions (Special Forces) (Variation and Amendment) Regulations 2011. A copy of the proposed Order, a plan showing the lengths of roads to which the Order relates, and a Statement of the Council’s reasons for proposing to make the Order and a Statement of the Council’s guidelines on the acceptance of objections to Traffic Regulation Orders may be viewed:

(1) on-line at https://www.surreycc.gov.uk/roads-and-transport/policies-plans-consultations/roads-and-transport-consultations;

(2) at Reception, Surrey County Council, Hazel House, Merrow Lane, Guildford, Surrey, GU4 7BQ Monday to Friday between 10am and 4pm;

(3) Guildford Library, 77 North Street, Guildford, Surrey GU1 4AL during normal opening hours;

(4) Bramley Library, High St, Bramley, Guildford GU5 0HG during normal opening hours;

(5) Cranleigh Library, High St, Cranleigh GU6 8AE during normal opening hours;

If you wish to object to the proposed Order, or make representations thereto, you must send the grounds for your objection or representations (including any in support) –

(i) to Traffic Regulation Orders Team, Surrey County Council – Highways, Hazel House, Merrow Lane, Guildford, Surrey, GU4 7BQ; or

(ii) by using the online form via the website quoted above by 13 June 2025.

4. D211 Blackheath Lane, Wonersh/Blackheath – that length which extends from a point 8m south-east of the south-eastern kerb-line of D690 Phillips Hatch eastwards to the eastern property boundary of the property known as “Tarsia Cottage”

5. D218 Blacksmith Lane, Chilworth – its entire length

6. D194 Brook Hill, Albury – that length which extends from its junction with X194 Farley Green Road to its junction with D214 August Lane

11. D184 Knowle Lane, Rudgwick/Cranleigh (also known as Boy and Donkey Lane) – that length which extends from its junction with D185 Hillhouse Lane to a point 18m north of its junction with D185 Hogspudding Lane (also known as Baynards Road)

12. D215 Madgehole Lane, Shamley Green – its entire length

13. D194 New Road, Albury – that length which extends from a point 60m north of its junction with D221 Sandy Lane southwards to its junction with D222 Park Road

14. D224 Parklands, Shere, part of which is known as Byway Open to All Traffic No.511 (Shere) – its entire length

15. D221 Sandy Lane, Albury – its entire length

16. D195 Stroud Lane, Shamley Green – its entire length

17. D195 Upper House Lane, Shamley Green – its entire length

18. D192 Windmill Plain, Ewhurst – its entire length

Schedule 3 (40mph)

1. D182 Alfold Road, Alfold/Cranleigh – that length which extends from its junction with A281 Guildford Road to a point 120m south of its junction with X11300 Key Drive

2. B2128 Guildford Road, Shamley Green/Cranleigh – that length which extends from the south-western side of its junction with D195 Stroud Lane southwards to the unnamed access road leading to and from the property known as “Farnfield Yard”

3. A281 Guildford Road/Horsham Road, Rudgwick that length which extends from a point 10m south-east of the south-eastern property boundary line of the petrol filling station and shop currently occupied by BP south-eastwards to a point 10m south-east of the unnamed access road leading to and from the properties known as “White Lea East”, “White Lea North”, “White Lea South” and “White Lea West”

4. D222 Little London, Albury – that length which extends from its junction with D222 Shere Heath Road and D222 Park Road southwestwards for a distance of 36m

5. D194 New Road, Albury – that length which extends from its junction with A248 Sherbourne southwards to a point 60m north of its junction with D221 Sandy Lane

6. D222 Park Road, Albury – its entire length

7. C36 Run Common, Shamley Green (also known as Run Common Road) – its entire length

8. C36 Rushett Common, Bramley (also known as Run Common Road) – that length which extends from C36 Run Common northwestwards to a point 320m south-east of its junction with A281 Rooks Hill

9. D222 Shere Heath Road, Shere – its entire length

10. D191 Smithwood Common Road, Cranleigh – that length which extends from its junction with B2128 Guildford Road eastwards and then south-eastwards to a point 15m north-west of the northwestern property boundary line of the property known as “Cranleigh
Lodge”

11. D183 Wildwood Lane, Alfold/Cranleigh – its entire length

Schedule 4 (50mph)

1. A281 Guildford Road, Rudgwick – that length which extends from its junction with D185 Hillhouse Lane north-westwards to a point 10m south-east of the unnamed access road leading to and from the properties known as “White Lea East”, “White Lea North”, “White Lea South” and “White Lea West”
