What is happening?

THE SURREY COUNTY COUNCIL

C196 Horton Lane, D2488 Mckenzie Way and D2667 Chantilly Way Epsom

Temporary Prohibition of Traffic Order 2025

Surrey County Council propose to make the above mentioned Temporary Traffic Order under Section 14(1) of the Road Traffic Regulation Act 1984 (as amended), the effect of which will be to prohibit vehicles from entering or proceeding in that length of:

(a) C196 Horton Lane, Epsom which comprises the length of road that is circulated anti-clockwise forming the unbounded situation at or adjacent to the junctions of C196 Horton Lane, D2488 Mckenzie Way and D2667 Chantilly Way;

(b) C196 Horton Lane, Epsom which extends from its roundabout junction with D2488 Mckenzie Way and D2667 Chantilly Way northwards for a distance of 25m;

(c) C196 Horton Lane, Epsom which extends from its roundabout junction with D2488 Mckenzie Way and D2667 Chantilly Way southwards for a distance of 65m;

(d) D2488 Mckenzie Way, Epsom which extends from its roundabout junction with C196 Horton Lane westwards for a distance of 30m;

(e) D2667 Chantilly Way, Epsom which extends from its roundabout junction with C196 Horton Lane eastwards for a distance of 30m.

This Order is required to enable Surrey County Council to carry out works in relation to highway maintenance and/or resurfacing works and/or utility works which is anticipated to be completed as soon as possible within the 18 month period of operation of this Order which will commence on 18 June 2025.

Advanced warning signs will be displayed and the temporary closures will only operate when it is relevant traffic signs are displayed. The above restrictions shall not apply to vehicles being used in connection with the works or for emergency service access.

For a maximum of 8 hours in any 24-hour period, any vehicle found to be obstructing the roads and/or footways will be removed to a suitable location outside the limits of the works by or at the cost and expense of the owner.

Access for pedestrians and cyclists will be maintained at all times. Access to and from properties and businesses will be maintained, including for emergency services, residents, deliveries and pedestrians.

Should the works require the restriction to be in force for longer than 8 hours in any 24-hour period, vehicular access to the properties will be maintained where safe to do so, if necessary via the diversion routes described below.

Alternative Route 1 – C196 Horton Lane, B284 Hook Road, B284 Chessington Road, C165 Chessington Road, C1614 Bridge Road (Kingston), A243 Leatherhead Road (Tfl), B280 Rushett Lane (Kingston), B280 Christchurch Road and C196 Horton Lane.

Alternative Route 2 northbound – D2667 Chantilly Way, D2488 Head Road and C196 Horton Lane.

Alternative Route 2 southbound – D2488 Horton Crescent, D2489 Abbots Avenue and C196 Horton Lane;

Alternative Route 3 northbound – D2488 Mckenzie Way, D2488 Abbots Wood Avenue and C196 Horton Lane;

Alternative Route 3 southbound – D2488 Mckenzie Way, D2488 Sandy Mead, D2488 Oakdean Avenue, C196 Horton Lane, B284 Hook Road, B2827 Chantilly Way, D2490 Horton Crescent, D2489 Abbots Avenue and C196 Horton Lane.

Public Footpath Nos. 50 and 51 (Epsom & Ewell) Temporary Prohibition of Traffic Order 2025

On 8 May 2025 Surrey County Council made the above mentioned Temporary Order, the effect of which is:

For the period 19 May to 16 June 2025 prohibit all traffic on foot or by any other means from entering or proceeding along that length of Public Footpath No. 50 (Epsom and Ewell) from its junction with Ashley Road (grid reference 521644 158543) south for 155 metres to grid reference 521624 158480.

Suggested alternative route: proceed generally south west on Ashley Road and private tracks then generally south on private tracks to rejoin the footpath.

For the period 5 to 7 June 2025 prohibit all traffic on foot or by any other means from entering or proceeding along that length of Public Footpath No. 51 (Epsom and Ewell) from its junction with Tattenham Corner Road (grid reference 521688 158692) south west and south east for 190 metres (grid reference 521816 158471).

Suggested alternative route: proceed generally north west along Tattenham Corner Road, then generally south west on Ashley Road and private tracks and generally south east on private tracks to rejoin the footpath.

The Order is required to enable a special event, the Epsom Derby Festival, to be safely managed, to enable the construction and dismantling of temporary facilities at the racecourse and to ensure the safety of the public when the event is being held.

The closures will be advertised by the Secretary of State for Transport if required.

The prohibition will only operate when the relevant signs are displayed and the County Council or an authorised person acting on its behalf is satisfied that it is necessary to prohibit traffic on the footpaths during the period stated.

The Surrey County Council Public Footpath Nos. 50 and 51 (Epsom & Ewell) Temporary Prohibition of Traffic Order 2025 will be made by the County Council under Section 16A of the Road Traffic Regulation Act 1984.
