What is happening?

PROPOSED RESIDENT PERMIT PARKING ZONE, COSHAM STATION NORTH AREA (BG ZONE)


1. Notice is hereby given that Portsmouth City Council proposes to make the following Order under the Road Traffic Regulation Act 1984: The Portsmouth City Council (Residents' Parking Places) (BG Zone) Order 2025.
2. The effect of the Order would be as follows:
a) to introduce parking places for BG Permit Holders only at any time or waiting limited to 1 hour no return within 2 hours, where kerbside parking is currently unrestricted, in the following roads (except those lengths of road described in c) below): Glenleigh Avenue, Cosham Park Avenue, Dorking Crescent, Knowsley Road, Knowsley Crescent, Magdala Road, Park Grove, Salisbury Road.
b) to incorporate the existing BA Zone (Park Grove) into BG Zone; the current BA permits would be changed to BG permits, and the time limit for non-permit holders would be changed from "2 hours no return within 4 hours" to "1 hour, no return within 2 hours".
c) to introduce parking places for BG Permit Holders or waiting limited to 4 hours, no return in 4 hours in Dorking Crescent - south side from 9 metres south of its junction with Widley Court Drive, westwards to the gate to Knowsley Road Park.
d) to introduce BG permit holders only at any time without marked bays, to apply where no other restrictions are in place:
i. Dorking Crescent - From its western junction with Magdala Road, in a southeasterly direction to No 67 Dorking Crescent.
ii Widley Court Drive - For its entirety
e) to introduce "no waiting at any time" restrictions in the following roads:
i. Knowsley Road – south-west side, from 10 metres west to 12 metres north-east of its junction with Knowsley Crescent
ii. Knowsley Crescent – both sides, from its junction with Knowsley Road southwards for 13 metres
iii. Salisbury Road - east side, from its junction with Lonsdale Avenue southwards to the southern kerbline of Knowsley Crescent
iv. Lonsdale Avenue - both sides, from its junction with Sailsbury Road eastwards for 10.5 metres
v. Widley Court Drive - north side, from its junction with Dorking Crescent for 19 metres eastwards; both sides, from a point 2 metres north of the common boundary of Nos.19 and 20 south to its southern closed end.
3. A maximum of 2 Resident permits per postal address would be authorised each year. A third permit may exceptionally be issued to a postal address if there is sufficient capacity within the zone. The current charges for permits are as follows:
Resident permits -.
£30.00/year for first permit
£120.00/year for second permit
£300.00/year for third permit – if parking zone capacity allows
Visitor permits (for visitors to residents)
£1.15 for 12 hours
£2.20 for 24 hours
Business permits (only issued to businesses operating in the parking zone)
£150/year for first permit
£300/year for second permit
£630/year for each subsequent permit
Permits for goods vehicles are restricted to those with a gross vehicle weight of less than 3501kg and registered to an address within the parking zone, required for emergency call-out or the only vehicle at the property.
Blue Badge holders and motorcycles are exempt from displaying a permit within the parking bays.
4. PERMIT ELIGIBILITY for the BG Zone: All properties within the BG zone boundary
