Portland Street & Blackfriars Road, King’s Lynn – Parking & Loading Restrictions Amendment
What is happening?
THE NORFOLK COUNTY COUNCIL (KING’S LYNN, PORTLAND STREET AND BLACKFRIARS ROAD) TRAFFIC ORDERS 2025
The Norfolk County Council has made the following Orders under the Road Traffic Regulation Act 1984, on 5th May 2025, which come into operation on 12th May 2025. The effect of which will be as follows:
The Norfolk County Council (King’s Lynn, Portland Street) (Controlled Zone (Including Permit Parking for KR03)) (No 1) Amendment Order 2025
The effect of which will be to amend the provisions for U20440 Portland Street by:
extending the prohibition of waiting at any time restriction by adding the following length of road: U20440 Portland Street (North Side) – from a point 17 metres west of its junction with the A148 Blackfriars Road westwards for a distance of 9 metres.
reducing the prohibition of waiting at any time restriction by removing the following length of road: U20440 Portland Street (South Side) – from a point 8 metres west of its junction with A148 Blackfriars Road westwards for a distance of 9 metres.
reducing the parking place for use with a valid KR03 Parking Permit by removing the following length of road: U20440 Portland Street (North Side) – from a point 17 metres west of its junction with the A148 Blackfriars Road westwards for a distance of 9 metres. The days and times of operation will remain the same on the remaining length of road.
extending the parking place for use with a valid KR03 Parking Permit by adding the following length of road: U20440 Portland Street (South Side) – from a point 17 metres west of its junction with the A148 Blackfriars Road eastwards for a distance of 9 metres. The days and times of operation will remain the same as for the existing length of road.
The Norfolk County Council (King’s Lynn) (Controlled Zone (Including Permit Parking for KR03)) (No 1) Order 2015 will be amended on commencement of this Order. In addition reference to Schedule 7 in clause 57 shall be amended to refer to Schedule 8 in the 2015 Order.
The Norfolk County Council (King’s Lynn, Portland Street and Blackfriars Road) (Prohibition of Loading and Unloading) Order 2025
The effect of which will be to prohibit any vehicle loading or unloading at any time along the following lengths of road:-
1) A148 Blackfriars Road (East Side)
i) From a point 10 metres south of the centre line of its junction with the U23520 Blackfriars Road southwards for a distance of 6 metres measured along the kerb.
ii) From a point 27 metres south of the centre line of its junction with the U23520 Blackfriars Road southwards for a distance of 11 metres measured along the kerb.
iii) From a point 42 metres south of the centre line of its junction with the U23520 Blackfriars Road southwards for a distance of 14 metres measured along the kerb.
2) U20440 Portland Street (North Side) – From its junction with the A148 Blackfriars Road westwards for a distance of 14 metres.
3) U20440 Portland Street (South Side) – From its junction with the A148 Blackfriars Road westwards for a distance of 8 metres.
Copies of the Orders, plan, and the existing Order being amended may be viewed online at: https://norfolk.citizenspace.com/. Copies are also available for inspection at Norfolk County Council, County Hall, Martineau Lane, Norwich, NR1 2DH and at the offices of Borough Council of King’s Lynn and West Norfolk, King’s Court, Chapel Street, King’s Lynn, PE30 1EX. However, if office staffing levels have been reduced and viewing online would be recommended.
Any person who desires to question the validity of the Orders or of any of its provisions on the grounds that they are not within the powers conferred by the Road Traffic Regulation Act 1984, or on the grounds that any requirement of that Act, or of any instrument made under it, has not been complied with in relation to the Orders, may within six weeks from 5th May 2025 apply to the High Court for this purpose.
