THE MERTON (PARKING PLACES) (WIMBLEDON VILLAGE) (AMENDMENT NO. 3) ORDER 2025
NOTICE IS HEREBY GIVEN that the Council of the London Borough of Merton, on 7 May 2025, made the above-mentioned Orders under the powers conferred by sections 6, 45, 46, 49 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984, as amended.
The general effect of the Orders will be to:-
(a) convert sections of existing parking places in lengths of road generally fronting the locations referred to in the Schedule to this notice, to single yellow line waiting restrictions matching the operational times of the controlled parking zone operating at each of those locations;
(b) introduce a length of permit holder parking place outside No. 39 Albert Road, Mitcham, following the removal of a redundant crossover.
A copy of the Orders, which will come into force on 16 May 2025, and other documents giving more detailed particulars of the Orders, including plans which indicates the roads or lengths of road to which the Orders relate, can be inspected during normal office hours Mondays to Fridays, until the end of six weeks from the date on which the Orders were made, at Merton Link, Merton Civic Centre, London Road, Morden.
Any person desiring to question the validity of the Orders or of any provision contained therein on the grounds that it is not within the relevant powers of the Road Traffic Regulation Act 1984, or that any of the relevant requirements thereof, or of any relevant regulations made thereunder has not been complied with in relation to the Orders may, within six weeks from the date on which the Orders were made, make application for the purpose to the High Court.

(LONDON ROAD, MITCHAM)
(TEMPORARY RESTRICTION OF TRAFFIC) ORDER 2025
The London Borough of Merton Council hereby give notice that to facilitate Thames Water works and carriageway re-surfacing works to be undertaken in London Road, Mitcham, they have made an Order, the effect of which will be to temporarily restrict vehicular traffic in the said road.
During the works, no person will cause or permit any vehicle to proceed in:
(a) the length of London Road which lies between its junction with Upper Green West, the west to east arm and its junction with Upper Green East (A236);
(b) London Road, the north-eastbound contra-flow bus route, between Raleigh Gardens and Upper Green West (A236).
The restrictions will apply only during such times and to such extent as will from time to time be indicated by traffic signs prescribed by the Traffic Signs Regulations and General Directions 2016.
Vehicular traffic affected by the lane closure should proceed via Raleigh Gardens and Holborn Way or Holborn Way and Upper Green West.
Nothing in the Order will apply:
(a) to any vehicle being used in connection with the execution of the said works; or
(b) to anything done with the permission or at the direction of a police officer in uniform or police community support officer in uniform.
(c) to any vehicle being used for police, fire brigade or ambulance purposes, subject to site conditions.
The Order will come into operation on Tuesday 13th May 2025, with the works anticipated to be completed on Friday 30th May 2025. However, the Order will remain in force for a maximum period of 3 months and its provisions will be re-introduced during that period should further works be required.

ROAD TRAFFIC REGULATION ACT 1984 - SECTION 14(1)
LONDON BOROUGH OF MERTON
(RUTLISH ROAD AND KINGSTON ROAD, SW19)
(TEMPORARY RESTRICTION OF TRAFFIC) ORDER 2025
The Council of the London Borough of Merton hereby give notice, that to facilitate new water connection works in Rutlish Road at its junction with Kingston Road, they intend to make an Order, the effect of which would be to temporarily restrict vehicular traffic in the said roads.
During the works, no person would cause or permit any vehicle to:-
(a) enter or proceed in Rutlish Road, from the south-eastern kerb-line of Kingston Road south-eastward for a distance of 42 metres;
(b) wait, including for the purpose of loading or unloading any vehicle, in:-
(i) the road or length of road specified in sub-paragraph (a) above;
(ii) Kingston Road, the north-west side, from the common boundary of Nos. 171 and 173 Kingston Road to the common boundary of Nos. 189 and 191 Kingston Road.
Any designated parking place situated in the roads or lengths of road specified in paragraph 2 above would be suspended for the duration of the works.
The restrictions would only apply during such times and to such extent as would from time to time be indicated by traffic signs prescribed by the Traffic Signs Regulations and General Directions 2016.
Vehicular traffic affected by the road closure should proceed via Charles Road, Kirkley Road and Kingston Road or vice-versa.
Nothing in the Order would apply: -
(a) to any vehicle being used in connection with the execution of the said works; or
(b) to anything done with the permission or at the direction of a police constable in uniform or a police community support officer in uniform; or
(c) to any vehicle being used for police, fire brigade or ambulance purposes, subject to site conditions; or
(d) so as to prevent vehicular access to premises adjacent to the road or length of road specified in sub-paragraph 2(a).
Any vehicle waiting in contravention of any restriction imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.
The Order would come into operation on Tuesday 27th May 2025 and it is anticipated that the works would be completed within 3 days. However, the Order would remain in force for 3 months should further works be required.

ROAD TRAFFIC REGULATION ACT 1984 - SECTION 14(1)
(LOWER DOWNS ROAD, RAYNES PARK)
(TEMPORARY RESTRICTION OF TRAFFIC) ORDER 2025
The Council of the London Borough of Merton hereby give notice that to facilitate sewer cleaning works in Lower Downs Road, Raynes Park, they intend to make an Order, the effect of which would be to temporarily restrict vehicular traffic in the said road.
During the works no person would cause or permit any vehicle to:-
(a) enter or proceed in Lower Downs Road, between its junction with Southdown Road and its junction with Toynbee Road; or
(b) wait, including for the purpose of loading or unloading any vehicle, in the length of Lower Downs Road specified in sub-paragraph (a) above.
Any designated parking place situated in the length of Lower Downs Road specified in paragraph 2 above would be suspended for the duration of the works in that length of road.
The restrictions would only apply during such times and to such extent as would from time to time be indicated by traffic signs prescribed by the Traffic Signs Regulations and General Directions 2016.
Nothing in the Order would apply to: -
(a) any vehicle being used in connection with the execution of the said works; or
(b) anything done with the permission or at the direction of a police constable in uniform, a police community support officer in uniform; or
(c) any vehicle being used for police, fire brigade or ambulance purposes, subject to site conditions; or
(d) any person requiring vehicular access to properties adjacent to the prohibited road or length of road insofar as access is reasonably practicable without interference with the said works.
Vehicular traffic affected by the road closure should proceed:-
(a) southbound by way of Worple Road, Pepys Road, Raynes Park Bridge, Approach Road and Kingston Road; or
(b) northbound by way of Kingston Road, Approach Road, Raynes Park Bridge, Coombe Lane, Lambton Road and Worple Road.
Any vehicle waiting in contravention of any restriction imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.
The Order would come into force at 8am on Tuesday 3rd June 2025 and it is expected that the works would be completed by 3pm the same day. However, the Order would remain in force for a period of 3 months should further works be required.

ROAD TRAFFIC REGULATION ACT 1984 - SECTION 14(1)
(FIELD GATE LANE, PROW 172)
(TEMPORARY RESTRICTION OF TRAFFIC) ORDER 2025
The Council of the London Borough of Merton hereby give notice that to facilitate works relating to the decommissioning of the gas holder station on Western Road, they have made an Order, the effect of which will be to continue in force the provisions of a temporary notice issued under section 14(2) of the Road Traffic Regulation Act 1984 temporarily prohibiting pedestrians from entering or proceeding in Field Gate Lane, also known as Public Right of Way No. 172, between its junction with Western Road and its junction with Public Right of Way No. 173.
The restrictions will only apply during such times and to such extent as will from time to time be indicated by traffic signs prescribed by the Traffic Signs Regulations and General Directions 2016.
Nothing in the Order will apply to: –
(a) any person connected with the execution of the said works;
(b) anything done with the permission or at the direction of a police constable in uniform or a police community support officer in uniform.
Pedestrians affected by the footpath closure should proceed by way of Western Road, Love Lane, Edmund Road and Miles Road or vice-versa.
The Order will come into operation on Sunday 11th May 2025 and it is anticipated the works will be completed by 20th May 2025. However, the Order will remain in force for 3 months should further works be required.

ROAD TRAFFIC REGULATION ACT 1984 – SECTION 14(1)
LONDON BOROUGH OF MERTON
(VARIOUS ROADS) (NO. 3)
(TEMPORARY RESTRICTION OF TRAFFIC) ORDER 2025
The London Borough of Merton Council hereby give notice that to facilitate a programme of carriageway resurfacing and general maintenance works to be undertaken in the roads specified in column 1 of the Schedule to this notice, they intend to make an Order, the effect of which, during the works, would be to temporarily prohibit vehicular traffic from entering, proceeding or waiting, including in any parking places, in those roads or lengths of roads specified in column 1 of the Schedule to this notice.
Any designated parking place situated in any of the roads or lengths of roads specified in column 1 of the Schedule to this notice would be suspended for the duration of the works in those roads or lengths of road.
Alternative routes for diverted traffic would be indicated by advance warning and diversion signs on the roads affected when the works are in progress, except for the works in Chestnut Road and Clifton Park Avenue which are both cul-de-sacs.
Any vehicle that is in contravention of any waiting restrictions imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.
Nothing in the Order would apply to: –
(a) any vehicle being used in connection with the execution of the said works; or
(b) anything done with the permission or at the direction of a police officer in uniform or a police community support officer in uniform; or
(c) any vehicle being used for police, fire brigade or ambulance purposes, subject to site conditions; or
(d) any person requiring vehicular access to properties adjacent to the prohibited roads or lengths of roads insofar as access is reasonably practicable without interference with the said works.
The Order would come into force on Tuesday 27th May 2025 and the anticipated works dates are specified in column 2 of the Schedule to this notice. However, the Order would remain in operation for a maximum period of 12 months and its provisions would be re-introduced should further works be required.
