NOTICE IS HEREBY GIVEN that the Council of the London Borough of Merton propose to make the above-mentioned Orders under sections 6, 45, 46, 49 and 124 of, and Part IV of Schedule 9 to, the Road Traffic Regulation Act 1984, as amended and all other enabling powers.
The general effect of the ‘Electric Vehicle Charging Points’ Order would be to:
(a) introduce parking places for electric vehicle charging at the locations listed in the Schedule to this notice,
(b) provide that the parking places would operate at all times, unless otherwise stated;
(c) specify that the parking places in the controlled parking zone referred to in the Schedule to this notice would be available for fully electric and plug-in hybrid electric vehicles only, for up to 12 hours, provided that during controlled parking zone operational hours the applicable charge for the relevant controlled parking zone permit has been paid with respect to the vehicle and that any electric vehicle is connected via a charging lead to a lamp column upgraded to enable electric charging at all times while it is left in a parking place. Electric vehicles having left a parking place for electric vehicle charging would be able to return after 4 hours have elapsed.
The general effect of the ‘Parking Places Amendment’ Orders would be to remove existing lengths of parking place in the lengths of road listed in the Schedule to this notice to accommodate the introduction of parking places designated for electric vehicle charging.
A copy of the proposed Orders and other documents giving more detailed particulars of the Orders, including plans which indicate the lengths of road to which the Orders relate can be inspected Monday to Friday during normal office hours at Merton Link, Merton Civic Centre, London Road, Morden. NOTICE IS HEREBY GIVEN that the Council of the London Borough of Merton propose to make the above-mentioned Orders under the powers conferred by sections 6, 45, 46, 49 and 124 of, and Part IV of Schedule 9 to, the Road Traffic Regulation Act 1984 as amended.
The general effect of the ‘Free Parking Places’ Order would be to:
(a) designate a parking place on the carriageway, 6.6 metres in length, at each of the general locations listed in Schedule 1 to this Notice, in which vehicles authorised by the Order may be left for any period without charge;
(b) provide that the parking places would operate at all times, unless otherwise stated;
(c) specify, in respect of the parking places, that vehicles displaying in the relevant position, a disabled persons badge (commonly referred to as “the Blue Badge”) issued by any local authority under the provisions of the Disabled Persons (Badges for Motor Vehicles) Regulations 2000 may be left therein;
(d) provide that certain vehicles may wait in the parking places in certain circumstances, e.g. to allow persons to board or alight (maximum 2 minutes), to load or unload (maximum 20 minutes), etc;
(e) revoke the disabled persons parking places at the locations specified in Schedule 2 to this Notice.
The general effect of the ‘Parking Places Amendment’ Orders would be to shorten in length existing permit only parking places to facilitate the introduction of disabled persons parking place in certain roads or increase in length existing permit only parking places following the removal of disabled parking places in certain roads.
A copy of the proposed Orders and other documents giving more detailed particulars of the Orders, including plans which show the exact lengths of road to which the Orders relate can be inspected Monday to Friday during normal office hours at Merton Link, Merton Civic Centre, London Road, Morden.

NOTICE IS HEREBY GIVEN that the Council of the London Borough of Merton, on 7 May 2025, made the above-mentioned Orders under the powers conferred by sections 6, 45, 46, 49, 63 and 124 of, and Part IV of Schedule 9 to, the Road Traffic Regulation Act 1984, as amended.
The general effect of the ‘Pedal Cycles Order’ will be to provide a secure bicycle parking facility (fully enclosed bike hangar measuring 2.6 metres in length and 2 metres in width for a maximum of 6 pedal cycles) at each of the locations specified in Schedule 1 to this Notice. Certain specified locations will provide for two bike hangars.
The general effect of the ‘Electric Vehicle Charging Points’ Order will be to:
(a) designate a parking place for electric vehicle charging at the location listed in Schedule 2 to this notice;
(b) provide that the parking place will operate at all times, unless otherwise stated;
(c) specify that the parking place in the controlled parking zone referred to in Schedule 2 to this notice will be available for fully electric and plug-in hybrid electric vehicles only, for up to 12 hours, provided that during controlled parking zone operational hours the applicable charge for the relevant controlled parking zone permit has been paid with respect to the vehicle and that any electric vehicle is connected via a charging lead to a lamp column upgraded to enable electric charging at all times while it is left in a parking place. Electric vehicles having left a parking place for electric vehicle charging will be able to return after 4 hours have elapsed.
The general effect of the ‘Motorcycle Parking Places’ Order will be to convert a length of parking place to a motorcycle only parking place in the length of street specified in Schedule 3 to this notice.
The general effect of the ‘Parking Places Amendment’ Orders will be to reduce the lengths of parking places in the roads referred to in the Schedule to this Notice to facilitate the introduction of bike hangars.
A copy of the Orders, which will come into force on 16 May 2025, and other documents giving more detailed particulars of the Orders, including plans specifying the roads or lengths of road affected by the Orders, can be inspected during normal office hours on Mondays to Fridays inclusive until the end of six weeks from the date on which the Orders were made at Merton Link, Merton Civic Centre, London Road, Morden SM4 5DX. Documents have also been made available for inspection at:

Any person desiring to question the validity of the Orders or of any provision contained therein on the grounds that it is not within the relevant powers of the Road Traffic Regulation Act 1984, or that any of the relevant requirements thereof, or of any relevant regulations made thereunder has not been complied with in relation to the Orders may, within six weeks from the date on which the Orders were made, make application for the purpose to the High Court.
