THE COUNCIL OF THE BOROUGH OF ST. HELENS

(HALL STREET AREA, ST HELENS)

(TEMPORARY SUSPENSION OF DISABLED PERSONS PARKING PLACE, LOADING/UNLOADING, ONE-WAY TRAFFIC & PROHIBITION OF ENTRY EXCEPT PUBLIC SERVICE VEHICLES, HACKNEY CARRIAGES AND CYCLES), (TEMPORARY ONE-WAY TRAFFIC, WAITING, LOADING/UNLOADING, PROHIBITION OF DRIVING EXCEPT BUSES, PROHIBITION OF DRIVING, PEDESTRIAN TRAFFIC AND RIGHT TURN) ORDER 2025

NOTICE IS HEREBY GIVEN that the St. Helens Borough Council made an Order under Section 14(1) of the Road Traffic Regulation Act 1984 (as Amended), the effect of which will be to:

  1. The lengths of road and restrictions specified in Schedule 1 to this Order are hereby suspended from Schedule 2 of The Council of the Borough of St Helens (Prohibition of Waiting and Loading and Provision of Parking) Consolidation Order 2025

  2. The lengths of road and restrictions specified in Schedule 2 to this Order are hereby suspended from Schedule 3 of The Council of the Borough of St Helens (Bickerstaffe Street and Corporation Street Link) (Revocation, Prohibition of Driving, Prohibition of Entry, Prohibition of Loading, One Way Traffic, Prohibited Right Turn, Provision of Waiting, Prohibition of Loading, Designated Loading Bay) Order 2001

  3. The lengths of road and restrictions specified in Schedule 3 to this Order are hereby suspended from The Council of the Borough of St Helens (Chalon Way West and Foundry Street) (Revocations, Prohibition of Entry, One-Way Traffic, Prohibition of Waiting, Prohibition of Loading, and Designation of Disabled Parking Bay Order 2002

  4. No person shall cause or permit any Vehicle or Pedal Cycle except with the permission of a Police Officer in uniform to proceed along that length of road described in Column 1 (“the Road”) in Schedule 4 to this Order (“the Schedule”) other than in the direction specified in Column 2 in Schedule 4. The alternative route will be described in Column 3 in Schedule 4.

  5. No person shall cause or permit any vehicle from waiting at any time on any day specified in Schedule 5 to this Order.

  6. No person shall cause or permit any vehicle from loading/unloading at any time on any day specified in Schedule 6 to this Order.

  7. No person shall cause or permit any vehicle except a Local bus or except with the permission of a Police Officer in uniform to proceed along that length of road described in Column 1 (“the Road”) in Schedule 7 to this Order (“the Schedule”) other than in the direction specified in Column 2 in Schedule 7. The alternative route will be described in Column 3 in Schedule 7.

  8. No person shall cause or permit any vehicle except with the permission of a Police Officer in uniform to undertake a right turn manoeuvre at the junctions as described in Schedule 8 to this Order.

  9. No person shall cause or permit any vehicle except with the permission of a Police Officer in uniform to proceed along that length of road described in Schedule 9 to this Order (“the Schedule”). The alternative route will be described in Column 3 in Schedule 9.

  10. No person shall proceed, except with the permission of a Police Officer in uniform along the length of road described in Schedule 10 to this Order (“the Schedule”). The alternative route will be described in Column 3 in Schedule 10.

This Order came into operation on the 8th May 2025 and shall continue for a maximum duration of 18 months or the earlier completion of the works proposed. The reason for making this Order is to safely enable the town centre improvement works.
