(B.B.C. Radio 1's "Big Weekend 2025") (Various Roads In The Sefton Park Area) (Temporary Prohibition of Driving & Prohibition of Waiting) (Special Events) Order, 2025

NOTICE IS HEREBY GIVEN that the Council in exercise of its powers under Section 16A of The Road Traffic Regulation Act 1984 and all other enabling powers intends to make the following Order which is required to enable the above-mentioned special event to take place.

Part 1:
1. To prohibit any vehicle, other than an emergency services vehicle, from proceeding along Croxteth Drive, from its junction with Aigburth Drive to its junction with Croxteth Gate.

2. To prohibit the use of the car parks on Croxteth Gate, Livingston Drive North and Greenbank Lane and Queens Drive/Mossley Hill Roundabout (Ironbridge) along with Aigburth Drive/Boating Lake, unless otherwise permitted by the event organiser.

3. This Part of the Order will be operative from the 22 May 2025 until 11.59pm on the 6 June 2025 or for such a lesser or greater period of time as determined appropriate for the safety of the event.

Part 2:
4. To prohibit any vehicle, other than an emergency services vehicle, from proceeding along Mossley Hill Drive, from its junction Greenbank Drive to its junction with Croxteth Drive. 

5. This Part of the Order will be operative from 10pm on the 22 May to 2pm on the 26 May 2025 or for such a lesser or greater time period of time as determined appropriate for the safety of the event.

Part 3:
6. To prohibit any vehicle, other than an emergency services vehicle, from proceeding along the full lengths of (unless otherwise stated): - Greenbank Lane from its junction with Greenbank Road to its junction with Mossley Hill Drive; Mossley Hill Drive from its junction with Croxteth Gate to its junction with Queens Drive; Croxteth Drive from its junction with Mossley Hill Drive to a point 75m north of its junction with Greenbank Drive; Croxteth Gate, Croxteth Drive from its junction with Croxteth Gate to its junction with Aigburth Drive; Aigburth Drive from its junction with Livingston Drive North to its junction with Ullet Road; Greenbank Drive from its junction with Croxteth Drive (Allotments) to its junction with Mossley Hill Drive), Lark Lane from its junction with Linnet Lane to its junction with Aigburth Drive; & Sefton Drive.

7. There will be a signed diversion to assist non-event traffic from Ullet Road, Parkfield Road, Aigburth Road to Aigburth Drive and in the opposite direction from Ullet Road, Smithdown Road to Greenbank Road.

8. This Part of the Order will be operative between the hours of 6am on the 23 May 2025 until 6am on the 26 May 2025 or for such lesser or greater time period of time as determined for the safety of the event.

Part 3 (Contingency Closures):
9. To prohibit any vehicle, from proceeding along: - Queens Drive in a westerly direction (from its junction with North Mossley Hill Road to its junction with Mossley Hill Drive; Elmswood Road in a westerly direction (from its junction with Ashfield Road to its junction with Mossley Hill Road; Aigburth Drive in a northerly direction from its junction with Aigburth Road to its junction with Mossley Hill Drive; Aigburth Drive from its junction with Livingston Drive South to its junction with Livingston Drive North; & Brompton Avenue, Sydenham Avenue, Lancaster Avenue, Buckingham Avenue & Cheltenham Avenue at their respective junctions with Ullet Road.

10. This Part of the Order will be operative from the 22 May 2025 to 6 June 2025. Part 4 (24 Hour Waiting Restrictions):

11. To prohibit any vehicle from waiting at any time on: - Mossley Hill Drive, south west side, from its junction with Croxteth Drive to its junction with Croxteth Gate; Greenbank Lane, both sides, from its junction with Greenbank Road to its junction with Mossley Hill Drive); Greenbank Drive, both sides, from (its junction with Mossley Hill Drive for a distance of 50m in a north easterly direction; Croxteth Gate, both sides, from its junction with Ullet Road for a distance of 70m in a south easterly direction; Croxteth Drive, both sides, from a point 20m south west of its junction with Croxteth Gate to a point 50m north east of its junction with Croxteth Gate; Aigburth Drive, both sides, from its junction with Lark Lane for a distance of 50m in a north easterly direction; Croxteth Drive, both sides, from its junction with Mossley Hill Drive for a distance of 20m in a north easterly direction; Sefton Park Road, both sides, from its junction with Ullet Road for a distance of 20m in a north westerly direction; Ullet Road, both sides, from a point 20m south west of its junction with Aigburth Drive for a distance of 140m in a north easterly direction; Aigburth Drive, south west side, from its junction with Ullet Road for a distance of 20m in a south easterly direction; Elmswood Drive, both sides, from its junction with Mossley Hill Road for a distance of 20m in a south easterly direction; Queens Drive, both sides, from its junction with Mossley Hill Drive for a distance of 20m in a north easterly direction; Park Avenue, both sides, from its junction with Mossley Hill Drive for a distance of 20m in a south easterly direction; & Mossley Hill Drive, both sides, from its junction with Queens Drive/ Park Avenue for a distance of 40m.

12. This Part of the Order will be operative between the hours of 7am on the 23 May 2025 until 11.59pm on the 25 May 2025 or for such lesser or greater period of time as determined appropriate for the safety of the event.

General: The restrictions set out in this Order shall not apply: - (a) To anything done with the permission or at the direction of a Police Constable in uniform, or the Event Organiser (and its appointed agents); & 

(b) To any vehicle being used for police, fire brigade or ambulance purposes or for the purposes of a statutory undertaker in any emergency (such as the loss of supplies of gas, electricity or water to premises in the area) which requires vehicles to be brought onto any section of highway to which the Order applies. 

The Order will not have the effect of preventing at any time reasonable access for pedestrians to premises situated on or adjacent to any road to which the Order relates or to any premises only accessible to pedestrians from such a road.
