The Newham (Pedestrian and Cycle Zone) (No. 4) Traffic Order 2025
NOTICE IS HEREBY GIVEN that the Council of the London Borough of Newham on 5 May 2025 made the above-mentioned Orders under Section 6 and 124 of the Road Traffic Regulation Act 1984, as amended.
The effect of the Orders will be to continue in force indefinitely the provisions of the Newham (Pedestrian and Cycle Zone) (No. 1) Experimental Traffic Order 2023; the Newham (Pedestrian and Cycle Zone) (No. 2) Experimental Traffic Order 2023; the Newham (Pedestrian and Cycle Zone) (No. 3) Experimental Traffic Order 2023; and the Newham (Pedestrian and Cycle Zone) (No. 4) Experimental Traffic Order 2023.
The above experimental Orders introduced part-time pedestrian and cycle zones, in the vicinity of schools, where access by vehicles is prohibited as follows:
(a) New City Primary School - pedestrian and cycle zone will be in force in Tunmarsh Lane (between Humberstone Road and Angus Road), Oban Road and Coronation Road (between Tunmarsh Lane and New City Road) from 8.00 to 9.00am and from 2.30 to 3.30pm on Monday to Friday during school term-time;
(b) Gallions Primary School - pedestrian and cycle zone will be in force in Newark Knok (between Horse Leaze and Warwall), Warwall, Bradymede (between Horse Leaze and Warwall) and Oxleas (between Warwall and Wheatfields) from 8.00 to 9.00am and from 2.45 to 3.45pm on Monday to Friday during school term-time;
(c) Shaftesbury Primary School - pedestrian and cycle zone will be in force in Shaftesbury Road (between Lens Road and Katherine Road) and Ashley Road from 8.15 to 9.15am and from 2.15 to 3.15pm on Monday to Friday during school term-time; and
(d) Earlham Primary School - pedestrian and cycle zone will be in force in Earlham Grove (between Atherton Road and Norwich Road) from 8.15 to 9.15am and from 2.45 to 3.45pm on Monday to Friday during school term-time.
Exemptions will apply to:
(a) pedal cycles;
(b) virtual access permit holders;
(c) licenced taxis;
(d) tfl buses;
(e) refuse collection vehicles; and
(f) vehicles being used:
(i) for ambulance, fire brigade or police purposes;
(ii) in connection with the removal of an obstruction;
(iii) in connection with the cleansing, maintenance, improvement or reconstruction of the carriageway;
(iv) in connection with the placing, maintenance, improvement, reconstruction or removal of street furniture;
(v) for the purpose of any building operation or demolition;
(vi) in connection with the laying, erection, alteration or repair of any sewer or of any main, pipe or apparatus for the supply of gas, water or electricity, or of any communications network; or
(vii) while the provision of a universal postal service.
Virtual (electronic) access permits will be granted without charge to those occupiers who keep vehicles at addresses specified in the Schedule to this Notice.
The Orders, which will come into force on 12 May 2025, and other documents giving more detailed particulars of these Orders are available for inspection by appointment during normal office hours on Mon to Fri inclusive at Newham Dockside, 1000 Dockside Road E16 2QU, by telephoning 020 3373 6415 or by emailing traffic.orders@newham.gov.uk for a period of six weeks from the date on which the Orders were made.
If any person wishes to question the validity of any of the Orders or of any of its provisions on the grounds that it or they are not within the powers conferred by the Act, or that any requirement of the Act or of any instrument made under the Act has not been complied with, that person may, within six weeks from the date on which the Orders are made, apply for the purpose to the High Court.
